ORDINANCE N0. 2464
AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PRO-
VIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, PARIS,
TEXAS, BE AMEPIDED SY ADDING ARTICLE III TO CHAPTER 12, PRO-
VIDING FOR THE ESTABLISHMENT OF THE FIRE RESERVE UNIT AND
PROVIDING FOR AN EFFECTIVE DATE OF AUGUST 13, 1979.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS:
Section l. That the Code of Ordinances of the City
of Paris, Paris, Texas, be amended by adding Article III
to Chapter 12, to read as follows:
"ARTICLE III. FIRE RESERVE UNIT
Sec. 12-100. Created.
There is hereby created a Fire Reserve Unit
under the conditions, rules and regulations set out
in this article.
Sec. 12-101. Purpose.
The purpose of the Fire Reserve Unit shall
be to assist and augment the regular fire depart-
ment of the city.
Sec. 12-102. Composition generally.
The Fire Reserve Unit shall be composed of
such number of inembers as is determined by the Fire
Chief, subject to the right of the City Council to
expand or decrease the membership or completely dis-
band the unit.
Sec. 12-103. Fire Chief to direct and sponsor.
The Fire Chief shall be the director and
sponsor of the Fire Reserve Unit. He shall aid in
developing and establishing policies, directives,
standard operating procedures, and programs of the
unit.
Sec. 12-104. Officers generally.
The Fire Reserve Unit shall have a president
appointed by the Fire Chief and approved by the City
Council, and such other officers as the Fire Chief
shall designate.
Sec. 12-105. General duties of president.
The president of the Fire Reserve Unit shall
be directly responsible to the Chief of the Fire De-
partment and shall carry out such policies, orders,
and directives as are issued by or through the Fire
Chief or his designated assistant. The president
shall develop, with the advice of the Fire Chief,
organizational policies, standard operating procedures,
and training programs of the unit. He shall be responsi-
ble for seeing that the overall program of the unit is
properly adhered to and developing and maintainin.g con-
tinued assignments, or instructions as directed or
delegated by the Fire Chief.
Sec. 12-106. Acceptance of inembers.
The Fire Chief shall review all applicants
for Fire Reserve Unit which have been recommended for
membership by the Fire Reserve Unit, and he shall have
final approval of inembership. All applicants will be
investigated and may be subjected to physical exami-
nation by a medical doctor designated by the Fire Chief.
Sec. 12-107. Procedure following acceptance of new members.
Each new member of the Fire Reserve Unit must
satisfactorily complete ten (10) hours of training,
approved by the Fire Chief, before responding to a fire
call. After successfully completing the initial train-
ing requirements, the new member shall be issued his
fire fighting equipment and identification card. A new
member must become certified in accordance with the re-
quirements of the Texas Firefighters Association within
the first two (2) years of inembership.
Sec. 12-108. Member not to belong to other emergency
organizations.
No member of the Fire Reserve Unit shall belong
to any other emergency-type organization such as the
police reserves or sheriff's reserve.
Sec. 12-109. Meetings.
Regular meeting of the Fire Reserve Unit shall
be held at least monthly at the Central Fire Station.
Such meetings shall be presided over by the president
or, in his absence, the vice-president of the Reserve
Unit, under the supervision of the Fire Chief. To such
an extent as possible, parlimentary rules shall be ob-
served and proper order maintained. During these monthly
meetings instruction will be had concerning the duties
of the Fire Department.
Sec. 12-110. Duty of inembers to attend meetings and devote
time to fire activities.
Each member of the Fire Reserve Unit must attend
fifty per cent (50%) of the meetings during each quarter
and, in addition, devote a rninimum of eight (8) hours
per month to regular fire activity. Legitimate reasons
for absences from meetings or failure to perform fire
activities will be accepted, but no such absences or
failures shall become habitual. Excuses from meetings
or other details shall be cleared and passed upon by the
president of the Fire Reserve and should be confined to
such reasons as illness of the member or a member of his
family, business, vacation out of the city, etc. Notice
of absence should be given as far in advance as possible
where a work schedule or other assignment is concerned.
Sec. 12-111. Duty of inembers to wear uniform.
Each member of the Fire Reserve Unit shall wear
his uniform at all regular meetings, such other meetings
as are scheduled in advance, and while performing duties
pertaining to fire department activities.
Sec. 12-112. Members subject to supervision by fire
officers.
At all times when a member of the Fire Reserve
Unit is accompanied by a member of the regular fire de-
partment, the member of the regular fire department
will be the person in charge of the operation being
accomplished.
Sec. 12-113. Transfer of inember from one shift to
another.
Any transfer of a member of the Fire Reserve
Unit from one shift to another shall be with the con-
sent of the Fire Chief.
Sec. 12-114. Termination of inembership; suspension or
demotion of inember.
(a) Any member of the Fire Reserve Unit may,
of his own volition, terminate his membership. In
addition, any membermay be removed, suspended or de-
moted for:
(1) Flagrant and serious violation of
Reserve Unit or Fire Department
rules and regulations.
(2) Repeated minor violations of Reserve
Unit or Fire Department rules and
regulations.
The method of determining and administering desciplinary
action shall be under the supervision of the City Council
and the Fire Chief.
(b) When a member of the Fire Reserve Unit is
terminated for any reason, all uniforms, badges, identi-
fication, and other equipment shall be returned to the
Fire Chief in reasonable condition. A release will then
be signed to clear a terminating member of any obligation
in this regard.
Sec. 12-115. Article not to affect Fire Department or
operation of Civil Service Act.
Nothing within this article shall be construed to
in any way or manner affect the operation of the Fire De-
partment or the rights and privileges ofT~the members there-
of under the Civil Service Act of Texas.
Section 2. This ordinance shall become effective on August
13, 1979.
