A N ORDINA N CE OF THE CITY OF PA R IS, PA R IS, TEXA S,
PROVIDING THAT THE CODE OF ORDINANCES OF THE CITY
OF PARIS BE AMENDED BY REVISING SECTION 24-1 TO ADOPT
1977 TEXAS MUNICIPAL LEAGUE PLUMBING CODE, WITH
AMENDMENTS; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR
AN EFFECTIVE DATE OF MARCH 1, 1979.
BE IT ORDA INED BY THE CITY COUNCIL OF THE CITY
OF PA R IS:
Section l. That Section 24 -1 of the Code of Ordinances of
the City of Paris be amended so that such shall read as follows:
"Sec. 24-1. Plumbing Code adopted as amended;
short title.
(a) The short title of this ordinance shall be
1979 Plumbing Code for the City of Paris, Paris,
Texas.
(b) The 1977 Texas Municipal League's
recommended plumbing code shall provide for
the protection and preservation of life and
of the public health, safety, property and
the general welfare of the people, with provi -
sions relating to the installation, alteration or
repair of pipes, fittings and fixtures for water,
sewer and natural gas in all buildings and
structures and on all property now erected or
to be erected, changed, constructed, recon-
structed, repaired or altered in the City of
Paris, Texas, and outside the City of Paris,
if same be connected to either the city water
or sewerage systems, and further regulating
the construction, erection, enlargement, altera -
tion or repair of all piping, fittings, fixtures,
etc. used for the conduction of water, sewage
and natural gas in or on and about any and all
premises in the City of Paris and outside the
boundaries of the City of Paris, if same be
connected to either the city water or sewerage
systems, with the following amendments
thereto:
(1) Paragraph 1. 1 shall be changed to read as follows:
"This ordinance shall be known as the 1979
Plumbing Code for the City of Paris, Paris, Texas,
and may be cited as such. "
(2) Paragraph 2. 1 shall be completed by inserting
"Paris" in the four blanks therein.
(3) Paragraph 3. 1 shall be completed by inserting
"Paris" in the two blanks therein.
(4) Paragraph 3. 2 shall be completed by inserting
"Paris" in the blank contained therein.
(5) In Paragraph 7. 1 in the second sentence, the
word "mayor" is deleted, and "city manager" is in-
serted in its place.
(6) Paragraph 8. 1 shall be deleted and the
following shall be inserted.
"8. 1 CREA TION OF PLUMBING APPEA LS
AND ADVISORY BOARD: There is hereby created
a plumbing appeals and advisory board consisting
of the members of the building commission of the
City of Paris, Paris, Texas. (Res. No. 1342,
12 -8 -69)"
(7) Paragraphs 8. 1. 2, 8. l. 3 and 8, l. 4 shall be
deleted.
(8) Paragraph 9. l. 5(2) shall be changed to read
as follows:
"Any property owner for plumbing work to be
done by him in a building owned and occupied by
him as his home. "
(9) In Paragraph 9. 2. 2 the fee for re-inspection
shall be changed from $2. 00 to $10. 00 and there shall
be added immediately thereafter the following:
"That the above table of fees shall apply in
the event that application for permit is made
prior to the beginning of any plumbing work re-
quiring a permit. That in the event any plumbing
work requiring a permit is commenced without
having procured a permit, as provided herein,
then there shall be a fee, in addition to the above
table of fees, of $20. 00 per day for each day de-
layed in procuring said permit. "
(10) Paragraph 9. 3. 5 shall have added thereto the
following:
"In place of 10 inches of inercury column, 10
pounds per square inch gauge pressure may be
used as registered with an approved pressure
gauge having not greater than 1 pound measure -
ment divisions. "
(11) Paragraph 9. 3. 9(2) shall have added thereto
the following:
"In place of 10 inches of inercury column, 10
pounds per square inch gauge pressure may be
used as registered with an approved pressure
gauge having not greater than 1 pound measure -
ment divisions. "
(12) Paragraph 12. l.. 4 shall have deleted there-
from the first X to the right of Bituminized Sewer
Pipe; the last two X's to the right of Wrought-Iron
Pipe Galvanized; the last two X's to the right of
Malleable Iron Fittings Galvanized; the last two
X's to the right of Brass Pipe I. P. S. & Screwed
Fittings; the last two X's to the right of Copper
Pipe I. P. S. ; the last X to the right of Copper
Water Tube (Type K or L, Soft) & Wrought Copper
Fittings; the last X to the right of Soldered Joint
Fittings - Copper, Brass & Bronze; the last two
X's to the right of Copper Tube, Type L Hard, and
the last two X's to the right of Copper Tube, Type
I< Hard.
