AN ORllI1VANCE CONTAINING A HEARIIVG UN PROPERTIES LOCATED
IN THE CITY OF PARIS, T'EXAS, BELONGINU TO VARIOUS OWNERS, AND
AN ORDINANCE OF THE CITY COUNCIL FINDING THE MATERIALS
REMAINING ON TtiE PREMISES TO CONSTITUTE A NUISANCE AND TO BE
A FIRE HAZARD TO LIFE AND YROPERTY AND A HAZARD TO THE LIFE
ANL WELFARE OF THE INHABITANTS OF THE AREA, AND ORDERING SAID
KUBBISH, LUMBEK AND REFUSE FROM THE STRUCTURES TO BE TORN
llOWN AND REMOVED FRONI THE PREMISES IN URDER TO ABATE SUCH
NUISANCE.
WHEREAS, a public hearing was called to order by the
Mayor of the City of Paris, George Fisher, Jr., on the 13th
day of May, 1991, at 6:00 o'clock P.M., in the Council Roorn,
City Hall, in the City of Paris, T'exas; and,
WHEREAS, the City Council finds that the Building Hazard
Inspectiori Committee fixed a date for hearing on the
resolutions referred to the Committee by the City Council on
the 14th day of January, 1991, and said Committee fixed saici
hearing at 10:00 o'clock A.M. on the 15th day of March, 1991,
and the hearirig was had thereon. That proper notice was
given to the owner or owners of the structures located at the
following addresses:

Street N.E., Lot 4, Block 1, E.M.P. Addition
1060 2nd Street N.E., Lot 6, Block 2, E.M.P. Addition

That at said hearing the Committee iisted the structures
involved and introduced pictures of the various portior,s of
the structures and various portions of the premises involved
and a list of discrepancies in the structures Iocated
thereon. That the Comiriittee found that each of the above
structures was in such state of deterioration and
dilapidation as to create a serious fire hazard to life and
property and that each af said buildings was dilapidated and
was dangerous to lite and praperty and dangerous structures
to life and property. That. said buildings are in such a
state of dilapidation and decay that none of said structures
are capable of repair. It is further found that the condi-
tion of the premises and structures involved was such that
the Committee recommended to the City Council that they be
declared a nuisance and that the owners thereof be ordered by
the City Council to tear down and remove the same from the
lots irlvolved. That saici Cocrimittee filed a complete report
of its hearing and its findings with the City Clerk of the
City of Paris on the 14th day of Apri1, 1991; and,
WHEREAS, the City Council further finds that proper
notice was given to the owner or owners of the structures
hereinatter listed. That at saicl hearing on the 15th day of
March, 1991, the Committee listed the structures involved and
introduced pictures of the various portions of the structures
and variaus portions of the premises involved and a list of
discrepancies in the structures located thereon. That the
Committee found that each of the hereinatter listed
structures was in such state of deterioration and
dilapidation as to create a serious fire hazard to life and
property, and that each of said buildings was dilapidated and
dangerous to life and property dnd ciangerous structures to
life and property. That the owners of the property appeared
before the Committee and requested time to repair the
structures or the Committee round that the structures could
be repaired. That it was the recommendation of the Committee
that the structures be condemned or repaired and that the
respective owners thereof be given the time to abate said
nuisance by repair or removal as is set out in connection
with each of such addresses, as follows:
325 9th Street S.W. 90 days to make repairs
Lot 9, Block 131 ur to demolish
329 3rd Street N.E. 30 days to submit plan
Lot 17, Block 59 for repairs or 60 days
to demolish
215 East Houston 5treet 12 months to make repairs
Lot 1, Block 19 (Old Paris or to sell.

101 East Price Street 30 days to make repairs to
Lot 4, Block 39 rear portion and remove
wrecked vehicles, trash
and debris.
570 19th Street S.W. 30 days to secure and
Lot 13, Block 213 submit plan to repair
with 6 months to repair
or demolish.
312 Grand Avenue 30 days to begin repairs
Lot 5, Block 120 or demolish with 90 days
to complete repairs or
demolition.
143 14th Street N.E. 90 days to make repairs

1117 South Church Street 30 days to submit plans
Lot 17 Block 159 for repairs and 60 days
to make outside repairs.
and it is so stated in the report of the Building Hazard
Inspection Committee filed with the City Clerk ot the City of
Paris on the 14th day of April, 1991; and,
WHEREAS, the City Council has fully heard and considered
the testimony presented upon the hearing and a complete
transcript ot the testimony reported by the Builcling Hazard
inspection Committee; NOW, THEREFORE,
BE IT dRDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section 1. That the structures located at the
following addresses:
1045 2nd Street N.E., Lot 5, Block 1 E.M.P. Addition
1033 2nd Street N.E., Lot 4, Block 1, E.M.P. Addition
1060 2nd Street Pv.E., Lot 6, Block 2, E.M.P. Addition

are a nuisance, and they are hereby declared a nuisance, in
that they are dangerous to life and property, and that the
same constitute a fire hazard to life and property, and that
the respective owners are hereby ordered to abate such
nuisance within thirty (30) days from the date hereof. That
the structure located at the following address:
1105 Pine Bluff Street:, Lot 14, Block 70
ia a nuisance, anci it is hereby declareci a nuisance, in that
it is dangerous to life and property, and that the sanle
constitute a fire hazard ta life and property, and that the
respective owner is hereby ordered to abate such nuisance
within sixty (60) days from the date hereof. The City Clerk
is directed to turizish the owners a copy of this ordinance,
in the event the addresses of said owners are known, and in
the event the respective owners refuse to comply with this
ordinance, the City Attorney, T. K. Haynes, is hereby
directed to proceed to entorce this ordinance by the
pracedure provided for in Article III of Chapter 7 of the
Code of Urdinances of the City or Paris.
Section 2. That the structures hereinafter
enumerated are a nuisance, and they are hereby declared a
nuisance, in that they are dangerous to life and property,
and that the same constitute a fire hazard to life ana
praperty, and that the respective owners are hereby ordered
to abate such nuisances on or before the dates set out in
connection with the addresses of each of such structures, as
follows:
325 9th Street S.W. August 12, 1991 to make
Lot 9, Block 131 repairs or to demolish
329 3rd Street N.E. June 13, 1991 to submit
Lot 17, Block 59 plan for repairs or 60
days to demolish
215 East Houston Street A1ay 11, 1992 to make
Lot l, Block 19 (Old Paris repairs or to sell.
High Gym)
101 East Price Street June 13, 1991 to make
Lot 4, Block 39 repairs to rear portion
and remove wrecked
vehicles, trash and
debris.

this ordinance, in the event the addresses of said owners are
known, and in the event the respective owners refuse to
comply with this ordinance, the City Attorney, T. K. Haynes,
is hereby directed to proceed tc enforce this ordinance by
the procedure provided for in Article III of Chapter 7 of the
Code of Ordinances of the City of Paris.
