RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AND AUTHORIZING THE ADJUSTMENT
OF THE BASE SALARY FOR THE TRAINING OFFICER POSITION
WITHIN THE CITY OF PARIS FIRE DEPARTMENT; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Fire Chief of the City of Paris has recommended to the City Manager
adjustments to the salary for the position of Training Officer within the City of Paris Fire
Department; and,
WHEREAS, the City Council finds and determines that such adjustments are appropriate
and in the best interest of the City; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That effective the next applicable pay period, the salary for the position of
Training Officer within the City of Paris Fire Department shall be adjusted as follows:

Training Officer $45,084.00 $40,125.28
Section 3. That this resolution shall be effective from and after its date of passage.

Recommended Salary Change For The Fire Department Training Officer Position

A.
With the retirement of the Training Officer, I am recommending a change in the salary
base and job description for this position. Certain duties and responsibilities for this
position have already been reassigned thus reducing the overall responsibility. However,
as the new officer can complete the various required schools and training necessary for the
job, other duties will be assigned. The goal is to also target certain duties of both the Fire
Marshal and the Training Officer which will be subject to cross tr~ning. This will create
a redundancy which better enables the fire department to serve our constituency.
My recommendation now is to decrease the TO hourly rate by 110/0. On June 06, 2005,
this issue was brought before the local Civil Service Commission with the board
unanimously voting to allow the salary change. The salary structure is as indicated
below:

I believe it is important that this position be filled with an individual who will focus on
attaining the knowledge and certifications required for this level of endeavor and prove his
merit. In the future, as the new Training Officer accomplishes the goals set forth for this
position, I feel the salary should also reflect that progress, be commensurate to the duties
and responsibilities, and should not remain static.