(13) Paragraph 13. 2. 6 shall be deleted.
(14) Paragraph 13. 2. 7 shall be deleted.
(15) Paragraphs 13. 2. 14 and 13. 2. 15 shall be added
immediately after Paragraph 13. 2. 13 as follows:
"13. 2. 14 Clay Pipe Joint: Clay pipe joints
shall be premolded and must meet the require -
ments of ASTM C425-64.
13. 2. 15 Concrete Sewer Pipe Joints:
Concrete sewer pipe joints must contain rubber
gaskets meeting A STM C443 requirements. "
(16) Paragraph 15. 1. la, shall be changed by
changing the second paragraph to read as follows:
"Concrete grease traps shall be equipped
with cast iron fittings and shall be sized as
follows:"
(17) Paragraph 19. 4. 3 shall be changed to read as
follows:
"19.4.3 Inaccessible Pipes: Inaccessible
water piping in or under floor slabs shall be
minimum weight Type L, or better, copper
tubing for residential construction and minimum
weight of Type I<, or better, copper tubing for
commercial installation. Copper piping shall be
continuous through the floor, having no fittings
or joints betow the surface of the floor. "
(18) Paragraph 19. 4. 5 shall be deleted.
(19) Paragraph 19. 4. 9 shall be changed by adding
under Type of Fixture or Devise and Minimum Pipe
Size and immediately after Wall Hydrant 1/2, the
following:
"Water Heater 3 /4"
(20) Paragraph 19. 4. 12 shall be changed to read as
follow s :
"19. 4. 12 Water Supply Control: An approved
stop and waste shut-off valve shall be installed in
the water service pipe on the property side of the
meter, adjacent to the City Meter Box. Said valve •
shall be enclosed in a plastic valve box with a
removable cover equipped with a cut off key. There
shall be a six (6) foot minimum separation of the
valve from any sewer clean out plug. "
(21) In Paragraph 22. 2. 1 the first sentence thereof
shall be changed to read as follows:
"All pipe used for the installation, extension,
alteration, or repair of any gas piping shall be
new, standard-weight black steel, polyethylene
or tin lined copper, free from splits, internal
obstruction or other defects. "
(22) In Paragraph 22. 2. 2 the second sentence of the
first paragraph shall be changed to read as follows:
"Polyethylene tubing shall be manufactured in
accordance with requirements for PE 3306 tubing
or equivalent in Specifications for Plastic Gas
Pressure Tubing, Pipe and Fittings. "
and the third paragraph shall be changed to read as follows:
"The tubing shall be homogeneous throughout
and free of visible cracks, holes, foreign inclusions
or other defects. It shall also be uniform in color,
opacity, density and other physical properties. This
material shall be connected together by use of flared
fittings or compression fittings and screwed connec-
tions and be installed in accordance with manufacturer's
recommendations. Polyethylene pipe shall not be
flared, threaded or extended above ground level. "
(23) Paragraph 22. 2. 3 shall be changed to read as
follows:
"22. 2.3 Underground Service Lines:
Service lines underground shall be polyethylene
pipe and fittings conforming to A. S. T. M.
D-2513-57 and C. S. 255-63 or black steel
protected against soil corrosion with an ap-
proved type protective coating and sacrificial
anode and shall be installed according to
manufacturer's recommendations. Field
wrapping shall be limited to short sections
stripped for threading and fittings.
Polyethylene pipe shall be installed with an
electrically conductive tracer wire and shall
not extend above ground level. Customer
portion of underground service pipe connected
to high pressure gas shall not be less than 3/4
inch in size and those connected to low pressure
gas shall not be less than 1-1/4 inch in size,
provided size is sufficient for capacity require -
ments. Metal casing may be used in lieu of
tracer wire. "
(24) Paragraph 22. 2. 4 shall have added thereto the
following:
"Polyethylene pipe 3/4 inch and larger may be
connected to the same grade and specification
material by an approved heat fusion method. "
(25) Paragraph 22. 2. 5 shall be changed to read as
follows:
"22. 2. 5 Approved Stop and Hose Cocks:
All stop cocks and hose cocks used in connection
with gas house piping shall be of a type designed
and approved for use with natural gas. Fittings
3 inches and smaller shall be of black malleable
iron but cast -iron fittings may be used in sizes
above 3 inches. An approved type plug valve
shall be installed in the meter loop on the street
side or at the house riser where the meter is
located at the curb or property line. "
(26) Paragraph 22. 2. 6 shall be changed to read as
follows:
"22. 2. 6 Bushings: Bushings shall not be
used. "
(27) Paragraph 22. 2. 8 shall be changed to read as
follows:
"22.2.8 Insulated Connections: All
connections between ferrous and non-ferrous
piping except appliance connections and be -
tween above ground and below ground steel
piping shall be made by the use of dielectric
couplings or unions. "
(28) Paragraph 22. 2. 9 shall be changed by adding
to the end of said paragraph the following sentence:
"Polyethylene pipe shall terminate underground
at meter locations with 1 inch or larger ap-
proved riser bends and support posts. "
(29) Paragraph 22. 2. 10 shall be deleted.
