1.Call meeting to order and invocation.
2.Receipt of reports from committees, boards, and commissions:
A.Airport Advisory Board. (February 5, 2001; February 21, 2001)
(1)Consideration of and action on directions to staff regarding the
following items related to Cox Field Airport:
(a)Study and make recommendations regarding a policy for
private hangers at Cox Field Airport.
(b)Review possible funding sources for the following
improvements to the Airport:
(i)Security system.
(ii)Self-service fuel pump.
(c)Study and make recommendations regarding expansion of
the membership of the Airport Advisory Board.
(d)Study of and follow-up on the recommendations of the
Airport Advisory Board regarding the current fees for T-
Hangar rentals and other possible fees.

3.Consideration of and action on the request of Brownstone Development for
reimbursement for street sizing of the entrance to the Hills Subdivision.
4.Public hearing regarding adoption of an ordinance adopting Article III to
Chapter 21 of the Code of Ordinances of the City of Paris entitled “Curfew
Ordinance for Children.”
5.Consideration of and action on the following ordinances:
A.Amending the Code of Ordinances of the City of Paris to add a new
Article XI to Chapter Two, codifying the provisions of prior Ordinance
No. 873, as amended, which provided for the creation of a municipal
band and established a Band Commission.
B.Suspending for ninety (90) days the proposed effective date of
proposed rate schedules filed by TXU Gas Distribution (f.k.a. TXU Lone
Star Gas), and providing that the rate schedules of said Company shall
remain unchanged during the period of suspension.
6.Consideration of and action on the following resolutions:
A.Approving and authorizing the execution of a Tax Resale Deed for Lot
9, City Block 176, being number 431 3rd Street S.W.
B.Awarding a lease on property located on part of Lots 6 and 7, City
Block 251A, being number 1231 N. Main Street and authorizing the
execution of a lease for said property.
C.Accepting the donation for gift of a historical bridge structure by the
Lamar County Commissioner's Court for inclusion in Heritage Park.
D.Approving Articles of Incorporation and Bylaws of Cities Aggregation
Power Project, Inc. (CAPP), accepting membership in said Corporation,
appointing a representative to serve on behalf of the City of Paris, and
approving payment of an initial membership fee.
E.Authorizing the execution of an easement and right-of-way to TXU
Electric Company for improved electric service at the historic Paris
Santa Fe Frisco Railroad Depot.
F.Approving and authorizing the execution of a lease agreement with
Jimmy D. Smyers for the lease of Hangar H at Cox Field Airport.

G.Supporting the efforts of the Fannin Rural Rail Transportation District
to continue rail operations and transportation services along feeder
tracks within Lamar County and Paris, Texas.
H.Appointing members to the Band Commission.
I.Authorizing an application to be made to the Texas Parks and Wildlife
Department for a Texas Recreation and Parks Account (TRPA) Small
Program Grant in the amount of $50,000.00, being approximately 50%
of the estimated cost of the Heritage Park project, said total cost being
$100,000.00, with the City of Paris providing $50,000.00 to include in-
kind services, private donations, and funds, which matching share for
this application is already available at this time.
J.Approving and authorizing an Interlocal Contract pursuant to Chapter
791 of the Texas Government Code by and between the City and the
County of Lamar for repair of a road leading to the City’s pump station
and intake structure at Pat Mayse Lake.
