SPECIAL WORK SESSION MEETING
OF THE CITY COUNCIL, CITY OF PARIS
August 8, 2005
1.
The City Council of the City of Paris met for a special work session at 6:00 P. M.
Monday, August 8, 2005, at the Love Civic Center, 2025 South Collegiate Drive,
Paris, Texas.
Present:

Tem; Mary Ann Fisher; Karen Wilkerson;
Rick Poston; and Don Wilson
City Staff:
Tony N. Williams, City Manager; Larry
W. Schenk, City Attorney; and Janice
Ellis, City Clerk

Budget Workshop - receive presentation from City Manager regarding the fiscal year
2005-2006 Budget.
Tony Williams presented a draft of each of the two budgets, one without privatization
and one with privatization. Tony explained that both budgets had more revenue than
expenses and both budgets included a 3% cost of living raise for all employees. One of the
differences between the privatized version and non-privatized version is that privatization
version proposes a 2 to 1 match for employee retirement, an additional $100,000.00 for
removal of dilapidated structures and an additional $250,000.00 a year for street
improvements.
Tony asked Council Members to study the budget at length and meet again August
22nd, after the regular meeting. At that point, he will answer questions or give clarification
on any of the items presented in the budgets. Tony proposed that they conduct a public
hearing on the proposed budget, September 12, 2005, which is after the September 10th
election.
Council Member Ray left the meeting at 7:40 p.m.

Consideration of and action on the following Resolution:
RESOLUTION NO. 2005-092: A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PARIS, PARIS, TEXAS, SETTING A PUBLIC HEARING ON THE
CITY MANAGER'S PROPOSED BUDGET FOR FISCAL YEAR 2005-2006;

MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
AND PROVIDING AN EFFECTIVE DATE.
Motion to approve by Council Member Poston. Council Member Manning - second.
Motion carried - 6 ayes, 0 nays.
Council Member Wilson asked Gene Anderson to give a report at the August 22nd
meeting with regard to his projection as to the city's year end finances.

There being no further business, the meeting was adjourned.
