ORDINANCE N0. 2474
AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PRO-
VIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, PARIS,
TEXAS, BE AMENDED BY ADDING SECTIONS 2-52 THROUGH 2-66 TO
ARTICLE IV OF CHAPTER 2, PROVIDING FOR THE ESTABLISHMENT OF
THE EMERGENCY MEDICAL SERVICE RESERVE UNIT AND PROVIDING FOR
AN EFFECTIVE DATE OF NOVEMBER 12, 1979.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS:
Section 1. That the Code of Ordinances of the City of
Paris, Paris, Texas, be amended by adding Sections 2-52 through
2-66 to Article IV of Chapter 2, to read as follows:
"ARTICLE IV. EMS RESERVE UNIT
Sec. 2-52. Created.
There is hereby created an EMS Reserve Unit
under the conditions, rules and regulations set out in
this article.
Sec. 2-53. Purpose.
The purpose of the EMS Reserve Unit shall
be to assist and augment the regular EMS department
of the City.
Sec. 2-54. Composition generally.
The EMS Reserve Unit shall be composed of
such number of inembers as is determined by the Director,
subject to the right of the City Council to expand or
decrease the membership or completely disband the unit.
Sec. 2-55. Director to direct and sponsor.
The Director shall direct and sponsor the Unit.
He shall aid in developing and establishing policies,
directives, standard operating procedures, and programs
of the unit.
Sec. 2-56. Officers generally.
The EMS Reserve Unit shall have a Supervisor
appointed by the Director and approved by the City
Council, and such other officers as the Director shall
designate.
Sec. 2-57. General duties of Supervisor.
The Supervisor of the EMS Reserve Unit shall
be directly responsible to the Director of the EMS De-
partment and shall carry out such policies, orders, and
directives as are issued by or through the EMS Director
or his designated assistant. The Superintendent shall
develop, with the advice of the Director, organizational
policies, standard operating procedures, and training
programs of the unit. He shall be responsible for seeing
that the overall program of the unit is properly adhered
to and developing and maintaining continued assignments,
or instructions as directed or delegated by the Director.
Sec. 2-58. Acceptance of inembers,
The Director shall review all applicants
for EMS Reserve Unit which have been recomznended for
membership by the EMS Reserve Unit, and he shall have
final approval of inembership. All applicants will be
investigated and may be subjected to physical exami-
nation by a medical doctor designated by the Director.
Sec. 2-59. Procedure following acceptance of new members.
Each new member of the EMS Reserve Unit must
satisfactorily complete fifteen (15) hours of training,
approved by the Director, before responding to an EMS
call. After successfully completing the initial train-
ing requirements, the new member shall be issued an
identification card. A new member must become certified
in accordance with the requirements of the Texas Depart-
ment of Health for emergency medical technicians within
the first two (2) years of inembership.
Sec. 2-60. Meetings.
Regular meeting of the EMS Reserve Unit shall
be held at least monthly at the EMS Department. Such
meetings shall be presided over by the Supervisor or, in
his absence, the Shift Leader of the Reserve Unit, under
the supervision of the Director. To such an extent as
possible, parlimentary rules shall be observed and proper
order maintained. During these monthly meetings instruct-
ion will be had concerning the duties of the EMS Department.
Sec. 2-61. Duty of inebers to attend meetings and devote
time to EMS.
Each member of the EMS Reserve Unit must attend
fifty percent (50%) of the meetings during each quarter and,
in addition, devote a minimum of eight (8) hours per month
to regular EMS activity. Legitimate reasons for absences
from meetings or failure to perform EMS activities will be
accepted, but no such absences or failures shall become
habitual. Excuses from meetings or other details shall
be cleared and passed upon by the Supervisor of the EMS
Reserve and should be confined to such reasons as illness
of the member or a member of his family, business, vacation
out of the City, etc. Notice of absence should be given
as far in advance as possible where a work schedule or
other assignment is concerned.
Sec. 2-62. Duty of inembers to wear uniform,
Each member of the EMS Reserve Unit shall wear
his uniform at all regular meetings, such other meetings
as are scheduled in advance, and while performing duties
pertaining to EMS department activities.
Sec. 2-63. Members subject to supervision by EMS officers.
At all times when a member of the EMS Reserve
Unit is accompanied by a member of the regular Emergency
Medical Service Department, the member of the regular EMS
Department will be the person in charge of the operation
being accomplished.
Sec. 2-64. Transfer of inember from one shift to another.
Any transfer of a member of the EMS Reserve
Unit from one shift to another shall be with the consent
of the Director.
Sec. 2-65. Termination of inembership; suspension or
demotion of inember.
(a) Any member of the EMS Reserve Unit may,
of his own volition, terminate his membership. In
addition, any member may be removed, suspended or de-
moted for:
(1) Flagrant and serious violation of
Reserve Unit or EMS Department rules
and regulations.
(2) Repeated minor violations of Reserve
Unit or EMS Department rules and re-
gulations.
The method of determining and administering desciplinary
action shall be under the supervision of the City Council
and the Director.
(b) Vh.en a member of the EMS Reserve Unit is
terminated for any reason, all uniforms, badges, identi-
fication, and other equipment shall be returned to the
Director in reasonable condition. A release will then be
signed to clear a terminating member of any obligation in
this regard.
Sec. 2-66. Article not to affect EMS Department or oper-
ation of Civil Service Act.
Nothing within this article shall be construed
to in any way or manner affect the operation of the EMS
Department or the rights and privileges of the members
thereof under the Civil Service Act of Texas."
Section 2. That Sections 2-77 through 2-80 be reserved for
future use.
Section 3. That Sections 2-62 through 2-64 of Article V be
renumbered as Section 2-81 through 2-83.
Section 4. All ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed.
Section 5. This ordinance shall become effective on
November 12, 1979.
