AN ORDINANCE CONTAINING A HEARINU ON PROPERTIES LOCATED IN
THE CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN
ORDINANCE OF THE CITY COUNCIL FINDING THE MATERIALS REMAINING ON
THE PREMISES TO CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO
LIFE AND PROPERTY AND A HAZARD TO THE LIFE AND WELFARE OF THE
tNHABITANTS OF THE AREA, AND ORDERING SAID RUBBISH, LUMBER AND
REFUSE FROM THE STRUCTURES TG BE TORN DOWN AND REMOVEll FROM THE
PREr1ISES IN ORDER TO ABATE SUCH NUISANCE.
WHEREAS, a public hearing was called to order by the Mayor
af the City of Paris, Eric S. Clifford, on the 13th day of
November, 1989, at 6:00 o'clack P.M., in the Council Room, City
Hall, in the City of Paris, Texas; and,
WHEREAS, the City Council finds that the Building Hazard
Inspection Committee fixed a date for hearing on the resolutions
referred to the Committee by the City Council on the lOth day of
July, 1989, ar.d said Committee fixed said hearing at 10:00
o'clock A.M. on the 20th day of October, 1989, and the hearing
was had thereon. That proper notice was given to the owner or
owners of the structures located at the following addresses:

1100 Block 6th N.E. Street, Lots 1, 2, 3, 4, 5, 6,

That at said hearing the Committee listed the structures involved
and introduced pictures of the various portions of the structures
and various portions of the premises involved and a list of
discrepancies in the structures located thereon. That the
Committee found that each of the above structures was in such
state of deterioration and dilapidation as to create a serious
fire hazard to life and property and that each of said buildings
was dilapidated and was dangerous to life and property and
dangerous structures to life and property. That said buildings
are in such a state of dilapidation and decay that none of said
structures are capable of repair. It is further found that the
condition of the premises and structures involved was such that
the Committee recommended to the City Council that they be
declared a nuisance and that the owners thereof he ordered by the
City Couricil to tear down and remove the same from the lots
involved. That said Committ:ee filed a complete report of its
hearing and its findings with the City Clerk ot the City of Paris
on the 10th day of November, 1989; and,
WHEREAS, the City Council further finds that proper notice
was given ta the owner or owners of the structures hereinafter
listed. That at said hearing on the 20th day of October, 1989,
the Conimittee listed the structures involved and introduced
pictures of the various portions of the structures and various
portions of the premises invo.Lved arid a list of discrepancies in
the structures located thereon. That the Committee found that
each of the hereinafter listed structures was in such state of
deterioration and dilapidatiori as to create a serious fire hazard
to life and property, and that each of said buildings was
dilapidated and dangerous to life and property and dangerous
structures to Iife and propert:y. That the owners of the property
appeared before the Committee and requested time to repair the
structures or the Committee found that the structures could be
repaired. That it was the recommendation of the Committee that
the structures be condemned or repaired and that the respective
owners thereof be given the time to abate said nuisance by repair
or removal as is set out in connection with each of such
addresses, as follows:

complete purchase & submit
plan for repair, remove
hazards immediately
and it is so stated in the report of the Building Hazard
Inspection Committee filed with the City C1erk of the City of
Paris on the lOth day of November, 1989; and,
WHEREAS, the City Council has fully heard and considered the
testimony presented upon the hearing and a complete transcript of
the testimony reported by the Building Hazard Ir.spection
Committee; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section 1. That the structures located at the following
addresses:
902 14th N.E., S.2 Lot l, Blk. 6, Belmont Addition
551 Clement, Lot 21, Block 250
1301 6th N.E., Lot 1, Block 112B
1100 Block 6th N.E. Street, Lots 1, 'L, 3, 4, 5, & 6,
Block l, Hull Addition
401 N.E. 3rd Street, Lot 23, Block 59
1604 North Main, Lot l, Block 3, Fairview Addition
301 3rd S.W. Street, Lot 2, Block 176
1041 Graham, Lot l, Block 46
1120 3rd N.E., Lot 72, Block 3, Washington Heights
are a nuisance, and they are hereby declared a nuisance, in that
they are dangerous to life and property, and that the same
constitute a fire hazard to life and property, and that the
respective owners are hereby ordered to abate such nuisance
within thirty (30) days from the date hereof. The City Clerk is
directed to furnish the owners a copy of this ordinance, in the
event the addresses of said owners are known, and in the event
tlie respective owners refuse to comply with this ordinance, the
City Attorney, T. K. Haynes, is hereby directed to proceed to
enforce this ordinance by the procedure provided for in Article
III of Chapter 7 of the Code o:E Ordinances of the City of Paris.
Section 2. That the structures hereinafter enumerated
are a nuisance, and they are hereby declared a nuisance, in that
they are dangerous to life and property, and that the same
constitute a fire hazard to life and property, and that the
respective owners are hereby ordered to abate such nuisances on
or before the dates set out in connection with the addresses of
each of such structures, as follows:

The City Clerk is directed to furnish the owners a copy of this
ordinance, in the event the addresses of said owners are known,
and in the event the respective owners refuse to comply with this
ardinance, the City Attorney, T. K. Haynes, is hereby directed to
proceed to enforce this ordinance by the procedure provided for
in Article III of Chapter 7 of the Code of Ordinances of the City
of Paris.
