POLICY ISSUE(S): Required by grant application. BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of ATPA, in September of 1994. Since that time, for 18 consecutive years, the City of Paris has been approved in continuing with the Task Force under this grant. There are two Paris officers assigned to the Task Force paid for by this grant. This year, we have invited the Lamar County Sheriffls office to participate in the grant by supplying a deputy to the task force. There is a cash match required for the grant which is taken care of by the city and in this case Lamar County. We have not seen the reduction in auto thefts and auto burglaries and feel the additional peace officer will assist us not only locally but also thtoughout our region which includes the following counties: Lamar, Red River, Fannin, Delta, Franklin, Hopkins, Titus, Grayson, Hunt, and Bowie counties along with Southeastern Oklahoma. The Task Force covers approximately 8000 square miles with a population of 500,000. The main goal each year is to reduce the auto theft rate and burglary of vehicles in our area and to educate law enforcement personnel and the public in northeast Texas. We accomplish these goals by inspecring salvage yaYds, automobile dealers, and repair shops to deteY commercial theft and by working hand in hand with the Texas Department of Public Safety and all agencies in our area. The three investigators will use 100% of their time to combat auto theft and other related crimes. We work closely with the Tax Assessors in all of these counties to help prevent auto theft by investigating tide fraud and performing lost tide inspections and investigations. The Senior Detective will be subject to such orders as the Chief of Police or his designee may prescribe, not inconsistent with the laws on the State of Texas or the mandates of the Texas Automobile Theft Prevention Authority grant. The Senior Detective shall devote 100% of his time to official duties, unless granted leave by the Chief of Police or his designee. The Senior Detective's responsibilities shall be: 1) Supervise the Task Force in all of its operations. 2) Keep the proper records and be responsible for the maintenance of all reports to the State of Texas and the Chief of Police. 3) Work with every responsible, legitimate group or agency in a cooperative effort to prevent motor vehicle theft by educating the public and law enforcement officers in the area of motor vehicle crimes. 4) Work diligently and relentlessly in the investigation of, and pursuit of, all crimes involving motor vehicles. 5) Enforce all laws relating to the theft of motor vehicles. 6) Assist in the prosecution of all those charged with the crime of motor vehicle theft or related crimes. The Senior Detective's direct salary will be paid by the grant and his/her fringe benefits will be paid by the City of Paris and will be listed as cash match. The Detective/Investigator (2)-One position will be filled from the Paris Police Department and one position from the Paris Police Department and he/she shall devote 100% of his time to official duties, unless granted leave by the Chief of Police or Sheriff of Lamar County or their designee. Fringe Benefits Narrative (Describe fringe benefits and how expenses were calculated). The fringe benefits for each Detective with the City of Paris include health insurance, life insurance, retirement, worker's compensation, unemployment and disability. The fringe benefits were calculated using the City of Paris standard rates for each of the various funds the city contributes to for the employee and is the same as the other employees with the City of Paris. The fringe benefits were also calculated from the Lamar County Sheriff's Department; however, their fringe benefits are different. Lamar County does not calculate life insurance separate from the amount the employee is allowed for health insurance which is $873 a month. Lamar County does not have disability and their unemployment amount is.038% compared to the City of Paris' being 1%. Lamar County also has a different rate for worker's compensation which is 3% compared to the City of Paris 5.28%. The Vehicle and computer will be necessary to provide another vehicle to the Detective position being asked for from the Lamar County Sheriff's Department.
