Appointing members to the Traffic Commission. - - - END CONSENT AGENDA - - - 6. Consideration of and action on the following ordinances: A. . Denying the request of A TMOS Energy Corp., Mid- Tex Division, for an annual Gas Reliability Infrastructure Program (GRIP) rate increase in the City of Paris, as a part of the company's statewide gas utility distribution system and approving cooperation with other cities within the A TMOS Energy Corp., Mid- Tex Division distribution system as a part of the A TMOS Cities Steering committee (ACSC). B. Providing that Ordinance No. 2001-033, which granted a franchise for electric service to Texas Utilities Electric Company, previously known as Oncor Electric Delivery Company, now known as TXU Electric Delivery Company, be extended for a period of twelve (12) months pending negotiation of a new franchise, and providing for continued compensation. C. Approving and authorizing an agreement for street lighting service with TXU Electric Delivery Company. I 7. July 11, 2005 Page 3 D. Extending the suspension of the issuance of permits for and extending the imposition of a moratorium on the erection, reconstruction, and placement of ground signs, pole signs, signboards, billboards, torpedo signs, and electric signs, within the city limits of the City of Paris; establishing a duration for said extended moratorium and suspension; authorizing the preparation of a new ordinance regulating signs and billboards within the city limits of the City of Paris; and providing a variance and appeal process. E. Amending section 34-23(c) of the Code of Ordinances of the City of Paris to adjust surcharges applicable to wastewater discharges which exceed acceptable limits in accordance with the City's recent rate study. F. Approving and authorizing a contract with GIS Information Systems, Inc., upgrading the current Library Integrated Computer System. ] Consideration of and action on the following resolutions: A. Accepting the conveyance of an iron banister bridge from Lamar County for placement and use in Heritage Park. B. Amending Resolution No. 2005-076, which ordered a city-wide Special Election to be held in the City of Paris on the second Saturday in September, 2005, the same being the 10th day of September, 2005, to provide a substitute polling place for voters in District One (1), the same being in the Westside Building rather than Building B, but still on the grounds of the Red River Valley Fairgrounds, due to the unavailability of Building B on the election date. C. Amending resolution No. 2005-070, which stated the City's intent to disannex two (2) tracts of land, to postpone the final date for disannexation of said tracts from August 29, 2005, to September 26, 2005, to accommodate the election process for the September 10, 2005 Special Election. D. Approving and authorizing the execution of an Interlocal Cooperation Contract between the City of Paris and the County of Lamar for County- Wide Emergency Medical Services. Environmental Protection Agency Brownfield Grant. B. Citizens Forum (Citizens desiring to appear under this item must limit their presentation to two (2) minutes in duration. Under the Open Meetings Law, because advance notice of the subject matter of each presentation was not received in time to appear on the agenda, City Council is limited in its response to referring the matter to a future agenda, to an existing policy, or to a staff person with specific factual information.
