08-B Hist Pres Min 03-28-05 MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1ST STREET S.E. PARIS, TEXAS MONDAY, MARCH 28, 2005 4:00 0'CLOCK P.M. 1.The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A.The following members were present: Ann Rodgers, Secretary Sue Lancaster Paul Denney Alternate:Brian Wear B.The following members were absent: Barbara Wilson, Vice Chairman Claudia Hunt Jerry Raper Alternate:Becki Norment 2. Motion to approve the minutes Approval of minutes from previous meetings. from the March 9, 2005, meeting was made by Paul Denney, seconded by Sue Lancaster. Motion carried 5-0. 3. Consideration of and action on the following Certificates of Appropriateness: A.. Motion to approve the COA was 733 Church Street - David Phillips made my Sue Lancaster, motion seconded by Ann Rodgers. Motion carried 5-0. B.. Motion was made by 265 1st Street S.W. - Kenneth and Rita Kammer Ann Rodgers, seconded by to approve the COA as follows: (1) installation of the fence; (2) extensions of the brick wall; (3) installation of the Western Union wall; and (4) construction of the fire pit with an approved metal roof, was made by Ann Rodgers, seconded by Sue Lancaster. Motion carried 5-0. The construction of the restroom was not approved because more information regarding the design of the structure was needed. March 28, 2005 Page 2 C. 326 S. Main - City of Paris Public Library, by Priscilla C. McAnally. Motion to approve the COA for black paint on the handrails and lamp posts and bronze paint on the windows was made by Barbara Wilson, seconded by Paul Denney. Motion carried 5-0. 4. Consideration of and action on granting the following requests for facade grants: A. The HPO advised that a COA 136 Bonham Street - Bill Kirby. application was for work under a COA that had already been approved by the Commission. Motion to approve the request was made by Sue Lancaster, seconded by Ann Rodgers. Motion carried 5-0. B. Daniel Atnip was not present at the 130 Bonham Street - Daniel Atnip. meeting. Motion was made by Sue Lancaster to recuse Paul Denney, seconded by Arvin Starrett. Motion carried 4-0. Motion to approve the request was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 4-0. Motion was made for Paul Denney to return by Sue Lancaster, seconded by Ann Rodgers. Motion carried 4-0. ~~~~~ CONSENT AGENDA ~~~~~ 5. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 229 5th Street N.E. B. 430 13th Street N.W. C. 675 13th Street N.W. D. 1105 17th Street N.W. E. 1167 17th Street N.W. March 28, 2005 Page 3 F. 1210 17th Street N.W. G. 323 E. Cherry H. 433 E. Grove Motion to forward to the Building and Standards Commission all houses except 229 5th Street N.E. was made by Ann Rodgers, seconded by Sue Lancaster. Motion carried 5-0. ~~~~~ END CONSENT AGENDA ~~~~~ 6. Discussion of and possible action on activities to celebrate Preservation Bethany Golden, Main Street Coordinator, presented several options Month. of what the Commission could do to celebrate Preservation Month in May, including a walking tour, a historical lecture. Motion was made by Barbara Wilson, seconded by Paul Denney, for Suzy Harper and City staff to come up with a proposal. Motion carried 5-0. 7. The HPO handed out Receipt of report from the Historic Preservation Officer. the attached report. Chairman Starrett advised the Commission that the COA violation notice policy will be revised to add an additional step, which consists of an initial courtesy request for compliance prior to the issuance of a formal violation notice. He stated it would extend the time the process took, but it would help to build and maintain good will. 8. The HPO advised that the Request items from Board for future agendas.
