WHEREAS, the City Council of the City of Paris, Paris, Texas,
hereby finds and determines:
1. That the City Council of the City of Paris, Paris, Texas,

dered the improvement of Blake Road, from East edge
of pavement in Fitzh Easterly9to West edge of )
approximately 3500 feet
pavement in 20th Street, N. E. , by grading, construction
of underground drainage facilities, curb and gutter,
pavement, replacement of inadequate water main and
other appurtenances, according to the plans and speci-
fications prepared by Shimek, Jacobs & Finklea.
2, That a notice duly executed in the name of the City of
Paris, Paris, Texas, of the enactment of said above

which said City of Paris is situated.
3. That the City Council has caused the Director of
public Works to prepare and file estimates of the

property abutting said street within the limits de-
fined and the real and true owners thereof ; NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS:
Section 1. That the date for public hearing before the City
Council of the abutting property owners on the above described
property is hereby fixed Teas0o on the o'clock

The City Clerk is hereby directed to publish in the Paris News,
notice of the public hearing, three (3) times prior to said public
hearing, the first of said notices to be published at least
twenty-one (21) days prior to the date of the public hearing, as
required by law.
Section 2. That the report to the City Council by the
Director of Public Works, consisting of the final estimate of the
costs of the improvements to the abutting property owners os an
approximately $4.75 per front foot for curb and gutter, pl Y
additional costs to extend driveways and other improvements to
individual property as requested by property owners, as hereto-
fore approved, and the final constructian plans and final estimate,
as prepared by said Director of Public Works, are ~~1 ~eings
approved by the City Council of the City of Paris.
City of Paris is to pay all of the costs of drainage installation,
excavation, base preparation and paving, curb and gutter within
intersections, replacement of inadequate water main and other
appurtenances, in the amount of $387, 090. 70, and the abutting
property owners are to pay the remaining costs of $28, 297. 54
for curb and gutter and driveways.
Section 3. That it is the intention of the City Council to
assess the abutting property owners and to fix a lien against the
abutting property, as provided for and under the terms and pro-
visions of Chapter 106 of the Acts of the First Called Sess.ion of
the 40th Legislature of the State of Texas, now designated as
Article 1105b, Vernon's Texas Civil Statutes, under which law
these proceedings were taken and had.
Passed and adopted by the City Council of the City of Paris,
in regular session convened, on th.is the 14th day of April, 1980.
