AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE CITY
OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF THE
CITY COUNCIL FINDING THE MATERIALS REMAINING ON THE PREMISES TO
CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO LIFE AND PROPERTY AND
A HAZARD TO THE LIFE AND WELFARE OF THE INHABITANTS OF THE AREA, AND
ORDERING SAID RUBBISH, LUMBER AND REFUSE FROM THE STRUCTURES TO BE TORN
DOWN AND REMOVED FROM THE PREMISES IN ORDER TO ABATE SUCH NUISANCE.
WHEREAS, a public hearing was called to order by the Mayor of the City of Paris, Eric S.
Clifford, on the Sth day of October, 1995, at 6:00 o'clock P.M., in the Council Room, City Hall, 135
lst Street S.E., in the City of Paris, Texas; and,
WHEREAS, the City Council finds that the Building Hazard Inspection Committee fixed a date
for hearing on the resolution referred to the Committee by the City Council on the 14th day of August,
1995, and said Committee fixed said hearing at 10:00 o'clock A.M. on the 15th day of September,
1995, and the hearing was had thereon. That proper notice was given to the owner or owners of the
structures located at the following addresses:

That at said hearing the Committee listed the structures involved and introduced pictures of the various
portions of the structures and various portions of the premises involved and a list of discrepancies in
the structures located thereon. That the Committee found that each of the above structures was in such
state of deterioration and dilapidation as to create a serious fire hazard to life and property and that
each of said buildings was dilapidated and was dangerous to life and property and dangerous structures
to life and property. That said buildings are in such a state of dilapidation and decay that none of said
structures are capable of repair. It is further found that the condition of the premises and structures
involved was such that the Committee recommended to the City Council that they be declared a
nuisance and that the owners thereof be ordered by the City Council to tear down and remove the same
from the lots involved. That said Committee filed a complete report of its hearing and its findings
with the City Clerk of the City of Paris on the 22nd day of September, 1995; and,

WHEREAS, the City Council further finds that proper notice was given to the owner or owners
of the structures hereinafter listed. That at said hearing on the 15th day of September, 1995, the
Committee listed the structures involved and introduced pictures of the various portions the structures
and various portions of the premises involved and a list of discrepancies in the structures located
thereon. That the Committee found that each of the hereinafter listed structures was in such a state
of deteriorarion and dilapidation as to create a serious fire hazard to life and property, and that each
of said buildings was dilapidated and dangerous to life and property and dangerous structures to life
and property. That the owners of the property appeared before the Committee and requested time to
repair the structures or the Committee found that the structures could be repaired. That it was the
recommendation of the Committee that the structures be condemned or repaired and that the respective
owners thereof be given the time to abate said nuisance by repair or removal as is set out in connection
with each of such addresses, as follows:
1044 14th Street N.E., 180 days to make necessary repairs
Lot 5, Block 7, Harlan Heights Addition
1040 7th Street N.W., 30 days to commence demolition or
Lot 1, City Block 98 (Casa Bonita) submit plan of renovation
721 Fitzhugh, Lots 11, 14 & 180 days to make necessary repairs
S. 40' Lot 10, Block 4, Fitzhugh Addition
946 South Main Street, 30 days to begin repairs and
Lot 11, City Block 157 180 days to make necessary repairs
and it is so stated in the report of the Building Hazard Inspection Committee filed with the City Clerk
of the City of Paris on the 22nd day of September, 1995; and,
WHEREAS, the City Council has fully heard and considered the testimony presented upon the
hearing and a complete transcript of the testimony reported by the Building Hazard Inspection
Committee; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section 1. That the structures located at the following addresses:

368 12th Street N.E., Lot 6, City Block 70-C

are a nuisance, and they are hereby declared a nuisance, in that they are dangerous to life and
property, and that the same constitute a fire hazard to life and property, and that the respective owners

are hereby ordered to abate such nuisance within thirty (30) days from the date hereof. That the
structure located at the following address:
902 12th Street N.E., Lot 4, Block 7, Belmont Addition
is a nuisance, and is hereby declared a nuisance, in that it is dangerous to life and property, and that
the same constitutes a fire hazard to life and property, and that the respective owners are hereby
ordered to abate such nuisance within thirty (60) days from the date hereof. That the structure located
at the following address:
719 East Houston, Lot 12, City Block 29
is a nuisance, and is hereby declared a nuisance, in that it is dangerous to life and property, and that
the same constitutes a fire hazard to life and property, and that the respective owner is hereby ordered
to abate such nuisance within eighty-three (83) days from the date hereof. The City Clerk is directed
to furnish the owners a copy of this ordinance, in the event the addresses of said owners are known,
and in the event the respective owners refuse to comply with this ordinance, the City Attorney, T. K.
Haynes, is hereby directed to proceed to enforce this ordinance by the procedure provided for in
Article III of Chapter 7 of the Code of Ordinances of the City of Paris.
Section 2. That the structures hereinafter enumerated are a nuisance, and they are
hereby declared a nuisance, in that they are dangerous to life and property, and that the same constitute
a fire hazard to life and property, and that the respective owners are hereby ordered to abate such
nuisances on or before the dates set out in connection with the addresses of each of such structures,
as follows:
1044 14th Street N.E., April 8, 1996 to make necessary repairs
Lot 5, Block 7, Harlan Heights Addition
1040 7th Street N.W., November 8, 1995 to commence demolition
Lot 1, City Block 98 (Casa Bonita) or submit plan of renovation
721 Fitzhugh, Lots 11, 14 & April 8, 1996 to make necessary repairs
S. 40' Lot 10, Block 4, Fitzhugh Addirion
946 South Main Street, November 8, 1995 to begin repairs and
Lot 11, City Block 157 April 8, 1996 to make necessary repairs
The City Clerk is directed to furnish the owners a copy of this ordinance, in the event the addresses
of said owners are known, and in the event the respective owners refuse to comply with this ordinance,
the City Attorney, T. K. Haynes, is hereby directed to proceed to enforce this ordinance by the
procedure provided for in Article III of Chapter 7 of the Code of Ordinances of the City of Paris.
