2012-045 RES DECLARING SUPPORT FOR PEDC'S APPLICATION TO USDA AND EDA RURAL JOBS & INNOVATION ACCELERATOR CHALLENGE FOR GRANT IN AMOUNT OF $715,000RESOLUTION N0. 2012-045 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; DECLARING SUPPORT FOR THE PARIS ECONOMIC DEVELOPMENT CORPORATIONS APPLICATION TO THE UNITED STATES DEPARTMENT OF AGRICULTURE ("USDA") AND UNITED STATES ECONOMIC DEVELOPMENT ADMINISTRATION ("EDA") RURAL JOBS & INNOVATION ACCELERATOR CHALLENGE FOR A GRANT IN THE AMOUNT OF $715,000. WHEREAS, the Paris Economic Development Corporation (PEDC), has made application to the United States Department Of Agriculture ("USDA") & United States Economic Development Administration ("EDA") rural Jobs & Innovation Accelerator Challenge Grant in the amount of $715,000.00. The funds will enable the PEDC and the Red River Region Business Incubator (113bi) to form the Northeast Texas Rural Competitiveness & Innovation Cluster; and, WHEREAS, The Northeast Texas Rural Competitiveness & Innovation Cluster will foster entrepreneurial support, spur rural innovation and advanced manufacturing in a two-state, six-county region including Paris, Lamar County, Clarksville, Red River County, Cooper, Delta County, Bonham, Fannin County, and Commerce, Hunt County in Texas and Hugo, Choctaw County, Oklahoma as detailed in the narrative attached as Exhibit "A"; and WHEREAS, the Board of Directors of the Paris Economic Development Corporation has determined that the application for this USDA & EDA Rural Jobs & Innovation Accelerator Challenge Grant is of vital importance to the growth and retention of business and industry in Paris, Lamar County, Texas and to the growth and retention of primary jobs at these local businesses and industry in Paris, Lamar County, Texas; and NOW, TNEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION OF PARIS, LAMAR COUNTY, TEXAS: Section 1. Raw Product Efficiencies (Farm-to-Market) • LEAN Processes Throughout the Operations • External "ldeation" through Web Portals Through their vendor-supplier chains, industry trade organizations, and in partnership with academic research campuses, several of the global brand companies have formed innovation agendas to increase productivity and bottom line profits. In the past two years, many corporations have created Open Source Innovation portals - welcoming any ideas from customers, suppliers, researchers - to solve known and unknown challenges. LEAN is the initial discussion point for firms. Im_pact on NE Texas Region: While no research campus exist immediately in t.he region, access to Texas A&M, UT, Texas Manufacturing Assistance Center, Texas State Technical College provide widely regarded counsel, guidance, and possible investment of tizne, insight, and resources. We will pursue the following action items during grant implementation: 1. Establish an Innovation Hub at the existing industrial park. Train and transfer "how-to" pracUices to Iocal economic developers and civic leaders across the zegion. 2. Support the NE Texas Manufacturing Alliance with LEAN and related ideation through an alliance with the Texas Manufacturing Assistance Center (TMAC). TMAC is the MEP Network supported by N1ST. 3. Leverage entrepreneurial endeavors to connect inventor with corporate acquisition of "innovation". 4. Reshape the Local and Regional "Sales Pitch". For exampie, locally with "Paris" as THE bxand of interest, it must be expanded upon and leveraged to its fiallest. We will make the name and the place a"gIobal host" to global companies, create a giobal perspective in al] materials and contacts, but be sophisticated, not cute. Training will include the latest marketing and sales techn.iques. 5. Address the Corporate Goals, Sustainability Models, and Innovation Objectives by seeking to fulfill the Performance Scorecard for Shareholder Value and Production Benefit. 6. Connect with the Marketplace of 15 million consurners in the four-state "region" of a 3-5 hour transportation linkage including ties with DFW, Port of Houston, Texarkana, Little Rock, and Oklahoma City. 7. Focus on Project Readiness, Incentives for Globalization, Sustainable Packaging, R&D and Innovation Support. 8. Using highly-impressive Data Analytics and Presentarion, preview online and in real-time cost comparatives, site location, resource mapping, and other "ingredients" to meet Corporate GoaIs, Missions, and Objectives for 2012-2014 timelines. 11 9. Cultivate Team Paris and Civic Leadership aeross the Region as a deep and committed "bench" of business and civic leaders who are all invested in the process through knowledge and experience, and their passion for their comrnunity and the NE Texas region. 