The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 4:00 P.M.

Also present was Lisa Wright, Historic Preservation Officer.
Approval of minutes from previous meetings. Motion to approve the minutes
of the June 8, 2005, meeting was made by Sue Lancaster, seconded by
Barbara Wilson. Motion carried 6-0.

A.
Consideration of and action on the following Certificates of Appropriateness:
3 S. Plaza - Lee Roy Moore. Alex Pickering of Scott's Signs presented
the proposal to paint a sign at East Texas Outdoors. Motion to approve
the sign and paint color (deep mahogany brown, lightened with white
to a chocolate brown tone) was made by Paul Denny, seconded by Sue
Lancaster. Motion carried 6-0.
B.
825 S. Main Street - Barney W. Bray, II/. Chairman Starrett advised that
Brad Hutchison was in Washington and New York, but all he wants to
do is temporarily board the windows and doors during a remodeling
period. Motion to approve temporary boarding for 90 days was made
by Barbara Wilson, seconded by Sue Lancaster. Motion carried 6-0.

Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article III of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures, II to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:

Paul Denney requested that items 4.C. and 4.J. be removed from the list, and
Sue Lancaster requested that item 4.B. be removed since the owners are in
the processing of repairing it.
Becki Norment arrived.
Motion to forward items 4.A., D., E., F., G., G., and I. to the Building and
Standards Commission was made by Barbara Wilson, seconded by Paul
Denny. Motion carried 7-0.
Item 4.B. Sue Lancaster advised the Commission that the owners were
bringing this property along. It was formerly a cotton grating building with
skylights. Motion to allow 90 days for the owner to make repairs was made

by Sue Lancaster, seconded by Paul Denny. Motion carried 7-0
Item 4.C. Paul Denny advised the Commission that this was an old Queen
Anne style house and that there are not many left. He also stated that there
was not much fire damage, so he didn't think the house was that bad. The
Historic Preservation Officer advised the Commission that Code Enforcement
could obtain an administrative search warrant to go, into the house, and the
Commission agreed they would like to have that done. Motion to delay action
for 90 days was made by Paul Denny, seconded by Barbara Wilson. Motion
carried 7-0.
Item 4.J. Paul Denny stated that this was an old cottage-style house. Motion
to delay action for 90 days was made by Barbara Wilson, seconded by Sue
Lancaster. Motion carried 7-0. The Commission requested that an
administrative search warrant be obtained for this house also.

Consideration of and possible action on the following:
A.
Amending the proposed Design Guidelines for the Downtown Historic
District as the same relates to canopies. Motion to table this item until
the next meeting in order to give more time to review the new
information provided at the meeting was made by Brian Wear,
seconded by Barbara Wilson. Motion carried 7-0.
B.
Amending the proposed Design Guidelines for the Downtown Historic
District as the same relates to fenestrations and openings. Motion to
remove this item from the table was made by Brian Wear, seconded by
Paul Denny. Motion carried 7-0. Chairman Starrett noted that there
was an omission in the description and diagrams prepared by
ArchiTexas. The windows recently approved for the Gibraltar were
shown to be prevalent in the community, so he recommended that 3/1
be added to the guidelines. Motion to amend the guidelines to allow 3/1
windows was made by Sue Lancaster, seconded by Brian Wear. Motion
carries 7-0.
The HPO reported that, in her research, she found some cities that did
not allow boarding of windows at all; instead, property owners were
required to place glass in the windows. Barbara Wilson stated that we
needed to allow some form of moth balling. Paul Denney stated that
there was nota problem as long as we required the wood to be painted.

Becki Norment questioned what would happen if the owner never
restored the building, and Chairman Starrett advised that they would
have to put glass in after one year. The Commission requested that
paragraph "g" be clarified to add that the owner must place glass in the
windows.
Barbara Wilson noted that in "j," suñace mounted mullions are
prohibited; however, that's all you can get now unless you have them
custom built. The Commission requested that "j" be amended to
required that, if suñace mounted mullions are used, they must match
the building design and must be approved by the Commission. Motion
to effect this recommendation was made by Barbara Wilson, seconded
by Sue Lancaster. Motion carried 7-0.
Barbara Wilson recommended that section "d" be amended to include
a provision for "Low E" film. The Commission recommended that the
section be revised to allow for "Low E glass or film." Arvin Starrett
stated that he was still of favor of keeping owners from painting glass
to affect the reflectivity thereof. Motion to effect this recommendation
was made by Barbara Wilson, seconded by Brian Wear. Motion carried
7 -0. The Commission requested that this item be agendaed again at the
next meeting.
C.
Amending the proposed Design Guidelines for the Downtown Historic
District as the same relates to fences. Motion to table was made by
Paul Denny, seconded by Sue Lancaster. Motion carried 7-0.
D.
Designating an area of Paris for Phase III of the Historic Resource
Survey. After discussion, the Commission recommend that the grant
be written to request funding for a survey of the industrial district.
Motion made by Barbara Wilson, seconded by Paul Denny. Motion
carried 7-0.
E.
Nominating individuals for the Annual Preservationist Award. Paul
Denney recommended Mike Folmar and Mark and Linda Whitney.
Barbara Wilson recommended Bill Payne for the law firm building.
F.
Recommending revisions to the draft ordinance regulating outside
storage. Lisa Wright reminded the Commission that she had provided
a draft ordinance previously as part of her HPO report. She advised
that this ordinance had come up at a Visionaries meeting, and some
local attorneys were nominated to help assist with researching and

writing quality of life ordinances, and this was one she hoped to give
to them to have them review. Becki Norment requested that some
screening provisions be placed in the draft at least until a full screening
ordinance could be written. She also requested that provisions
regarding trash containers also be included.
6.
Review and consider upcoming grant possibilities. The HPO provided the
Commissioners with several upcoming grants. After discussion, the
Commission agreed to apply for a THC grant to update its design guidelines
and to look for grants that could be used to help renovate the Grand Theater.
7.
Receipt of report from the Historic Preservation Officer. The HPO handed out
the attached report.
8.
Request items from Board for future agendas. The Commission requested a
ruling from the Legal Department on demolition by neglect. Arvin Starrett
advised that some terms were going to expire in July, so Commissioners
should contact the City if they want to continue to serve. Paul Denney
requested that an item regarding a fund-raisers for facade grants for
canopies.

I met with Bradley O'Brien on 5/19/05 and
discussed the possibility of a façade grant to
put a wrap-around window back in the
building. He was very receptive. I sent him
an aDDlication. and he said he would be in
COA was approved on 6/8/05. Contractor
made contact with the HPO to advise that
work would commence within a few months
because he had other jobs ahead of this
one. A rendering has been provided by
THC and a CODV of that has been forwarded

tour two structures that had been renovated,
as well as attend seminars aimed at helping
cities plan activities to sell preservation to

the east side of 3rd Street, which is not
inside the Historic District; therefore, they
will not be reQuired to file for a COA.
