88-018 ORD PROVIDING CODE OF ORDINANCES BE AMENDED BY REVISING SECTIONS 11-13, 11-24, 11-38, 11-39, 11-43 AND 11-73 OF SAID CODE
ORDINANCE N0. 88-018
AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS,
PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE
AMENDEU BY REVISING SECTIONS 11-13, 11-24, 11-38, 11-39,
11-43 and 11-73 OF SAID CODE; PROVIDING FOR A PENALTY NOT TO
EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN
EFFECTIVE DATE OF JUNE 1, 1988.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS:
Section l. That Section 11-13 of the Code of
Ordinances of the City of Paris, Paris, Texas, be amended so
that such shall read as follows:
"Sec. 11-13. Permit and inspection fees.
(a) Before any permit is granted for the
installation, alteration or repair of any elec-
trical wiring, devices or equipment, the person
making application for such permit shall pay to
the city a fee in the amount specified as follows,
which fee shall cover the cost of routine
inspections required by this chapter:
(1) Service-------------------------- $ 10.00
(in addition to the $10.00 service
charge there shall be an additional fee
of 20~ for each outlet, including wall
switches)
(2) Electrical ranges:
Old residences $ 2,00
New residences------------------- 1.00
(3) Hot water heaters:
Old residences------------------- 2.00
P1ew residences------------------- 1.00
(4) Electrical and neon signs-------- 2.00
(5) Electrical Motors:
1/3 hp or less------------------- 0.20
Over 1/3 hp but not exceeding 5 hp 2.00
For each hp in excess of 5 hp .20
(6) Picture Machines----------------- 2,00
(7) Decorative Window Lighting------- 2.00
(8) For inspection of any installation,
device or equipment not specified
above, the electrical inspector shall
charge a fee of $10.00, provided
however, that there shall be no fee for
a permit covering not more than three
(3) wall outlets.
(9) There is hereby established a minimum
electrical permit fee of $10.00, pro-
vided, however that there shall be no
fee for a permit covering not more
than three (3) wall outlets.
(10) Dryers:
Old residences------------------ 2.00
New residences------------------ 1.00
(11) Air conditioning units---------- 2.00

Section 2. That Section 11-24 of the Code of
Ordinances of the City of Paris, Paris, Texas, be amended so
that such shall read as follows:
"Section 11-24. Disposition of fees paid under
chapter.
All fees prescribed and paid pursuant to the
provisions of_ this chapter shall be paid to the direc-
tor of community development and the accumulated daily
amounts thereof shall be by him paid over to the
director of finance for deposit to the account of the
city."
Section 3. That Section 11-38 of the Code of
Ordinances of the City of Paris, Paris, Texas, be amended so
that such shall read as follows:
"Section 11-38. Applicant's bond.
Each applicant for a license under this article
shall execute and deliver to the city clerk for
approval a bond in the sum of one thousand dollars
($1,000.00), with a surety company authorized to do
business in this state, as surety thereon. Such bond
shall be conditioned for the f.aithful completion of all
work entered upon or contracted for in strict
accordance with the terms and requirements cf this
chapter and shall expire a.t midnight on June 30th next
following its issuance."
Section 4. That Section 11-39 of the Code of
Ordinances of the City of Paris, Paris, Texas, be amended so
that such shall read as fallows:
"Sec. 11-39. Fees.
The fees for an initial electrical contractor's
license shall be one hundred fifty dollars ($150.00).
The annual fee for the renewal of such license, within
the time prescribed by section 11-42, shall be fifty
dollars ($50.00)."
Section 5. That Section 11-43 of the Code of
Ordinances of the City of Paris, Paris, Texas, be amended so
that such shall read as follows:
"Sec. 11-43. Suspension or revocation.
Upon presentation to the director of community
development of charges that the holder of any license
issued under this article has allowed his bond to
expire, fails to pay any fees required herein or has
wilfully or consistently violated any provision of this
chapter, or is incompetent to comply with such
provisions, or that such holder has been found guilty
of violating this chapter, the director of community
development shall fix a time and place of a meeting of
the electrical board to consider such charges and shall
notify such licensee to be present at such meeting.
Such notification shall be in writing and shall be
delivered to such licensee at least five (5) days prior
to such meeting. Upon hearing such charges, the
electrical board shall, by written opinion, determine
whether or not such charges are justified, and in the
event of an affirmative finding, the license of such
holder shall be revoked or suspended by the board for a
period of not less than thirty (30) days and not more
than two (2) years."
Section 6. That Section 11-73 of the Code of
Ordinances of the City of Paris, Paris, Texas, be amended so
that such shall read as follows:
"Section 11-73. National Electrical Code, 1987 Edition
Adopted.
For the purpose of practical safeguarding of
persons and of buildings and their contents from
hazards arising from the use of electricity for light,
heat, power, radio, signalling and for other purposes,
that certain electrical code known as the National
Electrical Code, 1987 Edition, published by the
National Fire Protection Association, is hereby adopted
as the minimum standards for the City of Paris, Paris,
Texas, save and except such portions as are deleted,
modified or amended. by this article, and the same is
hereby adopted and incorporated as fully as if set out
at length herein. A copy of such code has been and is
now on f ile in the of_fice of the city clerk, and the
provisions thereof shall be controlling in the instal-
lation of all electrical wiring, devices and equipment
within the corporate limits of the City of Paris."
Section 7. Any person violating any of the
provisions of this ordinance shall be guilty of a Misde-
meanor, and upon conviction shall be fined in any sum not to
exceed $2,000.00, and each and every day's continuance of
any violation of the above enumerated section shall
constitute and be deemed a separate offense.
Section 8. All ordinances or parts of ordinances in
conflict herewith are hereby expressly repealed.
Section 9. This ordinance shall become effective on
June 1, 1988.
