AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN
THE CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN
ORDINANCE OF THE CITY COUNCIL FINDING THE MATERIALS REMAINING ON
THE PREMISES TO CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO
LIFE AND PROPERTY AND A HAZARD TO THE LIFE AND WELFARE OF THE
INHABITANTS OF THE AREA, AND ORDERING SAID RUBBISH, LUMBER AND
REFUSE FROM THE STP.UCTURES TO BE TORN DOWN AND REMOVED FROM THE
PREMISES IN ORDER TO ABATE SUCH NUISANCE.
WHEREAS, a public hearing was called to order by the Mayor
of the City of Paris, Eric S. Clifford, on the 13th day of
February, 1989, at 7:00 o'clock P.M., in the Council Room, City
Hall, in the City of Paris, Texas; and,
WHEREAS, the City Council finds that the Building Hazard
Inspection Committee fixed a date for hearing on the resolutions
referred to the Committee by the City Council on the lOth day of
November, 1988, and said Committee fixed said hearing at 10:00
o'clock A.M. on the 27th day of January, 1989, and the hearing
was had thereon. That proper notice was given to the owner or
owners of the structures located at the following addresses:

1356 West Houston, Lot 4, Block 191
264 South Main Street, Lot 6, Block 178A
306-324 Clarksville Street, Lot 1, Block 183
1244 Church Street, Lot 3, Block 158A
265 South Main, Lot 1, Block 179A
630 West Sherman Street, Lot 13, Block 119B
401 East Garrett Street, Lot l, Block 4, Washington Heights
2330 North Main Street, Lot 10, Block 250
214 lst S.W. Street, Lot 1, Block 177A, Nahas Building
1141 N.W. Loop 286, Lot 3D, Block 298
360 N.E. 6th Street, Lot 2, Block 64B

That at said hearing the Committee listed the structures involved
and introduced pictures of the various portions of the structures
and various portions of the premises involved and a list of
discrepancies in the structures located thereon. That the
Committee found that each of the above structures was in such
state of deterioration and dilapidation as to create a serious
fire hazard to life and property and that each of said buildings
was dilapidated and was dangerous to life and property and
dangerous structures to life and property. That said buildings
are in such a state of di.lapidation and decay that none of said
structures are capable of repair. It is further found that the
condition of the premises and structures involved was such that
the Committee recommended to the City Council that they be
declared a nuisance and that the owners thereof be ordered by the
City Council to tear down and remove the same from the lots
involved. That said Committee filed a. complete report of its
hearing and its findings with the City Clerk of the City of Paris
on the lOth day of February, 1.989; and,
WHEREAS, the City Council further finds that proper notice
was given to the owner or owners of the structures hereinafter
listed. That at said hearing on the 27th day of January, 1989,
the Committee listed the structures involved and introduced
pictures of the various portions of the structures a.nd various
portions of the premises involved and a list of discrepancies in
the structures located thereon. That the Committee found that
each of the hereinafter listed structures was in such state of
deterioration and dilapidation as to create a serious fire hazard
to life and property, and that each of said buildings was
dilapidated and dangerous to life and property and dangerous
structures to life and property. That the owners of the property
appeared before the Committee and requested time to repair the
structures or the Committee found that the structures could be
repaired. That it was the recommendation of the Committee that
the structures be condemned or repaired and that the respective
owners thereof be given the time to abate said nuisance by repair
or removal as is set out in connection with each of_ such
addresses, as follows:
1356 West Houston, Lot 4, Block 191 60 days after
disposition of investigation
264 South Main Street, Lot 6, Block 178A 1 yr. to sell
(30 days to secure) or restore
306-324 Clarksville Street, Lot 1, 1 yr. to sell
Block 183 (30 days to secure) or restore
1244 Church Street, Lot 3, Block 158A 90 days to sell
with 6 mos. to demolish to slab if not sold
265 South Main, Lot 1, Block 179A 1 yr. to sell
or restore
2330 North Main Street, I,ot 10, Block 250 30 days to
present plan to repair or demolish
and it is so stated in the report of the Building Hazard
Inspection Committee filed with the City Clerk of the City of
Paris on the lOth day of February, 1989; and,
WHEREAS, the City Council has fully heard and considered the
testimony presented upon the hearing and a complete transcript of
the testimony reported by the Building Hazard Inspection
Committee; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section 1. That the structures located at the following
addresses:
2264-2300-2328 N. Main Street, Lot 9, Block 250
401 E. Garrett Street, Lot l, Block 4, Washington Heights
214 lst S.W. Street, Lot 1, Block 177A, Nahas Building
1141 N.W. Loop 286, Lot 3D, Block 298
360 N.E. 6th Street, Lot 2, Block 64B
1548 Church Street, Lot 4, Block 14, Texas & Pacific
Addition
are a nuisance, a.nd they are hereby declared a nuisance, in that
they are dangerous to life and property, and that the same
constitute a fire hazard to life and property, and that the
respective owners are hereby ordered to abate such nuisance
within thirty (30) days from the date hereof. The City Clerk is
directed to furnish the owners a copy of this ordinance, in the
event the addresses of said owners are known, and in the evPnt
the respective owners refuse to comply with this ordinance, the
City Attorney, T. K. Haynes, is hereby directed to proceed to
enforce this ordinancP by the procedure provided f.orm in Article
III of Chapter 7 of the Code of Ordinances of: the City of Paris.
Section 2. That the structures located at the following
addresses:
630 West Sherman Street, Lot 13, Block 119B
1105 34th N.E. Street, Lot 3A, Block 318
1269 7th N.W. Street, Lot 3, Block l, Jones Addition
are a nuisance, and they are hereby declared a nuisance, in that
they are dangerous to life and property, and that the same
constitute a fire hazard to life and property, and that the
respective owners are hereby ordered to abate such nuisance
within sixty (60) days from the date hereof. The City Clerk is
directed to furnish the owners a copy of this ordinance, in the
event the addresses of said owners are known, and in the event
the respective owners refuse to comply with this ordinance, the
City Attorney, T. K. Haynes, is hereby directed to proceed to
enforce this ordinance by the procedure pravided form in Article
III of Chapter 7 of the Code of Ordinances of the City of Paris.
Section 3. That the structures hereinafter enumerated
are a nuisance, and they are hereby declared a nuisance, in that
they are dangerous to life and property, and that the same
constitute a fire hazard to life and property, and that the
respective ownexs are hereby ordered to abate such nuisances on
or before the dates set out in connection with the addresses of
each of such structures, as follows:

The City Clerk is directed to furnish the owners a copy of this
ordinance, in the event the addresses of said owners are known,
and in the event the respective owners refuse to comply with this
ordinance, the City Attorney, T. K. Haynes, is hereby directed to
proceed to enforce this ordinance by the procedure provided for
in Article III of Chapter 7 of the Code of Ordinances of the City
of Paris.
