Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, March 26, 2012. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on March 12, 2012.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Historic Preservation Commission (2-27-2012)
b. Paris Economic Development Corporation (2-14-2012; 2-27-2012)
7. Deliberate and act on a Resolution approving a proclamation declaring the month of
April as Fair Housing Month.
8. Deliberate on February monthly financial report.
9. Deliberate on February drainage ditch maintenance report.
10. Deliberate on dilapidated structure report.
11. Deliberate on possible future amendments to the City of Paris Charter.
Regular Agenda
12. Public hearing, first reading, deliberate and possibly act on an Ordinance amending the
zoning on parts of Lot 13, City Block 305, located at 1415 N.W. 19lh Street, from a One-
Family Dwelling District No. 2(SF-2) to a Commercial District (C).
13. Deliberate on application for disannexation filed by Terri Palmer; and provide direction
to City Staff.
14. Deliberate and act on Resolutions accepting bids and awarding contracts for the purchase
of roadway materials required by the Public Works Department of the City of Paris
during the twelve month period beginning April 1, 2012, and authorizing the City
Manager to negotiate and execute all necessary documents.
15. Deliberate and act on a Resolution accepting the bid and awarding the contract for the
replacement of concrete curb and gutters, driveway approaches and reinforced concrete
sidewalks to Power Jack Foundation Repair, Inc., the lowest responsible bidder; and
authorizing the City Manager to negotiate and execute all necessary documents.
16. Deliberate and act on a Resolution approving Change Order No. One to the contract
between Bobby Smallwood Construction Co., Inc. and the City of Paris, for the
Clarksville Street Downtown Sidewalk Project.
17. Convene into Executive Session pursuant to Section 551.074 of the Texas Government
Code, to deliberate the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee as follows: City Manager contract
negotiations and City Manager candidates.
18. Reconvene into open session, deliberate and possibly take action on those matters
discussed in Executive Session.
19. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
20. Adjournment.
