A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS;
APPROVING AN APPLICATION FOR AN AUTOMOBILE BURGLARY &
THEFT PREVENTION GRANT FOR CONTINUATION OF OUR AUTO THEFT
TASK FORCE THE TOTAL OF THE GRANT IS EXPECTED TO BE
$309,323.00 WITH A CASH MATCH FROM THE CITY AND THE COUNTY
TOTALIIVG $74,042.00; AUTHORIZING THE EXECUTION OF ANY AND ALL
DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF
SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AIV
EFFECTIVE DATE.
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, the City Council of the City of Paris desires to apply for an Automobile
Burglary & Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force"
project beginning September 1, 2012 and ending August 31, 2013, in the amount of
$309,323.00 including a cash match from the city and the county totaling $74,042.00 for
continuation of our existing Auto Theft Task Force; and,
WHEREAS, the City Council hereby authorizes the City Manager, Police Chief, and
other appropriate City staff to make application, accept and implement said grant (if same
is received) without further action of City Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That an application to the Texas Automobile Burglary & Theft
Prevention Authority be made and approved for an Automobile Theft Prevention Grant
entitled "Northeast Texas Automobile Theft Task Force" project for the year beginning
September 1, 2012 and ending August 31, 2013, in the amount of $309,323.00 with a cash
match from the city and the county totaling $74,042.00.
Section 3. That the City Manager be, and he is hereby, appointed as the
Authorized Official of said project and is authorized and directed to execute, on behalf of
the City of Paris, an application for said grant.
Section 4. That the Police Chief be, and he is hereby, appointed as Project
Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all
reports, communications, assurances, and documents necessary for the completion of said
project.
Section 5. That the Director of' Finance be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds
for purposes of the Automobile Burglary & Theft Prevention Program.
Section 6. That the City Manager, Police Chief, and the Finance Director be, and
they are hereby, authorized and directed to execute, on behalf of the City of Paris, any and
all documents necessary for acceptance and implementation of said grant upon notice of
award thereof by the Texas Automobile Theft prevention Authority, under the terms and
conditions and in the forms approved by the City Attorney, and to proceed with use of said
funds upon receipt thereof for the purposes stated herein and in accordance with the grant
conditions.
Section 7. That this resolution shall be effective from and after its date of
passage.

SCHEDULE A PERSONNEL NARRATIVE
1. Attach a description of the duties or responsibilities of each position. (Job posting can not substitute

• Include percent of time on auto theft for each position. (40 hours per week)
The Senior Detective will be in charge of the day to day operations of the Auto Theft Task Force and shall be subject to the direct
supervision of a Sergeant within the Criminal Investigations Division of the Paris Police Department and within the DepartmenYs
Chain of Command up to the Chief of Police. The Senior Detective will be subject to such orders as the Chief of Police or his designee
may prescribe, not inconsistent with the laws on the State of Texas or the mandates of the Texas Automobile Theft Prevention
Authority grant.
The Senior Detective shall devote 100% of his time to official duties, unless granted leave by the Chief of Police or his designee.
The Senior Detective's responsibilities shall be:
1) Supervise the Task Force in all of its operations.
2) Keep the proper records and be responsible for the maintenance of all reports to the State of Texas and the Chief of Police.
3) Work with every responsible, legitimate group or agency in a cooperative effort to prevent motor vehicle theft by educating the
public and law enforcement officers in the area of motor vehicle crimes.
4) Work diligently and relentlessly in the investigation of, and pursuit of, all crimes involving motor vehicles.
5) Enforce all laws relating to the theft of motor vehicles.
6) Assist in the prosecution of all those charged with the crime of motor vehicle theft or related crimes.
The Senior Detective's direct salary will be paid by the grant and his/her fringe benefits will be paid by the City of Paris and will
be listed as cash match.
The Detective/Investigator (2)-One position will be filled from the Paris Police Department and one position from the Paris Police
Department and he/she shall devote 100% of his time to official duties, unless granted leave by the Chief of Police or Sheriff of
Lamar County or their designee. The Detective's responsibilities shall be:
1) Assist the Senior Detective and Detective in all of operations of the Task Force, as requested.
2) Keep the proper records and provide reports to his supervisor as required.
3) Work with every responsible, legitimate group or agency in a cooperative effort to prevent motor vehicle theft by educating the
public and law enforcement officers in the area of motor vehicle crimes.

