PLANNING AND ZONING COMMISSION
LAMAR COUNTY FAIRGROUNDS

MONDAY, JUNE 20, 2005
5:00 O’CLOCK P.M.
The Planning and Zoning Commission met Monday, June 20, 2005, 5:00,
Lamar County Fairgrounds, Westside Building, 570 E. Center Street,
Paris, Texas, with the following members present:
1. Reeves Hayter4. Barbara Forrest
2. Marshall Kent5. Russell McCain
3. Benny Plata6. Brad Archer
Lisa Wright, Director of Community Development, was also present.
1. The meeting was called to order by Chairman Reeves Hayter.
2.Public Hearing to consider the site plan approval requested by Dr.
Jay Spencer, Spencer Dental Clinic, on Lot 14A-3, City Block 259,
located on Pine Mill Road.
Motion was made by Russell McCain, seconded by Brad Archer, to
recuse Reeves Hayter from considering of this item because his firm
prepared the plan. Motion carried, 6 ayes 0 nays.
The public hearing was declared open.
Bobby Smallwood, 343 FM 2121, Paris, wants to build a dental clinic
on this property for Dr. Jay Spencer. Mr. Smallwood is aware of the
corrections noted on the memo regarding the site plan.
There was no opposition, the public hearing was declared closed.
3.Consideration of and action on thesite plan approval requested by
Dr. Jay Spencer, Spencer Dental Clinic, on Lot 14A-3, City Block
259, located on Pine Mill Road.
Motion was made by Benny Plata, seconded by Brad Archer to
approve the site plan. Motion carried, 5 ayes 0 nays.
Motion was made by Brad Archer, seconded by Russell McCain for
Reeves Hayter to return to the meeting. Motion carried, 5 ayes 0
nays.
4.Public Hearing to consider the site plan approval requested by Todd
Stephens, on Lot 13C, City Block 259, located on North Collegiate
Drive.
The public hearing was declared open.
There was no one present to speak in favor of or against the site plan.
5.Consideration of and action on thesite plan approval requested by
Todd Stephens, on Lot 13C, City Block 259, located on North
Collegiate Drive.
Motion was made by Brad Archer, seconded by Marshall Kent to
table the site plan request until the July 5, regular planning and
zoning meeting because of questions related to drainage. Motion
carried, 6 ayes 0 nays.
6.The meeting adjourned at 5:15 p.m.
