05-F Civil Serv Minutes Alice Pinalto From: Sent: To: Subject: Melba Harris Thursday, August 18, 2005 4:03 PM 'pcecil@lnbparis.com'; 'sims@norment-Ianders.com'; 'czfulbright@cox.net'; Alice Pinalto Minutes - August 10 Civil Service Meeting SPECIAL MEETING CIVIL SERVICE COMMISSION AUGUST 10,2005 The meeting was called to order by Chairman Philip Cecil @ 3 0' clock p.m. Commissioners present were: Philip Cecil and Sims Norment. Also present were Civil Service Director, Melba Harris and City Attorney Larry Schenk. Chairman Cecil requested information from Melba Harris regarding the proposed amendment to City Civil Service Rules which would include the discussion regarding the lack of applicants qualified to set for the Fire Engineer position. Melba Harris discussed that the Fire Department has a Fire Engineer vacancy that need to be filled. Currently there are not any, in grade (two years of service in the classification) Fire Drivers who can take the Fire Engineer exam. Civil Service law allows the Commission to open the competition to Fire Drivers who have less than two years of service. In addition to this, a proposal was presented to change the City Rule 11.04 so that if, in the future, there were positions that needed to be filled and there were not enough in grade fire or police department staff in the next lower level to hold a competitive examination; the Civil Service Director could consider staff with less than two years of service and if still not competitive, consider the second lower classified staff with two years of service. A motion was made by Sims Norment and second by Philip Cecil to approve the amendment to Rule 11.04 of the Civil Service Rules of the City of Paris to give the Civil Service Director approval to open competition up to additional Civil Service staff as allowed by the Local Government Code, Chapter 143 when there are not enough applicants to conduct a competitive examination for a vacant Civil Service position. The motion was approved. The amendment is attached to these minutes. The meeting was adjourned. Melba P. Harris Civil Service Director ATTACHMENT: Consider an amendment to Rule 11.04 of the Civil Service Rules of the City of Paris, said amended rule to read as follows: 11.04. Each promotional examination shall be competitive. The Commission has determined 1 T I that for an examination to be competitive, at least one (1) person more than the number of vacancies must actually take the examination and attempt to secure the promotion. In the event there are insufficient candidates in grade with two (2) years of experience to fill the number of positions available, then the Commission authorizes the Civil Service Director to open the examination to persons in grade with less than two (2) years experience. If there are still insufficient candidates, the Commission authorizes the Civil Service Director to open the examination to persons with at least two (2) years experience in the next lower grade, in salary, to the position for which the examination is to be held. All candidates must have at least two (2) years service in the department to test and be promoted. Motion made and seconded this 10 day of August ~ 2005.
