98-052 ORD FIXING TAX RATE AND THE TAX LEVY AND LEVYING AD VALOREM TAXES FOR COPORDINANCE NO. 98-052 AN ORDINANCE N'IXING THE TAX RATE AND THE TAX LEVY, AND LEVYING AD VALOREM TAXES N'OR THE CITY OF PARIS, PARIS, TEXAS, FOR THE YEAR 1998, UPON ALL TAXABLE PROPERTY WITHIN THE SAID CITY OF PARIS, TEXAS, IN CONFORMITY WITH THE CHARTER PROVISIONS AND ORDINANCES OF SAID CITY; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. WHEREAS, the Lamar Counry Appraisal District, as authorized by the Laws of the State of Texas, has fixed the value of all property situated within the City of Paris, Texas subject to ad valorem taxes for the year 1998, such total valuatioii being the sum of $1,197,905,101.00; and, WHEREAS, in accordance with provisions of state law and Ordinances passed by the City Council of the City of Paris, Paris, Texas, the following exemptions have been filed: property owners over the age of 65, Ordinance No. 2497, $36,643,128.00; disabled Veterans, V.T.C.A., Property Tax Code Section 11.22, $2,518,303.00; tax abatements, Ordinance Nos. 89-036, 90- 019, 92-033, 92-048 and 93-014, $40,080,800.00; Freeport exemptions, Vernon's Ann. Tex. Const. Art. 8, Sec. 1-j, $77,717,320.00; exempt property, $214,408,012.00; agricultural -use exetnptions, $12,736,680.00; HB 366 exemptions, $13,285.00, and homestead cap adjustinent $62,010.00, making a new valuation subject to ad valorem taxes in the sum of $870,416,703.00 (including $56,691,140 under protest); and, WHEREAS, in accordance with the provisions of the Charter of the City of Paris, Paris, Texas, the City Manager has heretofore subrriitted to the City Council a proposed budget of the revenues of the City and the expenditures for the conduct of the affairs thereof, providing a complete tinancial plan far the tiscal year beginning October 1, 1998, and ending September 30, 1999, which budget was amended; and, WHEREAS, the City Gouncil has lieretofore, by ordinance adopted the budget appropriating from ad valorem taxes the following sums, to-wit: Generai Fund - $4,274,880.00 Debt Service Fund $397,670.00 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section L That there sha11 be, and is hereby, levied far the year 1998, and ordered to be collected a tax of $.55342 on each and every ONE HUNDRED DOLLARS ($100.00) of the assessed valuation of all property of every descriptioil subject to taxation within the corporate limits of the City of Paris, and tllat said tax so levied shall be distributed and apportioned as follows: For the payinent of CURRENT EXPENSES of the City Government of the City of Paris, on each and every One Hundred Dollars worth of property situated within the corporate limits oF the City of Paris and subject to taxation a tax of (of which $.00198 will be for the operatiou of the Paris Muiucipal Band) $.50632 For paying interest and creating a sinking fund far General Obligation Bonds, Series "1993", on each and every One Hundred Dollars worth of property situated within the corporate limits of the City of Paris and subject to taxation, a taX of $.0471 TOTAL $.55342 Section 2. The City Tax Assessor and Collector of the City of Paris is hereby directed to assess, extend, and enter upon the rolls of the City of Paris, Paris, Texas, for the current taxable year, the amount and rates herein levied and shall be collected as provided by the ordinances and the Charter of the City of Paris, Paris, Texas, and the laws of the State of Texas; and when so collected, same shall be distributed in accordance with this ordinance. Section 3. All ordinances and parts of ordinances in cont7ict herewith are hereby expressly repealed. This ordinance shall be and remain in full force and effect from and after its passage and approval by the City Council of the Ciry of Paris.
