AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS,
AMENDING ORDINANCE NO. 1315 OF THE CITY OF PARIS,
PROVIDING FOR REVISION OF PARTS OF SECTIONS III, IV,
VII AND VIII; PROVIDING FOR A PENALTY NOT TO EXCEED
$200. 00; REPEALING T HEREWITHN ANDOPROVIDINGOFORRAllN

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS:

Section III of Ordinance
amended to read as follows:
Section III. Preliminary Plat.
"The preliminary plat of the subdivision of any lot,
tract or parcel of land shall be filed in the Office of
the City Engineer of the City of Paris, Paris, Texas,
at least ten (10) calendar days pr.ior to the meeting of
the Planning and Zoning Commission at which time it
is to be considered. . . .
(6) All physical features of the property to be
subdivided, including location and size of all
watercourses, ravines, existing bridges, cul-
verts and structures and other features per-
tinent to subdivision, a preliminary drainage
plan, with proposed structures and drainage-
ways with acres by class to be drained.
The outline of wooded areas and the location
of important individual trees may be required. "
Section 2. That the second sentence in the first paragraph
of Section IV, Subparagraph (8) and the last sentence of Subpara-
graph (9) shall be amended to read as follows:
Section IV. Final Plat.
The final plat ' shall have all changes and altera-
tions, if any, shown on the preliminary plat incorpoxated
there.in and shall be 'filed with the City Engineer at least
ten (10) calendar days prior to the meeting of the
Commission at which time i.t is to be considered.
(8) Location of proposed lots, streets, alleys,
easements, parks, build.ing setback l.ines
(both front and side streets), minimum
fi.n.ished floor elevations for each lot in the
subd.ivision and other features required by
the City Engineer in review of the prelimi-
nary plat, to be shown on the final plat.
(9) All lots on curves shall be shown in
arc distances. "
Section 3. That Subparagraph (1) of Sect.ion VII, G shall be
amended to read as follows:
Section VIL General Requirements.
G. CONSTRUCTION PLANS
"(1) Final construction plans, with detailed drainage
plan, with min.imum f.in.ished floor elevations
for each lot in the subdivision, w.ith a title
sheet affixed thereto, containing the name of
the subdivis.ion, the developer and the re-
gistered professional engineer preparing the
plans, with his seal affixed, and a vicinity map
showing the location of the subdivision. "
Section 4. That Subparagraph (2) of Sect.ion VII, G shall be
amended to read as follows:
"(2) Plan-profile sheets of all proposed streets.
These sheets are to be 22" x 36" in size and
plotted to scale of one inch (1") to one hun-
dred feet ( lOQ' ) horizontal and one .inch (1" ) to
five feet (5' ) vertical. These plan-profiles
shall show the right-of-way of the street,
portions of right-of-way of intersecting
streets, location of curb and gutter with re-
spect to monuments, curb return rad.ii, d.ips
or valleys, soil type, liquid limit and
plasticity index for each majo.r soil type en-
countered at the subgrade level, test locations
and estimated boundaries between so.il types in
the plan portion. Accompanying the plan por-
tion must be the certified test results per-
formed by an independent testing laboratory
approved by the City of Paris which verifies
the informat.ion requ.ired and furnished. The
profile shall show the existing ground on each
side of the street at the right-of-way line, the
proposed grade of the top of the curb for each
side of the street, and the reference bench
mark with its elevation. These plan-profiles
shall show or be accompanied by a typical
cross section of the proposed street or streets
to be constructed. "
Sect.ion 5. That Subparagraph (3) of Section VII, G shall be
amended to read as follows:
"(3) All utility plans (sanitary sewer, water, storm
sewer, culverts and bridges) shall be on sheets
22" x 36" and shall show all information
necessary for their construction. These plans
shall be accompanied by the Engineer's criteria
and calculations for their design. All designs
must meet all aforesaid City, State and Federal
minimum specifications. "
Section 6. That Subparagraphs (3) and (4) of Section VII, G
shall be renumbered as Subparagraphs (4) and (5).
Section 7. That Sections VIII, A and B shall be amended to
read as follows:
Section VIII. Design of Improvements.
"A. Curb and Gutter. Curb and gutter shall be
constructed in accordance with Section 27 -38 of the
City of Paris Code of Ordinances. It shall be con-
structed along both sides of all streets and avenues
within the subdivision and along the subdivision's $ide
of all boundary streets. The cost of this work will
not be subject to any participating aid by the City.
