97-028 ORD PROVIDING CODE OF ORDINANCES BE AMENDED BY REVISING CHAPTER 11 ARTICLE II SECTION 11-43 AND ARTICLE III SECTION 11-69 OF SAID CODE ORDINANCE NO. 97-028 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING CHAPTER 11, ARTICLE ll, SECTION 11-43, AND ARTICLE III, SECTION 11-69, OF SAID CODE, PROVIDING THAT EXAMINATIONS BE GIVEN BY SBCCI (SOUTHERN BUILDING CODE CONGRESS INTERNATIONAL) AND INCREASING TIME BEFORE TESTS MAY BE TAKEN ON THE SECOND AND THIRD TIMFS; REVISING CHAPTER 11, ARTICLE II, BY ADDING A SECTION TO BE NUMBERED 11-50, PROVIDING THAT THE CITY OF PARIS ONLY RECIPROCATE ELECTRICAL LICENSES WITH THO5E CITIES THAT ARE MEMBERS OF SBCCI; PROVIDING FOR THE REVISION OF CHAPTER 11, ARTICLE IV, SECTION 11-91; PROVIDING FOR ADOPTION OF THE NATIONAL ELECTRICAL CODE, 1996 EDITION; REVISING CHAPTER 11, ARTICLE IV, BY ADDING A SECTION TO BE NUMBERED 11-95, PROVIDING FOR AN EXPLANATION OF THE LOCATION OF GROUND FAULT RECEPTACLES; REVISING CHAPTER 11, ARTICLE IV, BY ADDING A SECTION TO BE NUMBERED 11-99, PROVIDING A TIME PERIOD r'OR TEMPORARY FOWER POLFS; PROVIDING NOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF JUNE 1, 1997. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section l. That Chapter 11, Article 11, Section 11 -43 of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended so that such shall read as follows: "Sec. 11-43. Examination of applicant. "Each applicant for a license under this article shall be required to appear before the electrical board and be examined as to his qualifications to do electrical work. Any such applicant must inake a grade of seve»ty (70) percent on the examination given by SBCCI (Southern Building Code Congress International) before being entitled to receive a license. If an applicant fails to pass the examination, he shall be entitled to a second examination after the expiration of sixty (60) days. If he fails the second examination, a third examination shall not be had until the expiration of six (6) months from the date of the last examination." Section 2. That Chapter 11, Article III, Section 11-69 of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended so that such shall read as follows: "Sec. 11-69. Examination of applicant. "Each applicant for registration under this article shall be required to appear before the electrical board and take an examination given by SBCCI as to his ability to do electrical work in accordance with the provisions of this chapter. An applicant shall be required to make a grade of seve»ty (70) percent or better, before he shall be entitled to registration as a journeyman electrician. If any applicant fails to pass the exainination given by SBCCI, he shall be entitled to a second examination after the expiration of sixty (60) days, and, should he fail on the second examination, a third examination shall not be had until the expiration of six (6) months from the date of the last examination." Section 3. That Chapter 11, Article IiI, of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended by adding a section to be numbered 11-50 to read as follows: "Sec. 11-50. Licenses from other cities. "The City of Paris will only reciprocate electrical licenses with those cities that are members of SBCCI." Section 4. That Chapter 11, Article IV, Section 11-91 of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended so that such shall read as follows: "Sec. 11-91. National Electrical Code - Adoption "For the purpose of practical safeguarding of persons and of buildings and their contents from hazards arising from the use of electricity for light, heat, power, radio, signaling, and for other purposes, that certain electrical code knows as the National Electrical Code, 1996 Edition, published by the National Fire Protection Association, save and except such portions as are deleted, modified, or amended by this article, is hereby adopted as the minimum standards for the city, and the same is hereby incorporated as fully as if set out at length. A copy of such code has been and is now on file in the oftice of the City Clerk, and the provisions thereof shall be controlli»g in the installation of all electrical wiring, devices, and equipment within the corporate limits of the city." Section 5. That Chapter 11, Article IV, of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended by adding a section to be numbered 11-95 to read as follows: "Sec. 11-95. Location of Ground N'ault Receptacles (GFI). "Ground Fault Receptacles will be installed along all counter top space within six (6) feet of any source of water, in all bathrooms, all locations outdoors, and in garages if located within six (6) feet of any opening to the outside." SecNon 6. That Chapter 11, Article IV, of the Code of Ordinances of the Ciry of Paris, Paris, Texas, be, and the same is hereby, amended by adding a section to be numbered 11-99 to read as follows: "Sec. 11-99. Temporary power poles. "Temporary power poles are permittecl for a period not to exceed six (6) months." Section 7. Any person violating any of the provisions of this ordinance shall be guilty of a Misdemeanor and, upon conviction, shall be fined in any sum not to exceed $2,000.00, and each and every day's continuance of any violation of the above enumerated section shall constitute and be deemed a separate offense. Section 3. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed. Section 4. This ordinance shall become effective on June l, 1997.
