RECOMMENDED MOTION: Approve a resolution awarding the bid for Street Division
materials to the lowest bidder for 14 bid items as shown on the attached bid tabulation.
POLICY ISSUE(S):
Bid Award
BACKGROUND:
As requested by the City Council we have researched `piggy backing' on the State's material contracts.
Unfortunately the list of materials is very extensive and fairly complicated. We found 380 prices for aggregates
alone. Due to the complications of trying to use the State pricing at this time, it is my recommendation that we
award the contract as bid for this fiscal year and continue to explore this option in future budget years.
Again the bid for roadway materials to be used by the Street Division - 46, Water Distribution - 83, Sewer
Maintenance - 85, and Parks Division - 43. The bid tabulation sheet is attached for details of the bids and
materials. The materials include Hot Mix Cold Laid Asphalt, "Type "A", (Coarse Base) Material, Hot Mix Cold
Laid Asphalt, Type "B" (Fine Base) Material, Hot Mix Cold Laid Asphalt, Type "D" (Fine Mixture) Material,
Aggregate Cover Stone (Type B, Grade 4, Uncoated), Aggregate Cover Stone (Type B, Grade 5, Uncoated),
Aggregate Cover Stone (Type B, Grade 5, Coated), CRS-2 Emulsion Asphalt, SS-1 Emulsion Asphalt (Tack Oil),

MATERIALS TO R.K. HALL IN THE AMOUNT OF $58.50 PER TON, FOR
USE IN THE PUBLIC WORKS DEAPRTMENT OF THE CITY OF PARIS;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, by Invitation to Bid published in the Paris News on February 26, 2012 &
March 4, 2012, the Public Works Department of the City of Paris solicited bids for roadway
materials to be used by the Street, Water and Sewer Divisions of the Public Works
Department from April 1, 2012 through March 31, 2013; and,
WHEREAS, the lowest responsible bid received for Hot Mix Cold Laid Asphalt, Type
"A" (Coarse Base) was made by R.K. HALL in the amount of $58.50 per ton;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. That the bid of R.K. HALL, for the furnishing and delivery of Hot Mix
Cold Laid Asphalt, Type "A" (Coarse Base), Material for use in the Street Division of the
Public Works Department, in the amount of $58.50 per ton, is hereby accepted and let
conditioned upon said vendor meeting all of the terms and specifications included in the
bid documents, attached hereto as Exhibit "A".
