<br /> <br /> <br /> <br /> <br /> <br /> <br /> ORDINANCE NO. _g6-046 <br /> <br /> <br /> AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE <br /> CITY ON PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF <br /> THE CITY COUNCIL FINDING THE MATERIALS REMAINING ON THE PREMISES TO <br /> CONSTITUTE A NUISANCE AND TO BE A N'IRE HAZARD TO LIFE AND PROPERTY AND <br /> A NAZARD TO THE LINE AND WELFARE OF THE INHABITANTS OF THE AREA, AND <br /> ORDERING SAID RUBBISH, LUMBER AND REFUSE FROM THE STRUCTURES TO BE <br /> TORN DOWN AND REMOVED FROM THE PREMISES IN ORDER TO ABATE SUCH <br /> NUISANCE; PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; AND PROVIDING <br /> N'OR AN EFFECTIVE DATE ON' SEPTEMBER 1, 1996. <br /> <br /> WHEREAS, a public hearing was called to order by the Mayor of the City of Paris, Eric S. <br /> Clifford, on the 8th day of August, 1996, at 6:00 o'clock P.M., in the Council Room, City Hall, 135 <br /> lst Street S.E., in the City of Paris, Texas; and, <br /> <br /> WHEREAS, the City Council finds that the Building Hazard Inspection Committee fixed a date <br /> for hearing on the resolution referred to the Committee by the City Council on the 13th day of May, <br /> 1996, aiid said Committee fixed said hearing at 10:00 o'clock A.M. on the 17th day of July, 1996, aiid <br /> the hearing was llad thereon. That proper notice was given to the owner or owners of the structures <br /> located at the following addresses: <br /> <br /> 615 Lamar Avenue, Lot 10, City Block 106 <br /> 459-461 3rd Street, N.E., Lot 29, City Block 59 <br /> 418 Sth Street N.E., Lot 19, City Block 61 <br /> 504 Sth Street N.E., Lot 14, City Block 61 <br /> 520 7th Street N.E., Lot 9, City Block 63-A <br /> 1117 3rd Street S.E., Lot 34, City Block 160 <br /> 1126 Sth Street S.E., Lot 22, City Block 160 <br /> 1451 lOth Street N.W., Lot 9, Block 9, Smith's lst Add. <br /> 1037 12th Street N.W., Part of Lot 2, Block K, Fuller-Dohoney Add. <br /> 344 West Brame, Lot 12, City Block 136 <br /> 1225 Sth Street N.E., N. 98' Lot 1, Blk. l, Pickard Add. <br /> 950 ist Street N.E., Lot l, Blk. 3, EMP No. 2 Add. <br /> 1020 14t1i Street N.W., Lot 3, City Block 232 (formerly Block 6, C. C. Hopkins Add). <br /> <br /> That at said hearing the Committee listed the structures involved and introduced pictures of the various <br /> portions of the structures and various portions of the premises involved aiid a list of discrepancies in <br /> the structures located thereon. That the Committee found that each of the above structures was in such <br /> state of deterioration and dilapidation as to create a serious fire hazard to life and property and tllat each <br /> of said buildings was dilapidated and was dangerous to life and property and dangerous structures to <br /> life and property. That said buildings are in such a state of dilapidation and decay that none of said <br /> structures are capable of repair. It is further found that the condition of the premises and structures <br /> involved was such that the Committee recommended to the City Council that they be declared a <br /> nuisance and that the owners thereof be ordered by the City Council to tear down and remove the same <br /> from the lots involved. That said Committee filed a complete report of its hearing and its findings with <br /> the City Clerk of the City of Paris on the 26th day of July, 1996; and, <br /> <br /> WHEREAS, the City Council further finds that proper notice was given to the owner or owners <br /> of the structures hereinafter listed. That at said heariiig on the 17th day of July, 1996, the Committee <br /> listed the structures involved and introduced pictures of the various portions the structures and various <br /> portions of the premises involved and a list of discrepancies in the structures located thereon. Tl1at the <br /> Committee fouiid that each of the hereinafter listed structures was in such a state of deterioration aiid <br /> dilapidation as to create a serious fire hazard to life and property, aiid that each of said buildings was <br /> dilapidated and dangerous to life and property and dangerous structures to life and property. That the <br /> owners of the property appeared before the Committee and requested time to repair the structures or <br /> the Committee found that the structures could be repaired.
