RECOMMENDED MOTION:
Request from property owners to disannex approximately 5.025 acres located in at the SE corner of
Wildwood Lane and CR 42350 (Smallwood Road).
POLICY ISSUE(S):
Disannexation
BACKGROUND:
Staff seeks City Council direction on the disannexation request from Ms. Terri Palmer at 4300
Smallwood Road (see attached request
The following services are provided to the property owner: Water is supplied by Lamar County Water
Supply District and all the houses in this area have septic systems. The resident is currently paying the
City of Paris for trash pickup. According to the Lamar County Appraisal District the location of the
house is inside the Paris City limits. The owner's mailing address is listed as Reno on the property
account at the Lamar County Appraisal District. The City limits of the City of Paris are the property
owner's northern property line, this means that Smallwood Road is not in the City Limits and is not
maintained by the City of Paris. From September 2008 to date the Paris Police Department has
responded to 11 calls at 4300 Smallwood Road.
The City of Paris has determined that the portion of Small wood Road in front of Ms. Palmer's house is
within the City of Reno's city limits. The City of Reno has a sewer line across Smallwood Road from
Ms. Palmer's house. It is possible for the Ms. Palmer's house to be connected to the City of Reno's
sewer system. The connection may require Ms. Palmer to install a residential sewer pumping system, if
the main sewer line is not deep enough to allow for gravity flow of the sewer.
