1.The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 11:00 A.M.

Consideration of and action on the following Certificate of Appropriateness:
A. Motion to excuse
265 S. Main Street - Gibraltar Renovations, Inc.
Barbara Wilson from the meeting was made by Sue Lancaster,
seconded by Paul Denney. Motion carried 6-0.
Don Wilson told the Commission that the windows in the Gibraltar had
previously been 2/2, which was appropriate in the Victorian era;
however, by 1916 when the building was redone and new buildings
were constructed downtown, they had moved away from those. Since
the building is an adaptive reuse building, he requested that he be
permitted to update the windows to 3/1, which are common in other
buildings downtown. Mr. Wilson presented photographs of Reep’s
Furniture, Jackson Books, Moore Law Firm, and the YWCA to evidence
other buildings in Paris’s downtown with 3/1 windows.

He told the Commission that he had experimented with several different
windows before settling on 3/1. He said he did not like the fact that 2/2
windows would have a bar in the middle that obstructed the view from
inside, and the view was especially important facing the park to the
south and the churches to the east. To help with his decision and to
make sure he was doing what he was supposed to do, he contacted
Wayne Bell with the Texas Historical Commission who came to Paris
to view the building. Because the YWCA, which is directly across the
street, had 3/1 windows, and because 3/1 windows give the building a
more residential feel, Mr. Wilson explained that he felt this kind of
window would be more appropriate.
With regard to the color, Mr. Wilson explained that he had experimented
with various colors, but had some trouble coming up with something
that would be appropriate. He inquired about the cost of custom colors
on the windows and found that it would not be prohibitive. The color
finally selected is called “Jogging Path.”
He told the Commission that he had done his homework and even
spent extra money to try to comply with the requirements. Arvin
Starrett told Mr. Wilson that the Commission, especially with regard to
adaptive reuse, was not required to hold to total accuracy. He
reminded the Commission of Mr. Atnip’s building, which the
Commission allowed a change in the front exterior in order to adapt the
building to a new multi-use. Chairman Starrett also told the
Commission that 3/1 windows were not listed in the Design Guidelines,
but that this was an error that ArchiTexas would be correcting, along
with several others.
Motion to approve the COA to install 3/1 windows in “Jogging Path”
color was made by Paul Denney, seconded by Sue Lancaster. Motion
carried 6-0. Motion to bring Barbara Wilson back to the meeting was
made by Brian Wear, seconded by Ann Rogers. Motion carried 6-0.

B.. Karol Lyn Moore explained to

the Commission that she wanted to remove the covering beneath the
windows at Dressed to a Tea to expose the wood that matches that in
front of Bowden’s. She said she also wanted to put glass in by the
mezzanine level but wanted to paint it black to cover the construction

on the mezzanine; however, she said she now knows that she can’t
paint the glass. The Commission recommended that she construct a
short, black plywood wall to cover the construction and place clear
glass in front of that. Mrs. Moore stated that she liked that better than
what she had proposed. Motion to approve the COA to expose the wall
beneath the windows and to construct a black plywood wall with a clear
glass front above the windows was made by Barbara Wilson, seconded
by Sue Lancaster. Motion carried 8-0.

Consideration of and action on granting the following requests for facade
grants:

4. The HPO handed out

the attached report. She also handed out a draft of an ordinance regulating
outdoor storage. She explained to the Commission that she had started on
that particular ordinance a couple of weeks ago to address a city-wide
problem with people storing appliances and old furniture on their porches.
She said the draft ordinance as it currently is would amend the zoning
ordinance to regulate by district, but said that Legal would ultimately place it
in the appropriate location in the Code.
She also told the Commission that were conflicts between the Building and
Standards Commission ordinance and the design guidelines that could create
a problem with boarding of windows. She said the BSC ordinance requires
very specific wording on the boards that would be unattractive in the historic
district, so she wanted the Commission to consider something specific to the
districts that will address the need for safety but that will also be attractive.
She also said she had concerns about citing dilapidated awnings because the
owners might simply take them down. She said she didn’t know if that’s what
the Commission wanted to happen, so she recommended possible grants in
the next fiscal year for awnings only.
5. The HPO told the Commission

fenestration guidelines to address permitted windows.

I've been researching this issue as a whole for the last
couple of months because of problems all around town
where people store items on their porches, etc. I found
several cities with ordinances addressing outside
storage - some in their nuisance ordinances and some
in their zoning ordinances. I have a draft almost
completed that amends the zoning ordinance to specify
in what districts items can be stored outside. Building
materials are addressed. After I complete my draft, I will
