89-036 ORD PROVIDING CODE OF ORDINANCES BE REVISED BY AMENDING CHAPTER 30 OF SAID CODE ORDINANCE N0. 89-036 AN ORDINANCE OF THE CIT'Y OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE REVISED BY AMENDING CHAPTER 30 OF SAID CUDE; PKOVIDING FOR THE ESTABLISHMENT OF A REINVESTMENT ZONE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWI'TH; AND PROVIDING FOR AN EFFECTIVE DATE OF OCTOBER 2, 1989. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section 1. That Chapter 30 of the Code of Ordinances of the City of Paris, Paris, Texas, be amended so that such shall read as follows: "ARTICLE IV. TAX ABAT'EMENT Sec. 30-50. Reinvestment Zone Number One (a) Reinvestment Zone Number One, City of Paris, Paris, Texas, is hereby created to include the following described property: BEGINNING at a point in the West Boundary Line of the St. Louis-San Francisco Railway Right of Way Line, said point being North 230 East, 610 feet more or less from the Southeast corner of the Campbell Soup Company property, same being the Southeast corner of a 20.987 acre tract of land purchased by Campbell Soup Company from Paris, Texas Industrial Foundation, Inc.; THENCE North 670 West, 340 feet more or less to a line that is 45 feet East of and parallel to the East wall of Campbell Soup Company Office Building L-1; THENCE Northeasterly with said line that is 45 feet East of and parallel with the East wall of Building L-1, 840 feet more or less to a point; THENCE Northwesterly 110 feet more or less to the East wall of Production Building L-4; THENCE Northeasterly with the East wall of Building L-4, 200 feet more or less to a point; THENCE Southeasterly 440 feet more or less to a point in the West Boundary Line of the St. Louis-San Francisco Railway Company Right of Way line; THENCE Southerly alang the West Boundary Line of said railroad right of way line, 1,060 feet more or less to the place of beginning. (b) There is hereby created a Board of Directors for Lone Number One consisting of no more than 13 members as follows: (1) One (1) member appointed by North Lamar Independent School District. (2) One (1) member appointed by Paris Junior College District. (3) One (1) member appointed by Lamar County Commissioners Court. (4) At least four (4) but no more than (10) members to be appointed by the City Council of the City of Paris. (c) A vacancy on the Board is filled for the unexpired term by appointment of the governing body of the taxing unit that appointed the director. (d) A board mernber must be a qualified voter of the City of Paris or be at least 18 years of age and own real property in Zone I. (e) The Chairman of the Board shall be a member of the board and shall be appointed by the City Council of the City of Paris, to serve for a term of one (1) year. Such term begins on January 1 of the year following the appointment. The Board of Directors may elect a Vice Chairman to preside in the absence of the chairman or when there is a vacancy in the office of chairman. The board may elect other officers as it considers appropriate. (f) The board herein provided for shall not be appointed unless the same is required by state law or has duties assigned to it by state law necessary to tax abatement. (g) The zone herein established shall take effect on January 1, 1990, and shall terminate on December 31, 1996. (1) The City Council finds that the improve- ments proposed for the zone are significant, enhance the value of all of the taxable real property in the zone and will be of general benefit to the municipality. (2) The area of the zone herein created meets the requirements of Sections 311.005 and 312.202, Tax Code, Vernon's Texas Codes Annotated." Section 2. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed. Section 3. This ordinance shall become effective on October 2, 1989.