2. Fringe Benefits Narrative
(Describe fringe benefits and how expenses were calculated).
The fringe benefits for each Detective with the City of Paris include health insurance, life insurance, retirement, worker's
compensation, unemployment and disability. The fringe benefits were calculated using the City of Paris standard rates for each of
the various funds the city contributes to for the employee and is the same as the other employees with the City of Paris. The fringe
benefits were also calculated from the Lamar County Sheriff's Department; however, their fringe benefits are different. Lamar County
does not calculate life insurance separate from the amount the employee is allowed for health insurance which is $873 a month.
Lamar County does not have disability and their unemployment amount is.038% compared to the City of Paris' being 1%. Lamar
County also has a different rate for worker's compensation which is 3% compared to the City of Paris 5.28%. Finally Lamar County
contributes 10.86%to the employees retirement compared to the City of Paris' 12%.

The travel policy for the City of Paris, which will be the policy of the Northeast Texas ATTF, is as follows:
Mileage: $0.55 per mile
Per Diem: $39.00 -$59.00 per day depending on the city, as allowed by the IRS
We plan to send at least one (1) officer, probably the Project Manager, and the Detective representing the Lamar County Sheriff s
Department, to the Grant Workshop in Austin. We project it to cost approximately $1000.00.
We plan to send at least (1)one officer to the Quarterly ABTPA Board Meetings and grant workshop at a cost of $1000.00. We plan to
send (3) three Detectives to the TAVTI Conference in EI Paso, Texas at a cost of $2500.00.
Finally we plan to send all (3) three Detectives to the ABTPA Conference in June 2013 at a projected cost of $3500.00

SCHEDULE D EQUIPMENT NARRATIVE
REQUIRED NARRATIVE: Briefly describe the use of equipment and the cost of each line item.
1.) The Vehicle and computer will be necessary to provide another vehicle to the Detective position being asked for from the Lamar
County Sheriff's Department. This will assist us in covering our coverage area and carrying the necessary gear and tools a Detective
needs to perform his/her job and reaching some of the rough terrain and isolated areas where stolen vehicles are often dumped.
2.) The computer will be provided to the new Detective position so that he/she gain access the programs (ie N.C.I.C.& I.S.O.) to check
vehicles status while in the field.
3.) The bait trailer with video recording system will be used to combat traiter and burglary of vehides by being proactive and
attempting to catch the criminals in the act of theft in our program area.
4.) Thermal Imaging System -Used during night time surveillance of crime hot spots and stolen vehicles that we may want to watch
for the criminals returning to the vehicle.
5.) Burglary-Radio Dispatch System- A portable system that can be placed at locations of potential criminal activity, such on a vehicle,
a piece of implement equipment, car lots, etc where it will notify Police Dispatch upon motion / activation of a possible crime in
progress to aid Officers in arresting suspects at the scene.

(A) Monthly gasoline costs are estimated to be $1667 for the vehicles, or $20,000.00 annually.
(B) Insurance and liability fees will be furnished through ABTPA funds.
(C) The three officers assigned to the Task Force are to receive $500.00 each for clothing allowance each annually, for a total of
$1500.00.
(D) Office supplies include ink pens, printer ink, correction tape, note pads, letterheads, business cards, computer paper, Etc. This is
estimated to cost $500.00 annually.
(E) The estimated cost monthly for two (3) cell phones is $180.00 per month (smart phones), or annually $2160.00 and the cost of (3)
air cards for (3) laptop computers is $100 per for a total of $3600 a year.
(F) Postal is estimated to be $50.00 annually.
(G) It is estimated to cost $500.00 annually for recording interviews of victims and suspects (CD's, DVD's, etc.).
(H) In-house phone expenses for two (2) phones are estimated to cost $1700.00 annually at the Paris Police department and will be
furnished ABTPA funds.
(I) Office expenses and utilities are estimated to be $333.00 per month, or $4000.00 per year.

