06-A Hist Pres Min 8-24-05 1. 2. A. 1 MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1 ST STREET S.E. PARIS. TEXAS WEDNESDAY. AUGUST 24. 2005 4:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:04 P.M. A. The following members were present: Barbara Wilson, Vice Chairman Sue Lancaster Paul Denney Jerry Raper Claudia Hunt Alternate: Brian Wear B. The following members were absent: Ann Rodgers, Secretary Alternate: Becki Norment C. Also present were Lisa Wright, Historic Preservation Officer; Tony Williams, City Manager; Rick Hundley, Building Official; Bethany Golden, Main Street Coordinator; Shawn Napier, City Engineer; David Williams, CVS; and Michael Clark, Winkleman and Associates. Consideration of and action on the following Certificates of Appropriateness: Northwest corner of Clarksville Street and 6th Street S.E. - Winkleman & Associates. A portion of the proposed site is in the historic district. Several concerns were pointed out to CVS: the exterior blocks should all be one color; there should be no EIFS; the parapet cap should be stepped; the parapet should be raised around the entire building; the long blank wall should be addressed; the signage should not be permanently affixed to the building but should be wood or metal attached to the split-faced block; parking lot lights should he added; and sidewalks should be added. The City Manager added that the City might be able to assist with the cost of the sidewalks and the drainage in order to help CVS address the other concerns. Motion to table the COA in order for CVS to make modifications and to supply material samples by Barbara Wilson, seconded by Brian Wear. She has advised that her husband wishes to repair the building, but she is interested in any offers to sell to anyone who might want to rehab the building. She had misplaced the COA I sent with her original courtesy letter, so The owner has replaced the broken windows. The first part of next week, the code inspector assigned to su bstandard buildings will be seeking either permission from the owner to enter the property or an administrative search warrant to enter the premises to inspect the ceilings in order to determine roof damage. It does appear that there is an opening of some sort at the back. The owner has been very cooperative so far, Sent courtesy letter requesting owner to secure the windows and doors. Owner has since responded by filing a COA; however, it did not include all the required information. I have sent a follow-up letter reQuesting additional Sent courtesy letter requesting owner to secure the windows and remove hanging glass. T August 24, 2005 Page 2 7-0. B. 215 S. Plaza - Sandwich, Etc. Alex Pickering of Scott's Custom Signs proposed the installation of an alumalite sign beneath the awning above the entrance. Because of the shallowness of the awning, the sign would need to be hung horizontal to the roadway. Motion to approve by Jerry Raper, seconded by Sue Lancaster. K. 1629 Pine Bluff ----- END CONSENT AGENDA ----- Motion to forward items 3-A thru 3-K with the exception of 3-C to the Building and Standards Commission was made by Barbara Wilson, seconded by Jerry Raper. Motion carried 7-0. Paul Denney requested that item 3C, 1467 Graham Street, be removed from the list. Motion made to pull structure from list by Paul Denney, seconded by Claudia Hunt. Motion carried 7-0. 4. Selecting an honoree for the annual preservationist award. The Commission decided to take action on this at its special meeting on August 31, 2005. 5. Receipt of report from the Historic Preservation Officer. The HPO handed out the attached report. 6. Request items from Board for future agendas. There were none. 7.
