The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:00 P.M.
A.
The following members were present:

Also present were Lisa Wright, Historic Preservation Officer, and
Bethany Golden, Main Street Coordinator.

Approval of minutes from previous meetings. Motion to approve the minutes
of the July 13, 2005, meeting was made by Sue Lancaster, seconded by
Barbara Wilson. Motion carried 5-0.
Paul Denney joined the meeting.
3.
Consideration of and action on the following Certificates of Appropriateness:
A.
120 N. Main Street - Kit Lindsey and Jennifer Long. The proposed sign
is based on the old Lamar Creamery sign which is metal, 4" - 6" thick.
Anthony Signs will place the sign l' from the building and it will be 2-
sided, black metal painted black with white wording and diamond dust
(glass) lettering. It will hang between the bottom sill. It will not be
centered because this would cause the electrical conduit to block the
sign. Placing the sign over the door denotes the entrance and
increases visibility. It will be lit from above, but they are still searching
for a shade, and Paul Denney stated that Hubbell Company still makes

the shade they are looking for. Motion to approve by Paul Denney,
seconded by Sue Lancaster. Motion carried 6-0.
B.
Corner of 2nd Street S. W. & Graham Street (Parking Lot) - Paris Junior
College by City of Paris Main Street, Bethany Golden. Jennifer Long
stated that the sign will be metal and placed on the existing framework
and will mimic the enter/exit sign. Motion to approve by Barbara
Wilson, seconded by Jerry Raper. Motion carried 6-0.
c.
15 N. Main Street - Saffle Antiques. Arvin Starrett said that it is the
eastern side of the L-shaped building. Paul Denney said that there are
4-5 windows under the brick. The full facade is waiting to be exposed.
Motion to approve by Paul Denney, seconded by Sue Lancaster. Motion
carried 6-0.
D.
825 S. Main Street (Light Fixtures) - Brad Hutchison. Brad Hutchison
said that he and his wife now own the apartments and hope to restore
to the 70s era but better. There is only 1 fully operational light at the
apartments. He intends to put in new fixtures-5 across the front and
2 matching pole lights. He will use flicker lights in the pole lights.
Motion to approve by Barbara Wilson, seconded by Sue Lancaster.
Motion carried 6-0.

825 S. Main Street (Fencing) - Brad Hutchison. Brad Hutchison plans
to screen the rear parking lot with 6' dog-eared cedar fencing. The gate
will have a curved top with post extending up above the top rail with
small fleur de lis toppers. He intends to have a double gate with
controlled access. The gates will be attached to 4 x 4 metal tubing
posts. The finished side of the fence will be on the street side. Motion
to approve by Barbara Wilson, seconded by Paul Denney. Motion
carried 6-0.

825 S. Main Street (Temporary Sign) - Brad Hutchison. Brad would like
approval for a temporary sign to be attached to the front of the building
for 90 days. There were 66 broken windows but now there are no
broken windows. Motion to approve by Sue Lancaster, seconded by
Barbara Wilson. Motion carried 6-0.
825 S. Main Street (Gates) - Brad Hutchison. Brad said that the property
would be completely gated so that access cannot be gained if one is
not a tenant or granted permission by a tenant. There are currently 3
openings that will be by carded entry. All gates will have 18" initials fo
the apartment name. Motion to approve by Sue Lancaster, seconded
by Barbara Wilson. Motion carried 6-0.

Corner of S. Main Street (800 block) and Washington (Parking Lot
Fence) - Brad Hutchison. Brad said that he owns the east half of the
parking lot that is directly across from his house and Washington
Square Apartments. The ordinance requires a fence of 40" or less at
the street. He will plant crape myrtles along the side of the fencing to
hide the corner post. The parking lot will be lit by the existing guard
light and street light. He intends to tear down the existing sign and
replace with a single side facing Main Street. The crape myrtles will be
planted outside on the unfinished side. Brad said the purpose of the
vegetation is to separate the 2 properties. Motion to approve by Paul
Denney, seconded by Jerry Raper. Motion carried 6-0. Motion to allow
the owner the option to make both sides finished without a further
Certificate of Appropriateness made by Paul Denny, seconded by
Barbara Wilson. Motion carried 6-0.
4.
Receipt of report from the Historic Preservation Officer. The HPO handed out
the attached report.
5.
Request items from Board for future agendas. Appoint a task force to study
a policy to clean up burned out or damaged buildings.
6.
The meeting adjourned at 12:45 p.m.

Both I and Bethany have been in contact
with the property owners. They cleaned
what they could from the sidewalks and plan
to board up the windows until they can
repair the structure. They were advised
they did need a COA to board. We will
continue to monitor.
Sent courtesy letter on 7/13/05 requesting
owner to secure the windows. The owner
has since contacted the City and advised he
is replacing broken windows. I will do a
follow-up inspection at the end of this week
to see if he is keeDina on schedule.
