RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, RATIFYING A SUPPLEMENTAL GRANT APPLICATION
AND ACCEPTING A GRANT AWARD FROM THE OFFICE OF THE
GOVERNOR, CRIMINAL JUSTICE DIVISION TO FUND THE RED RIVER
VALLEY DRUG TASK FORCE, GRANT NO. DB-02-AI0-13854-06, FOR
THE GRANT PERIOD JUNE 1, 2004 THROUGH SEPTEMBER 30, 2005;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Supplemental Grant Award has been proposed by the Office of the Governor,
Criminal Justice Division, to fund the Red River Valley Drug Task Force during the grant period
June 1,2004 through September 30,2005; and,
WHEREAS, the City Council desires to ratify any grant application documents necessary
and associated with the aforesaid supplemental grant award; and,
WHEREAS, the City Council of the City of Paris, as the named grantee, desires to formally
accept the aforesaid supplemental grant and to approve all documents associated therewith, including
the Grant Supplemental Acceptance Notice; and,
WHEREAS, the City Council has agreed and continues to agree that, in the event of loss or
misuse of the Criminal Justice funds, the City Council of the City of Paris assures that the funds will
be returned to the Criminal Justice Division in full; and,
WHEREAS, the City Council desires to authorize the Mayor, City Manager, and appropriate
City staff to accept and implement said Supplemental Grant; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That all grant documents associated with seeking a Supplemental Grant Award
for funding for the Red River Valley Drug Task Force to the Office of the Governor, Criminal
Justice Division, for the period beginning June 1,2004, and ending September 30,2005, as the same
have been proposed and executed, if any, to pursue such grant on behalf of the Red River Valley
Drug Task Force, shall be and are hereby in all things ratified.

Section 3. That a Statement of Supplemental Grant Award, including an award of
$972,143.00, with a grantee cash match in the full amount of$182,225.00 and an in kind match of
$40,940.00 for a total project cost of $1,195,308.00, for that grant period beginning June 1, 2004,
and ending September 30,2005, including all documents associated therewith as attached hereto and
for all purposes incorporated herein, shall be and is hereby in all things approved and accepted.
Section 4. That the City Manager be, and he is hereby, appointed as the authorized official
of said project and is authorized and directed to execute, on behalf of the City of Paris, any and all
documents associated therewith, including specifically that Grant Supplemental Acceptance Notice
for designated Grant DB-02-A 10-13854-06, a copy of which is attached hereto and for all purposes
incorporated herein, and such other documents and terms and conditions as shall be approved by the
City Attorney.
Section 5. That the Chief of Police be, and he is hereby, appointed as Project Director and
is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of the aforesaid project,
as revised in accordance with the aforesaid supplemental grant.
Section 6. That the Director of Finance be, and he is hereby, authorized and directed to serve
as the Financial Officer for said project and to receive and distribute funds for purposes of the Red
River Valley Drug Task Force, including such additional funds as shall be appropriate pursuant to
the aforesaid supplemental grant.
Section 7. That the Mayor, City Manager, Chief of Police, and the Finance Director be, and
they are hereby, authorized to execute, on behalf of the City of Paris any and all documents necessary
for acceptance and implementation of such supplemental grant awarded by the Office of the
Governor, Criminal Justice Division, under the terms and conditions and in the forms approved by
the City Attorney, and to proceed with use of said funds upon receipt thereof for the purposes stated
herein and in accordance with the grant conditions. That the form of the contract or any contract
supplement, ifany, as the same shall be required as the result of the aforesaid supplemental grant by
and between the City of Paris and all other grant participants, shall be and is hereby approved and
authorized for signature, wherein the agency has agreed to be bound by the requirements of said
supplemental grant, and the same shall be and is hereby in all things approved.
Section 8. That the City Manager shall be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, any such supplement or amendment, if any, to the aforesaid
interagency agreement, as shall be required as a condition of acceptance of the aforesaid
supplemental grant.
Section 9. That this resolution shall be effective from and after its date of passage.

of the Governor's Criminal Justice Division's rules in Title I, Part I, Chapter 3, Texas Administrative Code in effect on the date the
supplemental grant Is awarded (as listed above). By signing and submitting the Grant Supplemental Acceptance Notice to CJD. the
grantee accepts the responsibility for the grant project and agrees with the conditions of grant funding. The grantee's funds shall be

Grant Acceptance:
This Acceptance Notice must be signed by the authorized official named on the grant and returned to the
Criminal Justice Division (CJD) by August 13, 2005.
1. I certify that I am authorized by the applicable governing body to accept, decline, alter, or terminate this grant on behalf
of the grantee. .
2. If the grantee is not a state agency and the current authorized official is not accounted for in the resolution on file at
CJD, I certify that a new resolution has been included with the acceptance of this grant or will be submitted prior to the
collection of grant funds.
3. I agree to the terms of the grant on behalf of the grantee, including Title 1, Part 1, Chapter 3, Texas Administrative Code
and the adoptions by reference therein.
4. I understand that the grantee is obligated to provide applicable match, as required by the terms of the grant.
5. I understand that a violation of any term of the grant may result in CJD placing a temporary hold on grant funds,
permanently de-obligating all or part oqhe grant funds, requiring reimbursement for funds already spent, and/or barring the
grantee from receiving future CJD granffunds.