(30) Paragraph 22. 2.11 shall be changed to read as
follows:
"22.2. 11 House Piping First Opening:
House piping shall be no less than 1 inch in
size from the meter to the first opening,
provided the meter sets at the building and
no less than 1-1/4 inch when the meter is
located at the curb or property line, provided
the size is sufficient for capacity requirements. "
(31) Paragraph 22. 2. 13 shall be changed to read as
follows:
"22. 2. 13 Underground House Pipe: When it
is necessary that a house pipe be laid under-
ground, the underground black steel portion in-
cluding joints and risers shall be protected
against soil corrosion with an approved type pro-
tective coating sacriticial anode or polyethylene
with tracer wire. Polyethylene pipe shall not
extend above ground level or under any buildings
or into any building or other structure. Metal
casing may be used in lieu of tracer wire. "
(32) Paragraph 22. 2. 15 shall have added thereto the
following:
"Polyethylene pipe shall be installed underground
on undisturbed or well compacted soil. Bed
polyethylene pipe in sand or suitable existing
backfill, free of rocks or other objects which
would damage the piping. Underground custo-
mer piping shall be buried a minimum of 12
inches with depth increased to 18 inches at
connection point with the Gas Company -owned
service. "
(33) Paragraph 22. 2. 17 shall be changed to read as
follows:
"22. 2. 17 Joint Compound: Manufacturer's
specified joint compounds shall be used sparingly
and applied only to the male threads in making
up joints on house piping. "
(34) Paragraph 22. 2. 20 shall be added immediately
after Paragraph 22. 2. 19 as follows:
"22.2.20 Gas Company Regulations: No
person, Eirm or coraoration other than Gas
Company employees or agents shall connect or
disconnect customer-owned piping to or from
Gas Company-owned lines. The Gas Company
shall decide and designate in every case the
type of gas meter to be set, where the meter
shall be located, and the point at which the
customer-owned piping shall be connected to
the Gas Company -owned lines. The plumber
shall first ascertain this information from the
Gas Company before installing a proper meter
loop or extending the customer -owned piping to
the point of connection. "
(35) In Paragraph 22. 6. 1 Subparagraph C shall be
deleted, and Subparagraph B shall be changed to read
as follows:
"B. Where appliances are installed in a
confined space within a building of unusually
tight construction, air for combustion and ven-
tilation must be obtained from outdoors or from
spaces freely communicating with the outdoors.
(Crawl space, attic, or open air. ) Under these
conditions, there shall be two openings having a
combined free area of not less than one square
inch per 1000 BTU per hour of input rating.
One opening shall be near the top of the enclo-
sure and one near the bottom. These openings
shall be of approximately equal area and shall
communicate with the selected source, or
sources of adequate air supply, by ducts. Ducts
shall be continuous and of the same cross -
sectional area as the openings to which they
connect. The minimum dimensions of rec-
tangular air ducts shall be not less than 3 inches.
Return-air connections in the furnace room, or
directly above or below the furnace room shall
be made as to preclude any possibility of air
being drawn from the furnace room into the
return-air duct or open living area by action of
the furnace fan. The furnace room door or
doors must be solid, reasonably tight without
vents or other means of allowing combustion
air to be secured from the living area. "
(36) Figure 2, Page 72 shall have deleted therefrom
all references to combustion air vents in and above the
door.
(37) Paragraph 22. 10. 5 shall be deleted.
(38) Paragraph 22. 10. 7 shall be deleted.
(39) Paragraph 22. 14. 1 shall be changed to read as
follows:
22. 14. 1 National Electric Code: All
electrical connections between gas appliances
and the building wiring shall conform, at least,
to the ex.isting National Electric Code. "
(40) Paragraph 26.3 shall be changed by deleting the
words "one hundred dollars ($100.00)" and inserting
instead thereof, "two hundred dollars ($200. 00)". "
Section 2. All ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed.
Section 3. This ordinance shall become effective on
March 1, 1979.
