AN ORDINANCE PROVIDING FOR THE EXTENSION OF CER -
TA IN BOUNDA RY L IMITS OF THE CITY OF PA R IS, PA R IS, TEXA S,
AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF
25.871 ACRES, MORE OR LESS, WHICH IS LESS ?HAN TEN PER
CENT (10%) OF THE TERRITORY INCLUDED WITHIN ITS PRESENT
CITY LIMITS, WHICH SAID TERRITORY LIES ADJACENT TO AND
ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF PARIS,
PARIS, TEXAS, AND PROVIDING ZONING FOR SAID TERRITORY.
WHEREAS, a public hearing before the City Council of the
City of Paris, Paris, Texas, where all interested persons were pro-
vided with an opportunity to be heard on the proposed annexation of
the following described property:
Situated in Lamar County, Texas, being a part of the
Joseph Ames Survey and being a part of the Old Municipal
Airport of the City of Paris, Texas, and being a part of the
land described as the First Tract in the deed from the City
of Paris, Texas, to the Paris, Texas Industrial Foundation
recorded in Book 441, Page 72 of the Deed Records of Lamar
County, Texas, and being more particularly described as
follows:
BEGINNING at a concrete marker located in the SBL
of F. M. Road 79, which marker is located at the NEC of
the tract of land conveyed to the City of Paris by Pearle C. Baldwin et al of record in Book 260, Page 277, of the Deed
Records of Lamar County, Texas, and being in the present
City Limit Line;
THENCE N 79° 39' W a distance of l, 687. 21 feet
along the SBL of said F. M. Road 79 to an iron pin for a
corner; said pin being 101. 38 feet S 79-39 E of the NWC
of the said Baldwin to City of Paris tract. This corner
also being the NEC of a 5 acre tract owned by Earl
Leonard;
THENCE S 00 °-52' W parallel to and 100 feet East of
the EBL of said Earl Leonard tract a distance of 1200. 44
feet to an iron pin in the NBL of Loop Highway 286, said
iron pin being in the present City Limit Line;
THENCE N 66°-51' E along the NBL of Loop Highway
286 and the present City Limit Line a distance of 1316. 43
feet to an iron pin;
THENCE N 57-40 E a distance of 570.30 feet along
the NBL of Loop Highway 286 and the present City Limit
Line, to a concrete marker at the intersection of said
Loop 286 and F. M. Road 79, or 19th N. W. Street. Said
corner being the most easterly southeast corner of the
Baldwin to the City of Paris tract;
THENCE N 11-15 W continuing with the present City
Limit Line, a distance of 75.30 feet along the WBL of
F. M. Road 79 and 19th N. W. Street to a concrete marker
and the place of beginning, and containing 25. 871 acres of
land, more or less.
was held at Paris, Texas, on the 14th day of August, 1978, which date
is not more than twenty nor less than ten days prior to the institution
of annexation proceedings; and,
WHEREAS, notice of such public hearing was published in a
newspaper having general circulation in the City of Paris, Texas,
and in the above described territory, on the 28th day of July, 1978,
which date is not more than twenty nor less than ten days prior to
the date of such public hearing; and,
WHEREAS, the total corporate area of the City of Paris,
Paris, 7'exas, on the first day of January, 1978, was 14, 000. 129
acres; and,
WHEREAS, the population of the City of Paris, Paris, Texas,
is in excess of 5, 000 and less than 25, 000 inhabitants; and,
WHEREAS, the above described territory lies within the ex-
traterritorial jurisdiction of the City of Paris, Paris, Texas; and,
WHEREAS, the above described territory lies adjacent to
and adjoins the City of Paris, Paris, Texas; and,
WHEREAS, the above described territory contains 25.871
acres, more or less, which when added to other property annexed
in the year 1978 is less than ten per cent (10%) of the present
acreage contained in the corporate limits of the City of Paris,
Texas; and,
WHEREAS, the above described property should be properly
zoned as of the date of annexation; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PA R IS:
Section 1. The following described land and territory lying
adjacent to and adjoining the City of Paris, Paris, Texas, is hereby
added and annexed to the City of Paris, Paris, Texas, and said
territory hereinafter described shall hereafter be included within
the boundary limits of the City of Paris, Texas, and the present
boundary limits of said city, at the various points contiguous to the
area hereinafter described, are altered and amended so as to in-
clude said area within the corporate limits of the City of Paris,
Texas, to-wit:

land, more or less.
Section 2. The above described territory and area so
annexed shall be a part of the City of Paris, Texas, and the property
so added hereby shall bear its pro rata part of the taxes levied by
the City of Paris, Paris, Texas, and the inhabitants thereof shall be
entitled to all of the rights and privileges of all the citizens and
shall be bound by the acts, ordinances, resolutions and regulations
of the City of Paris, Par.is, Texas.
Section 3. The above described territory is hereby zoned
Light Industrial District (LI) upon annexation as provided for in
Zoning Ordinance No. 1710 of the City of Paris, Paris, Texas.
Section 4. It is hereby declared to be the intention of the
City Council of the City of Paris that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable,
and if any phrase, clause, sentence, paragraph or section of this
ordinance shall be declared unconstitutional or invalid by the valid
judgment or decree of any court of competent jurisdiction, such
unconstitutionality or invalidity shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this or-
dinance, since the same would have been enacted by the City Council
without the incorporation in this ordinance of any unconstitutional or
invalid phrases, clauses, sentences, paragraphs or sections. It is
further hereby declared to be the intention of the City Council of the
City of Paris to exclude any area or areas described in the de-
scription of the property to be annexed, which are not within said
City's jurisdiction to annex and that such area or areas should be
carved out of the description of the property herein described by
the valid judgment or decree of any court of competent jurisdiction,
in order that such area or areas would not cause this annexation
ordinance to be found to be invalid, voidable or void.
Section 5. This ordinance shall be published and passed in
the manner provided .in Article II, Section 7, of the Charter of the
City of Paris, Paris, Texas.
