Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 23, 2012. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on April 9, 2012.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Planning & Zoning minutes (3-5-2012)
b. Paris Economic Development Corporation (3-6-2012)
c. Paris Historic Preservation Commission (3-14-2012)
7. Deliberate on March monthly financial report.
8. Deliberate on March drainage ditch maintenance report.
9. Deliberate on dilapidated structure report.
Regular Agenda
10. Public hearing, first reading, deliberate and possibly act on an Ordinance approving and
adopting revisions to the Future Land Use Plan Map for the City of Paris as it pertains to
Lot 3, City Block 203, located at 2419 Bonham Street, Paris, Texas, from Retail to
Moderate-Density Residential.
11. Public hearing, first reading, deliberate and possibly act on an Ordinance to rezone Lot 3,
City Block 203, Paris, Texas, from a One-Family Dwelling District No. 1(SF-1) to a
Two-Family Dwelling District (SF-2).
12. Public hearing, deliberate and act on a Resolution authorizing the application for Justice
Assistance Grant Program, 2012-H1559-TX-DJ and authorizing an inter-local agreement
with Lamar County; and authorizing the City Manager to negotiate and execute all
necessary documents.
13. First reading, deliberate and possibly act on an Ordinance amending Chapter 3 Section 3-
5(c) of the City of Paris Code of Ordinances to allow Holders of Texas Winery and
Winery Festival Permits to offer Texas wines for package sale and wine sampling at
Market Square Farmers Market, Paris, Texas, during the market season.
14. Deliberate and act on a Resolution authorizing the application for an Automobile
Burglary and Theft Prevention Grant for continuation of the Northeast Texas Auto Theft
Task Force; and authorizing the City Manager to negotiate and execute all necessary
documents.
15. Update and deliberate on sidewalk repairs.
16. Update and deliberate on Americans with Disabilities "ADA" Act Coordinator for the
City of Paris.
17. Deliberate and act on a Resolution amending the PEDC budget for the fiscal year 2011-
2012.
18. Deliberate and act on a Resolution supporting the Paris Economic Development's
application to the USDA and EDA Rural Jobs and Innovation Accelerator Challenge
Grant in the amount of $715,000.
19. Deliberate and possibly act on a Resolution granting a Pasture Lease Agreement with
Carey Eatherly for approximately 788 acres located around Cox Field Airport property;
and authorizing the City Manager to negotiate and execute all necessary documents.
20. Deliberate and act on a Resolution approving an Agreement with Hayter Engineering, for
a Rehabilitation Study and Phase 1 Design of the Trail de Paris from 12th Street SE to the
Paris/Reno City Limits; and authorizing the City Manager to negotiate and execute all
necessary documents.
21. Deliberate and act on evaluation of City (:ouncil/Council Members and future plans. (A
Motion to remove this item from the table is required before deliberating)
22. Deliberate and act on clean-up and maintenance project for the City of Paris. (A Motion to
remove this item from the table is required before deliberating)
23. Deliberate and act on recommendations of the Task Force on Sub-Standard Structures.
24. Receipt and report on preclearance letter received from the Department of Justice
approving the 2011 redistricting plan for the City of Paris.
25. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and/or on matters in which the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflicts with this chapter.
26. Reconvene into open session and possibly take action on those matters discussed in
Executive Session.
27. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
28. Adjournment.
