AN ORDINANCE SETTING A DATE, TIME AND PLACE FOR PUBLIC
HEARIrrGS BEFORE THE PLANNING AND ZONING COMMISSIOPI OF THE
CITY OF PARIS AND THE CITY COUNCIL OF THE CITY OF PARIS ON
THE PROPOSED ANNEXATION OF CERTAIPI PROPERTY BY THE CITY OF
PARIS, PARIS, TEXAS, AND APPROPRIATE 7.014ING UPON ANPIEXATION,
AND AUTHORIZIrIG AND DIRECTING THE MAYOR TO PUBLISH NOTICE OF
SUCH PUBLIC HEARINGS.
BE IT ORDAINED BY TIiE CITY COUNCIL OF THE CITY OF
PARIS:
Section 1. That public hearings be held by and
before the Planning and Zoning commission of the City of
Paris, Paris, Texas, on the Sth day of March, 1984, at 7:00
o' clock p.r.z. in the Council Room, Cit_y Hall, Paris, Texas ;
and by and before the City Council of_ the City of Paris,
Paris, Texas, in Regular Session convened on the 8th day of
March , 1984, at 5:15 o'clock p.m., in the Ceuncil Room,
City Hall, Paris, Texas, giving all interested persons the
right to appear and be heard on the proposed annexation and
appropriate zoning upon annexation of the following
described property:
Situated within the Corporate Limits of the
City of Paris, County of Lamar, and State of
Texas, a part of the Reddin Russell Survey, and
beirg all of a 4.113 acre tract of land conveyed
Paris, Texas Industrial Foundation, Inc. by deed
recorded in Vol. 430, Page 437, also being a part
of a 87.56 acre tract of land conveyed Paris,
Texas Industrial Foundation, Inc. by deed recorded
in Vol. 430, Page 337 of the Deed Records of said
County and State.
BEGINNING at a concretP marker for corner at
the Northwest corner of said 87.56 acre tract of
land;
THENCE along the East Boundary Line of 19th
N. W. as follows: South 7 Deg. W'est a distance of
285 feet.; South a distance af 799 feet.; South
45 Degrees East a distance of 28 feet to a stake
for corner;
THENCE along the North Boundary Line of
Center Street a.s follows: South 89 Deg. 20 Min
East a distance of 2653 feet., South 86 Deg. East
a distance of 296 feet to a stake for corner, said
point being 25 feet North of the Southeast corner
of said 87.56 acre tract of land;
THENCE North a distance of 818 feet to a
stake for corner;
THENCE East a distance of 11 feet to a stake
for corner;
THENCE North a distance of 65 feet to a stake
for corner;
THENCE South 88 Deg. West a distance of 185
feet to a stake for carner;
THENCE South 78 Deg. 30 Min. West a distance
of 410 feet to a stake for corner;
THENCE North 87 Deg. 30 rlin. West a distance
of 224 feet to a stake for corner;
THENCE North 8 Deg. West a distance of 43
feet to a stake for corner;
?'HENCE North Bl Deg. West a distance of 255
feet to a stake for corner;
THENCE North 4 Deg. 10 Min. East a distance
of 783 feet to a stake for corner at the Southeast
corner ot sa_id 4.113 acre tract of land;
THENCE North I Deg. 35 Min. West a distance
of 374 feet to a stake for corner at the Northeast
corner of said 4.113 acre tract of land;
THENCE along the South Boundary Line of Loop
Highway 286 as follows: South 68 Deg. West a
distance of 35.4 feet; South 72 Deg. West u
distance of 148 feet; South 67 Deg. West a dis-
tance of 400 feet; South 59 Deg. West a distance
of 101 feet; South 67 Deg. West a distance of 191
feet; South a distance of 43 feet; North 88 Deg.
G1est a distance of 104 feet; South 67 Deg. West a
distance of 538 feet; South 58 Deg. West a dis-
tance of 611 feet to the place of beginning and
continuing 90.62 acre of land.
Section 2. That the Mayor of the City of Paris,
Paris, Texas, is hereby authorized and directed to cause
notice of such public hearings to be published once in the
newspaper having general circulation in the City and in the
above described territory not more that twenty (20) days nor
less than ten (10) days pr.ior to the date of such public
hearings, all in accordance with the Municipal Annexation
Act (Chapter 160, Acts of the 58th Legislature, Regular
Session, 1963; compiled a.s Article 970a, Vernon's Texas
Civil Statutes).
Section 3. It is hereby declared to be the inten-
tion of the City Council of the City of Paris that the
sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sen-
tence, paragraph or section of this ordinance shall be
dFClared unconstitutional or invalid by the valid judgment
or decree of any court of competent jurisdiction, such
unconstitutionality or invalidity shall r_ot affect any of
the remaining phrases, clauses, sentences, paragraphs and
section s of" this ordinance, since the same would have been
enacted by the city Council without the incorporation in
this ordinance of any unconstitutional or invalid phrases,
clauses, sentences, paragraphs or sections. It is further
hereby declared to be the intention of the City Council of
the City of Paris to exclude ar.y 2.rea or areas described in
the description of the property to be annexed, which are not
within said City's jurisdiction to annex and that such area
or areas should be carved out of the description of the
property hereir_ described by the valid judgment or decree of
any court of competent jurisdiction, in order that such area
or areas would not cause this annexation ordinance to be
found to be invalid, voidable or void.
Section 4. This ordinance shall take effect
ir_mmediately upon passage.
