94-028 ORD PROVIDING CODE OF ORDINANCES BE AMENDED BY ADDING SECTIONS 2-4 AND 2-5 TO CHAPTER 2 ARTICLE 1 OF SAID CODE ORDINANCE NO. 94-028 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, PARIS, TEXAS, BE AMENDED BY ADDING SECTIONS 2-4 AND 2-5 TO CHAPTER 2, ARTICLE I OF SAID CODE; PROVIDING FOR THE ELECTION OF A COUNCIL MEMBER FROM DISTRICTS IN ALTERNATING EVEN AND ODD YEARS; PROVIDING FOR THE DESIGNATION OF POLLING PLACES WITHIN EACH DISTRICT; PROVIDING FOR POSTING NOTICE OF SUCH ELECTIONS; AND PROVIDING FOR SUBMISSION FOR PRECLEARANCE TO THE UNITED STATES DEPARTMF:NT OF JUSTICE. BE IT ORDAINED BY THE CITY OF COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the Code of Ordinance of the City of Paris, Paris, Texas, be amended by adding sections 2-4 and 2-5 to Chapter 2, Article I, to read as follows: "CHAPTER 2 ARTICLE I. IN GENERAL Sec.2-4. ELECTION. In accordance with the statutes and laws of the State of Texas and the Charter of the City of Paris, elections for the position of City Council member shall be held in and for the City of Paris on the first Saturday in May of each year. In odd numbered years, beginning in May of 1995, council members from Districts Four (4), Five (5) and Seven (7) shall be elected. In even numbered years, begiilning May of 1996, council members from Districts One (1), Two (2), Three (3) and Six (6) shall be elected. Each council member shall be elected to a two year term. Notwithstanding the aforesaid, no duly elected council member shall be prevented from serving his full term. The Election Schedule of the City of Paris is in conformity with the Texas Election Code, and is an act within the authority of the City Council of the City of Paris. All elections for the positions of city council members shall be "open" to any voter or candidate, regardless of that individua('s party affiliation or prior voting history. Sec. 2-5. DISTRICTS AND POLLING PLACES. ~ That said elections shall be held in the desiguated Districts within the City and ~ at the designated polling places within the Districts as follows: District One (1): Polling Place: City of Paris Public Works Building 50 West Hickory District Two (2): Polling Place: Paris Police and Municipa] Court Building 811 Bonham Street 1 District Three (3): Polling Place: Thomas S. Justiss Scllool 401 18th Street N.W. District Four (4): Polling Place: Aikin Elementary School 3100 Pine Mill Road District Five (5): Polling Place: City Ha11 Annex 150 lst Street S.E. District Six (6): Polling Place: Paris Junior Callege 2400 Clarksville Street District Seven (7): Polling Place: Crockett Middle School 655 South Collegiate Drive" Section 2. The City Council of the City of Paris, Paris, Texas, acting in conformity with the powers vested therein by the Constitution and statutes of the State of Texas, hereby orders that notices of elections shall be published in a newspaper of general circulation in the geographic areas and in any posting as provided by law, wherein the public shall be notified of an Election of the City Council of the City of Paris, Paris, Texas, from Single Members Districts, such districts being defined by maps on file with the office of the City Clerk, 150 1 st Street S.E., Paris, Texas. Section 3. This Order shall be directed to the United States Department of Justice for consideration in the submission for preclearance of boundaries for the City of Paris, Paris, Texas. No additional orders of this City Council shall be required, subject to formal preclearance by the Department of Justice, prior to implementation of the boundaries for single member districts. Section 4. All ordinances or parts of ordinances in conflict herewith are expressly repealed. Section 5. This ordinance shall become effective on June 27, 1994.