10. This scope of work focuses on the following purpose: To create sustainable startup businesses supporting the exisring economic ecosystem of the region by fostering entrepreneurism and creating entrepreneurship. During implementatzon our focus will be twofold: 1. To support the existing manufacturing operations by shortening the supply chain and providing needed services on a local basis. 2. Foster the impiementation of new and improved concepts in agribusiness. We will target each of the communities in the region and pursue implementing the following programs and services: 12 1. Provide training and skills development of entrepreneurs in ail areas of business operations and management through individual counseling, serninars, and fozlnai education and training in entrepreneurism - both degreed and non-degree programs. 2. Build a network of rural business incubators that can provide best practices incubarion capability on a]ocal and regional basis and become a model for rural Texas and Oklahoma. 3. Creation of a regional kitchen incubator to support entrepreneurial activity in commercialization af small farm production in the region. a. Provide leadersh'sp in entrepreneurism and supply the resources to create regional support for mutuaI benefit to every community in the defined geography. 5. Engage community, business, civic and governmental leaders in creating programs, providing facilities, and improving business friendly permitting and licensing processes and procedures with the goal of achieving "project ready" status for new business and industry. 6. Integrated Project Concept Through Coordiuated Training, Development, Resources and Tools A portion of the budget will be committed to support the following activities related to both the EDA and the USDA funding stream. The partnership and collaboration with these service providers will be critical to providing the training, development and support to the ultimate recipients - small business and entrepreneurs and communities and their business and civic leadership infrastructure. 1. Paris Junior College's implementation of a certificate program in entrepreneurship and to promote the program across PJC's service area. 2, Texas A&M Universily - Commerce's implementation of a regional entrepreneurship network and partnership, and a student incubator. 3. The Lamar County Coalition of Business, Industry and Education's implementation of high school and younger aged youth entrepreneurship training progtams, and a facilitate the formation of the year-round manufacturing academy for high school students to attend Paris Jr. College and enroll in the electromechanical training program. Also, support of the summer STEM Academy to prepare student for opportunities in science, fechnology, engineering and math. 4. Tbe Texas Manufacturing Assistance Center's (TMAC's) implementation of the rural innovation hub and support of the NE Texas Manufacturing Alliance, providing access to a myriad of programs, services, tools and resources fostering innovation. Our project management team will oversee and coordinate all grant activities focused to expand access to programs and services, and to enhance economic develapment on both a local and 13 regional basis. Grant funds will be leveraged with local funds to encourage entrepreneurs and support small business development in the region through creating a ventwre development organization (VDO). The Paris EDC and other civic, government, private sector, education and non-profit partner organizations will provide training, mentoring, cross-sector networking, as well as other prograrns alid services to enhance the cflmpetitiveness and survival of new companies and creation of sustainable businesses and good jobs. Project Intermediary and Prime Applicant The Paris Economic Development Corporation (Par3s EDC) will serve as the Project Intermediary and Prime Applicant. The purpose, goals and dutzes of the Paris EDC are defined in our bylaws and are consistent with the desire of the voters of Paris, Texas when they approved the Type A loca] $.0025 (1/4 penny) sales tax that provides operating funds for Paris EDC. The Paris EDC board of directors is appointed by the Paris City Council. The board approves the annual budget, business plan of work and monitors finances of the organzzation. Paris EDC is a component unit af the City of Paris and all funds are administered by the City's Finance Department. Grants, contracts, budgets and accounts payable are approved by the Board and City Council. PEDC's Pwpose is to promote, stimulate and enhance economic development in Paris and Lamar County.
