BACKGROUND:
Article 2.13 (7) of the Texas Code of Criminal Procedure requires the annual reporting to the
local governing body of data collected on the race or ethnicity of individuals stopped and
issued citations or arrested for traffic violations and whether or not those individuals were
searched.
Dr. Eric Fritsch of the University of North Texas at Denton has been retained as a
consultant to prepare the reports based on raw data supplied by the Paris Police
Department.
