AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE
CITY ON PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF
THE CITY COUNCIL FINDING THE MATERIALS REMAINING ON THE PREMISES TO
CONSTITUTE A NUISANCE AND TO BE A N'IRE HAZARD TO LIFE AND PROPERTY AND
A NAZARD TO THE LINE AND WELFARE OF THE INHABITANTS OF THE AREA, AND
ORDERING SAID RUBBISH, LUMBER AND REFUSE FROM THE STRUCTURES TO BE
TORN DOWN AND REMOVED FROM THE PREMISES IN ORDER TO ABATE SUCH
NUISANCE; PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; AND PROVIDING
N'OR AN EFFECTIVE DATE ON' SEPTEMBER 1, 1996.
WHEREAS, a public hearing was called to order by the Mayor of the City of Paris, Eric S.
Clifford, on the 8th day of August, 1996, at 6:00 o'clock P.M., in the Council Room, City Hall, 135
lst Street S.E., in the City of Paris, Texas; and,
WHEREAS, the City Council finds that the Building Hazard Inspection Committee fixed a date
for hearing on the resolution referred to the Committee by the City Council on the 13th day of May,
1996, aiid said Committee fixed said hearing at 10:00 o'clock A.M. on the 17th day of July, 1996, aiid
the hearing was llad thereon. That proper notice was given to the owner or owners of the structures
located at the following addresses:
615 Lamar Avenue, Lot 10, City Block 106
459-461 3rd Street, N.E., Lot 29, City Block 59
418 Sth Street N.E., Lot 19, City Block 61
504 Sth Street N.E., Lot 14, City Block 61
520 7th Street N.E., Lot 9, City Block 63-A
1117 3rd Street S.E., Lot 34, City Block 160
1126 Sth Street S.E., Lot 22, City Block 160
1451 lOth Street N.W., Lot 9, Block 9, Smith's lst Add.
1037 12th Street N.W., Part of Lot 2, Block K, Fuller-Dohoney Add.
344 West Brame, Lot 12, City Block 136
1225 Sth Street N.E., N. 98' Lot 1, Blk. l, Pickard Add.

That at said hearing the Committee listed the structures involved and introduced pictures of the various
portions of the structures and various portions of the premises involved aiid a list of discrepancies in
the structures located thereon. That the Committee found that each of the above structures was in such
state of deterioration and dilapidation as to create a serious fire hazard to life and property and tllat each
of said buildings was dilapidated and was dangerous to life and property and dangerous structures to
life and property. That said buildings are in such a state of dilapidation and decay that none of said
structures are capable of repair. It is further found that the condition of the premises and structures
involved was such that the Committee recommended to the City Council that they be declared a
nuisance and that the owners thereof be ordered by the City Council to tear down and remove the same
from the lots involved. That said Committee filed a complete report of its hearing and its findings with
the City Clerk of the City of Paris on the 26th day of July, 1996; and,
WHEREAS, the City Council further finds that proper notice was given to the owner or owners
of the structures hereinafter listed. That at said heariiig on the 17th day of July, 1996, the Committee
listed the structures involved and introduced pictures of the various portions the structures and various
portions of the premises involved and a list of discrepancies in the structures located thereon. Tl1at the
Committee fouiid that each of the hereinafter listed structures was in such a state of deterioration aiid
dilapidation as to create a serious fire hazard to life and property, aiid that each of said buildings was
dilapidated and dangerous to life and property and dangerous structures to life and property. That the
owners of the property appeared before the Committee and requested time to repair the structures or
the Committee found that the structures could be repaired. That it was the recommendation of the

Committee that the structures be condemned or repaired and that the respective owners thereof be given
the time to abate said nuisance by repair or removal as is set out in connection with each of such
addresses, as follows:

and it is so stated in the report of the Building Hazard Inspection Coinmittee filed with the City Clerk
of the City of Paris on the 26th day of July, 1996; and,
WHEREAS, the City Council has fully lieard and considered the testimony presented upon the
hearing and a complete transcript of the testimony reported by the Building Hazard Inspection
Committee; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section l. That the structures located at the following addresses:
615 Lamar Avenue, Lot 10, City Block 106
459-461 3rd Street, N.E., Lot 29, City Block 59
418 Sth Street N.E., Lot 19, City Block 61

are a nuisance, and they are hereby declared a nuisance, in that they are dangerous to life and property,
and that the same constitute a fire hazard to life aiid property, and that the respective owners are hereby
ordered to abate such nuisance within thirty (30) days from the date hereof. That the structure located
at the following address:
1451 lOth Street N.W., Lot 9, Block 9, Smith's lst Add.
is a nuisance, and it is hereby declared a nuisance, in that it is daiigerous to life and property, and that
the same constitutes a fire hazard to life and property, and that the respective owner is hereby ordered
to abate such nuisance within one hundred eighty (180) days from the date hereof. The City Clerk is
directed to furnish the owners a copy of this ordinance, in the eveiit the addresses of said owners are
known, and in the event the respective owilers refuse to comply with this ordinance, the City Attorney,
T. K. Haynes, is hereby directed to proceed to enforce this ordinance by the procedure provided for
in Article III of Chapter 7 of the Code of Ordinances of the City of Paris.

Section 2. That the structures hereinafter enumerated are a nuisance, and they are
hereby declared a nuisance, in that they are dangerous to life aild property, aiid that the saine constitute
a fire hazard to life and property, and that the respective owners are hereby ordered to abate such
»uisances on or before the dates set out in connection with the addresses of each of such structures, as
follows:
1520 l Oth Street N. W. , October 1, 1996 to repair
Lots 1, 2& 3, Block 4, Smith's 1 st Add. or demolish and remove.
636 West Kaufman, October 1, 1996 to repair
Lot 25, City Block 124 or demolish and remove.
655 Cedar, Lots 18 & 19 October 1, 1996 to repair
& E. 11' Lot 17, Blk. 3, Gibbons Park Add. or demolish and remove.
633 8th Street N.E., Lot 16, City Block 63 October 31, 1996 to repair
or demolish and remove.

The City Clerk is directed to furnish the owners a copy of this ordinance, in the event the addresses of
said owners are known, and in the event the respective owners refuse to comply with this ordinance,
the City Attorney, T. K. Haynes, is hereby directed to proceed to enforce this ordinance by the
procedure provided for in Article III of Chapter 7 of the Code of Ordinances of the City of Paris.
