2533 ORD SETTING DATE, TIME AND PLACE FOR PUBLIC HEARINGS BEFORE P&Z COMMISSION OF COP AND CITY COUNCIL ORDINANCE NO. 2533 A N ORDINA NCE SE?TING A DA TE, TIME A ND P LA CE FOR PUBLIC HEARINGS BEFORE THE PLANNING AND ZONING COMMISSION OF THE CITY OF PARIS AND THE CITY COUNCIL OF THE CITY OF PARIS ON THE PROPOSED ANNEXATION OF CERTAIN PROPERTY BY THE CITY OF PARIS, PARIS, TEXAS, AND APPROPRIATE ZONING UPON ANNEXATION, AND AUTHORIZING A ND DIRECTING THE MAYOR TO PUBLISH NOTICE OF SUCH PUB - LIC HEARINGS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PA R IS: Section 1. That public hearings be held by and before the Planning and Zoning Commission of the City of Paris, Paris, Texas, on the 3rd day of November, 1980, at 7:00 o'clock P. M. , in the Council Room, City Hall, Paris, Texas, and by and before the City Council of the City of Paris, Paris, Texas, on the lOth day of November, 1980, at 7:00 o'clock P. M. , in the Council Room, City Hall, Paris, Texas, giving all interested persons the right to appear and be heard on the proposed annexation and appropriate zoning upon annexation of the following described property: Situated in the County of Lamar and State of Texas, a part of the Enoch Crow and the Joseph Leach Surveys, and being more particularly described as follows: BEGINNING at a point in the present city limit line of the City of Paris, said point being in the South Boundary Line of Pine Mill Road and being at the point of inter- section of a line that is 600 feet East of and parallel to the center line of the outside lane of Loop 286 N. E. ; THENCE in a Southerly direction with said city limit line and the line which is 600 feet East of and parallel to the center line of the outside lane oF Loop 286 N. E. approximately 1, 520 feet to the North Right-of-Way line of U. S. Highway 82 East; THENCE in an Easterly direction with said North Right-of-Way line approximately 2, 015 feet to the center of a creek which flows South; THENCE in a Northerly and Northwesterly direction with the meanders of the center of said creek approximately 2, 100 feet to the North property line of a tract of land conveyed to Roy L. Williamson by G. L. Skidmore by deed recorded in Book 492, Page 53, Deed Records, Lamar County, Texas; THENCE South 89 Deg. 57 Min. West to the South Boundary Line of Pine Mill Road, the same being the present city limit line of the City of Paris; THENCE Westerly with said 5outh Boundary Line oE Pine Mill Road approximately 1, 500 feet to the place of beginning and containing 74.5 acres, more or less. Section 2. That the Mayor of the City of Paris, Paris, Texas, is hereby authorized and directed to cause notice of such public hearings to be published once in the newspaper having general circu- lation in the City and in the above described territory not more than twenty (20) days nor less than ten (10) days prior to the date of such public hearings, all in accordance with the Municipal Annexation Act (Chapter 160, Acts of the 58th Legislature, Regular Session, 1963; compiled as Article 970a, Vernon's Texas Civil Statutes). Section 3. It is hereby declared to be the intention of the City Council of the City of Paris that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional or invalid by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any unconstitutional or invalid phrases, clauses, sentences, paragraphs or sections. It is further hereby declared to be the intent.ion of the City Council of the City of Paris to exclude any area or areas described in the description of the property to be annexed, which are not within said City's jurisdiction to annex and that such area or areas should be carved out of the description of the property herein described by the valid judgment or decree of any court of competent jurisdiction, in order that such area or areas would not cause this annexation ordinance to be found to be invalid, voidable or void.
