1.The Special Joint Meeting of the Planning and Zoning Commission and City
Council Subcommittee for the Pecan Place subdivision was called to order at
12:10 p.m. by Chairman Reeves Hayter.

C.Also present were Shawn Napier, City Engineer; Lisa Wright, Director
of Community Development; Brandon Chaney, surveyor; Mitzi Rader,
developer of Pecan Place; and A. W. Clem, IV.

Discussion of and possible action on recommending the approval of the
Reeves Hayter informed the
Master Plat for the Pecan Place Subdivision.
Subcommittee that the issues with the plat were (1) a concern of adequate
traffic flow; (2) that a large amount of growth is out on FM 195, and 34th Street
represents the only access from Loop 286 to FM 195; and (3) the Master Plan
calls 36th Street to be a collector level street. He said he wanted to come to
a compromise that allows them to develop and the City to maintain access
through the development.
Brandon Chaney showed a plat indicating recommended revisions. The
developer asked if the City had considered upgrading 36th Street, and the City
Engineer stated there was no money to do that with. Mr. Chaney stated that
other subdivisions in the area had been granted waivers of curb and gutter
requirements, and said the developer of this project would like to request that.
Mr. Chaney showed two additional plats: one showing 34th Street going
straight through the subdivision, and the other showing a curve from 34th
Street to 36th Street. The second plat has design problems; and drainage

needs to go east, and there is not much elevation to get it there. The first plat
gives people in the Brownwood Subdivision a choice. Reeves Hayter said he
could live with either, but preferred the second plat because it took you
further out to FM 195.
Reeves Hayter told the developer that there would be a City maintenance
issue by the time twenty-seven culverts were put in. Shawn Napier stated
that, by the time the other street was upgraded, 36th Street would no longer
need to be a collector level street. The Subcommittee discussed various road
locations to aid in better traffic flow. After which the Subcommittee
recommended that the developer go with the first plat with a reverse curve,
and he recommended another meeting to review the revised plat once it was
completed.
