AN ORDINANCE GONTAINING A HEARING ON PROPERTIES LOCATED
IN THE CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS,
AND AN ORDINANCE OF THE CIT'Y COUNCIL FINDING THE rIATERIALS
REMAINING ON THE PREMISES TO CONSTITUTE A NUISANCE AND TO BE
A FIRE HAZARD TO LIFE AND PROPERTY AND A HAZARD TO THE LIFE
AND WELFARE OF TIiE INHABITANTS OF THE AREA, AND ORDERING
SAID RUBBISH, LUMBER AND REFUSE FROM THE STRUCTURES TO BE
TORN DOWN AND REMOVED FROr1 THE PREMISES IN ORDER TO ABATE
SUCH NUISANCE.
wHEREAS, a public hearing was called to order by the
Mayor of the City of Paris, George Fisher, on the 15th day of
November, 1993, at 6:00 o'clock P.M., in the Council Room,
City Hall, in the City of Paris, Texas; and,
WHEREAS, the City Council iinds that the Building
Hazard Inspection Committee fixed a date for hearing on the
resolution referred to the Committee by the City Council on
the 9th clay of August, 1993, and said Committee fixed said
hearing at 10:00 o'clock A.M. on the 8th day of October,
1993, and the hearing was had thereon. That proper notice
was given to the owner or owners of the structures located at
the following addresses:

That at said hearing the Committee listed the structures
involved and introduced pictures of the various portions of
the structures and various portions of the premises involved
and a list of discrepancies in the structures located
thereon. That the Committee found that each of the above
structures was in such state of deterioration and
dilapidation as to create a serious fire hazard to life and
property and that each of said buildings was dilapidated and
was dangerous to life and property and dangerous structures
to life and property. That said buildings are in such a
state of dilapidation and decay that none of said structures
are capable oF repair. It i_s further found that the condi-
tion of the premises and structures involved was such that
the Committee recommended to the City Council that they be
declared a r,uisance and that the owners thereof be ordered
by the City Council to tear down and remove the same from
the lots involved. That said Committee filed a complete
report of its hearing arid its findings with the City Clerk
of the City of Paris on the ist day of November, 1993;
and,
WHEREAS, the City Council further finds that proper
nctice was given to the owcler or owners of the structures
hereinafter listed. That at said hearing on the 8th day
of October, 1993, the Committee listed the structures
involved and introduced pictures of the various portions
of the structures and various portions of the premises
involved and a list of discrepancies in the structures
located thereon. That the Committee found that each of
the hereinafter listed structures was in such state of
deterioration and dilapidation as to create a serious
fire hazard to life and property, and that each of said
buildings was dilapidated and dangeraus to life and
property and dangerous structures to life and property.
That the owners of the property appeared before the
Committee and requested time to repair the structures or
the Committee found that the structures could be
repaired. That it was the recommendation of the
Committee that the structures be condemned or repaired
and that the respective owners thereof be given the time to
abate said nuisance by repair or removal as is set out in
connection with each of such addresses, as follows:
741 9th Street N.W., 30 days to submit plan of
Lot 7, City Block 86 renovation or demolish and
remove.
504 lst Street N.W., 90 days to repair or
Lot 4, City Block 78 demolish and remove.

and it is so stated in the report of the Building Hazard
Inspection Committee filed with the City Clerk of the City of
Paris on the lst day of November, 1993; and,
WHEREAS, the City Council has fully heard and con-
sidered the testin7ony presented upon the hearing and a
complete transcript of the testimony reported by the
Building Hazard Inspection Cammittee; NOW, THEREFORE,
BE IT URDAINED BY THE CITY COUNCIL OF' THE CITY OF
PARIS:

hereby declared a nuisance, in that they are dangerous to
life and property, and that the same constitute a fire hazard
to life and property, and that the respective owners are
hereby ordered to abate such nuisance within thirty (30) days
from the date hereof. That: the structures located at the
following addresses:

1655 Martin Luther King, Jr. Dr., Lot 4, Block 2
of Block 267 Lane Place
4115-4135 Clarksville, Lot 2, City Block 347
are found to be in a state ot dilapidation, and they are
hereby declared a nuisance, in that they are dangerous to
life and property, and that the same constitute a fire hazard
to life and property, and that the respective owners are
hereby ordered to abate such nuisance within sixty (60) days
from the date hereof. The City Clerk is directed to furnish
the owners a copy of this ordinance, in the event the
addresses of said awners are known, and in the event the
respective owners refuse to comply with this ordinance, the
City Attorney, T. K. Haynes, is hereby directed to proceed to
enforce this ordinance by the procedure provided for in
Article III of Chapter 7 of the Code of Ordinances of the
City of Paris.
Section 2. That the structures hereinafter
enumerated are found to be in a state of dilapidation, and if
they are not regaired as permitted by this ordinance they are
a nuisance, and they are hereby declared a nuisance, in that
they are dangerous to life and property, and that the same
constitute a fire haza.rd to life and property, and that the
respective owners are hereby ordered to abate such nuisances
on or before the dates set out in connection with the
addresses of each of such structures, as follows:
741 9th Street N.W., December 16, 1993, to
Lot 7, City Block 86 submit plan of renovation
or demolish and remove.
504 lst Street N.W., February 14, 1994, to
Lot 4, City Block 78 repair or demolish and
remove.

this ordinance, in the event the addresses of said owners
are known, and in the event the respective owners refuse to
comply with this ordinance, the City Attorney, T. K. Haynes,
is hereby directed to proceed to entorce this ordinance by
the procedure provided for in Article III of Chapter 7 of
the Code of Ordiriances of the City of Paris.
