03-B Historic Pres 10-24-05.wpd MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1ST STREET S.E. PARIS, TEXAS MONDAY, OCTOBER 24, 2005 4:00 0'CLOCK P.M. 1.The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. The following members were present: Barbara Wilson Jerry Raper Paul Denney Claudia Hunt Ann Rogers, Secretary The following members were absent: Alternates: Becki Norment Brian Wear Also present were Lisa Wright, Historic Preservation Officer. A. Election of Officers: A. - Motion to elect Arvin Starrett was made by Paul Chairman Denney, seconded by Barbara Wilson. Motion carried 5-0. B. - Motion to elect Barbara Wilson was made by Vice Chairman Paul Denney, seconded by Jerry Raper. Motion carried 5-0. C. - Motion to elect Ann Rogers was made by Paul Secretary Denney, seconded by Jerry Raper. Motion carried 5-0. 2.Motion to approve the minutes as Approve minutes from previous meetings. presented from the September 14, 2005 and September 26, 2005, meetings was made by Barbara Wilson, seconded by Claudia Hunt. Motion carried 5-0. 3. Consideration of and action on the following Certificates of Appropriateness: A.. Motion to recuse Barbara Wilson was made 230 S. Main - HW Group by Paul Denney, seconded by Claudia Hunt. Motion carried 4-0. Barbara Wilson stated that the storefront of the previous car dealership needs camouflaging. Texas Historic Commission submitted suggestions. There is no construction involved except replacing blanker panels. It was suggested that they add a canopy. The panels are faux painted panels. Ann Rogers joined the meeting. Motion was made to approve the COA by Claudia Hunt, seconded by Jerry Raper. Motion carried 5-0. Motion for Barbara Wilson to return to the meeting was made by Claudia Hunt, seconded by Paul Denney. Motion carried 5-0. B.Paul McClain stated that the sign will be 134 S. Main - Paul McClain. placed under the canopy above the door. Motion was made to approve the COA, with the two-sided sign hung perpendicular to the building, by Paul Denney, seconded by Barbara Wilson. Motion carried 6-0. C.Chantu Chan stated that the gates 60 W. Washington - Sokhem Chan. would be basically the same as the Capri Apartments with lights and a metal fence. The gates will be placed at 6 entrances. Motion was made to approve the COA using black rails and white shutters by Paul Denney, seconded by Jerry Raper. Motion carried 6-0. D. 101 Grand Avenue - Brenda Smyers by Mary Clark, Designated Agent. The building was donated to Paris Living but has now been sold to the owners of the antique store; however, one condition of the sale was for a plaque to be placed on the outside of the building. The 8 x 10 plaque is to be placed on the western edge of the building. Motion to approve the COA was made by Barbara Wilson, seconded by Jerry Raper. Motion carried 6-0. 4. Ratify and confirm a recommendation to the Planning & Zoning Commission and the City Council to establish an Historic Overlay District No. 13 (HD-13) (Downtown Historic District No. 2) on part of Lot 1, Block A of the Paris CVS Motion was made to approve Addition, being number 561 Clarksville Street. by Paul Denney, seconded by Jerry Raper. Motion carried 6-0. A. Consideration of and action on recommending approval of a request Motion was made to approve for tax exemption from CVS Corporation. by Barbara Wilson, seconded by Jerry Raper. Motion carried 6-0. ~~~~~ CONSENT AGENDA ~~~~~ 5. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 260 S. Main B. 347 Bonham C. 515 E. Neagle D. 526 E. Neagle E. 900 block of Clement Road F. 751 Clement Road Items A and B were pulled for separate consideration. Motion was made by Sue Lancaster, seconded by Jerry Raper for Items C through F to be referred to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 6-0. 5.A. Lisa Wright received a letter from the owner basically 260 S. Main. stating that he intends to do nothing, stating that the materials enclosed were those used the last time and that he has no money to do anything. Ms. Wright stated that the next step is to take him to Building and Standards Commission where they can order a board up. Motion was made by Barbara Wilson, seconded by Paul Denney to refer to Building and Standards Commission for a board up of the property. Motion carried 6-0. 5.B. Lisa Wright presented photographs of the building with 347 Bonham. gaping holes in the roof and said she was seeking a repair only. Motion was made by Barbara Wilson, seconded by Arvin Starrett for the structure to be referred to the Building and Standards Commission for repairs to be ordered. Motion carried 6-0. ~~~~~ END CONSENT AGENDA ~~~~~ 6. Consideration of and action on possible amendments to Section II.A.4. of the Lisa Downtown Design Guidelines relating to permits for “mothballing.” Wright presented to the Commission wording for permits regarding “mothballing”. Motion was made to approve by Paul Denney, seconded by Barbara Wilson. Motion carried 6-0. 7.The HPO handed out Receipt of report from the Historic Preservation Officer. the attached report. She also presented a memo from the Legal Department regarding information on the Brown lawsuit. She reported that the owner has boarded up the building at 301 Bonham Street, but unless a repair plan is submitted soon, then the building will come forward to be sent to BSC. She also told the Commission she expected to see three marquee signs in the District coming down within the next couple of weeks. 8.The HPO advised she would Request items from Board for future agendas. put items on the agenda to address canopies in the downtown area. Chairman Starrett reminded the Commission that the Preservation Visionary Award will be presented at the Chamber Banquet on October 25.
