03-B Hist Pres Min 9-14-05 T MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1 ST STREET S.E. PARIS. TEXAS WEDNESDAY. SEPTEMBER 14. 2005 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Acting Chairman Brian Wear at 12:00 P.M. A. The following members were present: Barbara Wilson Claudia Hunt Sue Lancaster Jerry Raper Paul Denney Alternate: Becki Norment B. The following members were absent: Arvin Starrett, Chairman Ann Rodgers, Secretary C. Also present were Lisa Wright, Historic Preservation Officer, and Bethany Golden, Main Street Coordinator. 2. Public hearing on the application for a demolition permit by Winkleman & Associates for the building located at 530 Lamar Avenue. The public hearing was opened. Michael Doggett of Winkleman & Associates was present on behalf of Michael Clark and requested that the buildings in this area be demolished to construct a new CVS Pharmacy. No opposition was present. The public hearing was declared closed. 3. Consideration of and action on the application for a demolition permit by Winkleman & Associates for the building located at 530 Lamar A venue. With 60% of the original building destroyed in a fire, Paul Denney did not think that there was enough of the building left to necessitate the preservation of it in its present condition. Barbara Wilson requested that a documentary photograph of the building be archived. Motion was made to approve the demolition permit by Paul Denney, seconded by Sue Lancaster. Motion carried 7-0. I T 4. A. C. E. Consideration of and action on the following Certificates of Appropriateness: Northwest corner of Clarksville Street and 6th Street S.E. - Winkleman & Associates (Window materials) The Commission approved at its last meeting various items with the stipulation that a couple of items come back-one being window materials and the other being the canopy signage. Motion was made to approve by Barbara Wilson, seconded by Sue Lancaster. Motion carried 7-0. B. Northwest corner of Clarksville Street and 6th Street S.E. - Winkleman & Associates (Signage) Motion was made to approve by Paul Denney, seconded by Sue Lancaster. Motion carried 7-0. 208 S. Main Street - Pat Crabtree. Pat Crabtree stated that he would like to tear off the add on at the back of the building and add a 10' x 20' masonite room. He plans to eventually put in garage doors to match those on the front of the building. Pat will come back before the Commission with a sketch of proposed changes for a deck on the front of the building. Motion was made to approve by Paul Denney, seconded by Barbara Wilson. Motion carried 7-0. D. 21 S. Plaza - DeAnna Roberts. Lisa Wright read a letter from the Truby's confirming their support of the proposed work by the Roberts and their commitment to historic preservation as owner of the property. Barbara Wilson stated that the mothballing should be subject to a 1 year renewal. Motion to approve the COA was made by Paul Denney, seconded by Sue Lancaster. Motion carried 7-0. (1) Consideration of and action on awarding a facade grant. Motion to award the facade grant was made by Sue Lancaster, seconded by Jerry Richey. Motion carried 7-0. 136 Clarksville Street - Lyn's Food Mart. Alex Pickering with Scott's Custom Signs presented proposed colors for the sign. Paul Denney left the meeting at 12:45 p.m. Motion was made to approve by Jerry Raper, seconded by Becki Norment. Alex Pickering will get with Lisa Wright regarding the colors. Motion carried 7-0. Receipt of report from the Historic Preservation Officer. Lisa Wright handed out the attached report. Jerry Raper requested that the concrete planters be removed. 5. I T 6. Request items from Board for future agendas. Paul Denney requested that the section on blanker panels be revised to specify a permit renewal process. 7. Main 134 1 st Street SW In Status report Building collapsed during heavy rains. Several open windows and doors that allow access by vagrants and the elements Open windows, hanging broken lass We have requested that THC send a structural engineer to look at the building to determine if it's safe for the owners to work at the site to attach boarding and to remove the road barricades. They have not responded, so we will be taking a THC representative to the site tomorrow to show him the extent of the damage and the impact of its continuing to remain unrepaired to emphasize our need for an engineer. We hope this will spur activity on their end. If not, we will be forced to order the owner to board uP, although we will not know if it's Sent courtesy letter requesting owner to secure the windows and doors. Owner has since responded by filing a COA; however, it did not include all the required information. I sent a follow-up letter requesting additional information to place the item on the agenda. Although the owner responded, he still did not include all the necessary information, so I will follow UP with a fill-in blank reQuest to Sent courtesy letter requesting owner to secure the windows and remove hanging lass.