B. Valleys and Dips. Where surface water
drains across street intersections, said crossing
shall be reinforced concrete pavement for a distance
of not less than four (4) feet in each direction from
the centerline of said crossing and said crossing
shall extend from curb to curb. The design of these
valleys or dips shall be the same as that for rein-
forced concrete pavement. "
Section 8. That Subparagraph (1) of Section VIII, C shall be
amended to read as follows:
C. Street Subbase and Base.
(1) All local and collector streets within a subdi-
vision shall have a subbase of six (6) inches, prepared
in accordance with Section 27-20 of the City of Paris
Code of Ordinances and shall be stabilized as follows:
(a) Plasticity index of 0 through 15 shall require
no stabilization.
(b) Plasticity index of 15 through 35 shall be
stabilized with four per cent (4%) lime by
weight.
(c) Plasticity index of 35 or above shall be
stabilized with six per cent (6°/-0) lime by
weight.
All plasticity indexes to be determined by an independent
testing laboratory approved by the City of Paris w.ith the
certified results of same being furnished to the City
Engineer with construction plans. All arterial streets
subgrade shall be as required by the City Engineer and
shall meet or exceed the subgrade required for local
and collector streets. All subgrades shall have density
control as required by the City Eng.ineer. "
Section 9. That Subparagraphs (2) through (4) of Section
VIII, C shall be amended to read as follows:
"(2) All local streets within a subdivis.ion shall have
a min.imum of either, (a) six (6) inches, compacted
thickness, soil asphalt base (road mix), (b) five (5)
inches, compacted thickness, asphalt stabilized base
(plant mix, (c) six (6) inches, Portland cement stabi-
lized soil base of a minimum average unconfined com,
pressive strength of 500 P. S. I, at seven (7) days,
(d) two , four (4) inch compacted thickness, lifts of
crushed rock flex.ible base, meet.ing Type A, Grade 2
requirements, of Section 27 -20, City of Paris Code of
Ordinances, or its equivalent, as determined by the
City Engineer, or (e) five (5) inches Portland cement
reinforced with 6" x 6" - D6/D6 welded wire or No. 3
Grade 60 deformed bars using 18" spac.ing in each
d.irection. All bases shall have density control as re-
quired by the City Engineer.
(3) All collector streets with.in a subdivisio.i shall
have a minimum of e.ither, (a) seven (7) inches, com-
pacted thickness, soil asphalt base (road mix), (b) six
(6) inches, compacted thickness, asphalt stabilized base
(plant mix), (c) seven (7) inches, Portland cement
stabilized soil base of a minimum average unconf.ined
compressive strength of 500 P. S. I, at seven (7) days,
(d) two - four and one-half (4-1/2) .inch, compacted
thickness, lifts of crushed rock flexible base, meet.ing
Type A, Grade 2 requirements, of Section 27 -20, City
of Paris Code of Ordinances, or its equivalent, as de-
termined by the C.ity Engineer, or (e) six (6) inches
Portland cement reinforced with 6" x 6" - D6/ll6
welded wire or No. 3 Grade 60 deformed bars using
18" spacing in each direction. All bases shall have
density control as required by the City Engineer.
(4) All arterial streets within a subdivision shall have
a minimum base as required by the City Engineer, but in
no case snall it be less than that required for a collector
s*rQer, „
Section 10. That Section VIII, C shall be amended by adding
ther.°to Sizbparagraph (5) as follows:
"(5) If the street base .is compacted crushed rock,
then there must be a minimum of four (4) inches of the
same placed under the curb and gutter and extended to
a point not less than one (1) foot back of curb. If the
base is reinforced Portland cement, poured monol.ith.icly
with the curb and gutter, there shall be no requirement
for base under the curb and gutter. If poured other
than monolithicly, then the base under the curb and
gutter shall be as the City Engineer requires. If the
street base is other than compacted crushed rock, then
there shall be a minimum of six (6) .inches of compacted
sand of a plasticity index of 10 or less under the curb
and gutter and to a point of not less than one (1) foot
back of curb. "
Section 11. That Section VIII, D shall be amended to read
as follows:
D. Street Surfacing.
All streets within the subdiv.ision shall have a
minimum street surfac.ing of two (2) .inches, compacted
thickness, hot m.ix asphaltic concrete pavement,
Class A, Type D, described in Section 27-20 of the
City of Paris Code of Ordinances, or its equivalent,
except that reinforced Portland cement streets shall
requ.ire no surfacing, "
Section 12. Any person violat.ing any of the provisions of th.is
ordinance shall be guilty of a Class "C" Misdemeanor, and upon
conviction shall be fined in any sum not to exceed $200.00.
Sectfon 13. All ordinances or parts of ord.inances in conflict
herew.ith are hereby expressly repealed.
Section 14. This ordinance shall become effect.ive on
May 1, 1980.