PROGRAM NARRATIVE
I. To be considered for funding, a proposed grant project:
Must address a problem that is clearly identified, is measurable and is supported by relevant statistical
evidence;
2. Must minimize duplication or overlapping of existing programs;
3. Must have a design wherein the activities and objectives are realistic and attainable;
4. Preferably should, but is not required to, be innovative in its concept/ design/operation; (a project is
considered innovative if it provides a new and different strategy or approach that prevents, deters,
intervenes, or stops a criminal act from occurring);
Must have a cost structure which is realistic when compared to its goals;
6. Must cooperate and coordinate its activities with other appropriate agencies/projects;
7. Must include a proposed evaluation design that provides relevant data to measure the effectiveness
of the project and a plan for performing such evaluation; and,
8. Must include measurable objectives to reach the standard goals of the authority's mission, listed

project can be assessed. Applications will be evaluated for funding consideration, according to
the congruence of the project with the criteria stated above. The Program Narrative should include

PROBLEM STATEMENT & HISTORICAL INFORMATION:

a. Provide an assessment of the auto theft problem in the areas of coverage and existing activities
that address the problem. Identify the target population and the geographic target area.
Most of the counties in the coverage are do not have specialized units or training in auto theft. The coverage area of
the 10 counties have a combined population of around 500,000 people. Comparing the data from 2009 to 2010-11
our area saw an approximately 65% increase in motor vehicle theft. The task force is the only unit doing 68-A's.
b. Describe the extent to which this project will duplicate or overlap existing activities, and why that
(if any) is necessary.
This project is not known to duplicate or overlap existing activities in our (10) ten county coverage areas other than the
general law enforcement duties that are currently in place from each state, county, and municipality. To our
knowledge the Northeast Auto Theft Task force is the only ones doing 68'A's in the coverage area.
c. Describe and document trends of the problem and the need that makes this grant necessary.
At this time there continue to be approximately the same number of stolen vehicles compared to 2010 to 2011 vehicle
theft data. Comparing the data from 2009 to 2010-11 our area saw an approximately 65% increase in motor vehicle
theft. Whether this trend is connected to the economic downturn in 2008-09 is not known, but it seems likely.

The program will impact the stated problem by focusing our efforts set out in the listed goals and objectives which is designed to
combat auto theft and auto burglary in a(3) three pronged attack being: 1. Arresting individuals found to be engaged in auto theft
and auto burglary 2. Public awareness to remind everyone to Watch their Car and to Lock -Your Car, Take-Your Keys and Hide- Your
belongings. 3. Training of law enforcement Officers and County Tax Assessor Collectors employees to combat auto theft, insurance
fraud, burglary of a vehicle and title fraud.
c. Describe proposed plan for auto theft crime prevention, education and training.
The proposed plan for auto theft prevention includes continuing to do public awareness events and distributing information
concerning auto theft and auto burglary at the events. We plan to continue the ABTPA grass roots campaign by speaking at local
events such as to the Rotary Club, Kiwanis Club and Citizens on Patrol. This year we plan to distribute material at the Fairs in Titus,
Fannin, Grayson and Lamar County. We plan to conduct (2) auto theft training classes and meet with the Tax assessors in our
coverage area to determine the training needs for their employees and teach a class for those that are interested.

The Northeast Texas Auto Theft Task force currently consists of (2) two Detectives. We attend a Regional Criminal Intelligence
Meeting every month, enhancing intelligence and contacts within our 10 county service area. Expanding the program and our
ability to serve each of these counties, we are proposing to add an additional detective to the Task Force this year though a
cooperative agreement with the Lamar County Sheriffs Department. ~
4. EVALUATION DESIGN:
• The program evaluation should indicate how the applicant will assess the success of the project
and the extent to which the strategy achieved the projecYs goals and objectives.
a. Describe the design of a plan for local evaluation of this project.
We plan to assess the success of the program based on the programs completion of stated goals and objectives set out above and to
evaluate the program semi-annually to ensure the program is on track and meeting the stated goals and objectives. This evaluation
will be completed by the Lieutenant of the Paris Police Department Criminal Investigation Division or his designee.
b. Cite relevant data that will be used to measure the effectiveness of this project.
The relevant data used to evaluate the program will be the goals and objectives set out above such as arrests, cases filed, cases
cleared, 68'A's, salvage yard inspections, recovered motor vehicles and auto theft and auto burglary cases cleared. This combined
with the estimated number of people contacted by the public awareness events the task force participates in and media awareness
developed by the task forces' efforts.
c. Describe the mechanism to evaluate the program's progress.
We plan to assess the success of the program based on the programs completion of stated goals and objectives set out above and to
evaluate the program semi-annually to ensure the program is on track and meeting the stated goals and objectives. This evaluation

8. When incorporated into a grant award or contract, these standards assurances contained in
the application package become terms or conditions for receipt of grant funds. Administering
state agencies and local subrecipients shall maintain an appropriate contact administration
