RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, RECOGNIZING THE HISTORICAL SIGNIFICANCE AND
FUTURE IMPORTANCE OF THE SANTA FE FRISCO TRAIN DEPOT
TRANSPORTATION MUSEUM PROJECT, THE ADJOINING LAMAR
COUNTY HISTORICAL SOCIETY MUSEUM PROJECT, AND THE
ACCOMPANYING PARK PROJECT TO COMPLETE THE HERITAGE
CENTER; ACKNOWLEDGING THE IMPORTANCE OF THE
COMPLETION OF THE PARK PROJECT TO OFFER FUTURE
GENERATIONS THE OPPORTUNITY TO RECOGNIZE THE
CONTRIBUTIONS OF PAST GENERATIONS WHILE ENJOYING THE
BENEFITS OF PARK AND RECREATIONAL FACILITIES UNAVAILABLE
ANYWHERE ELSE IN THE LAMAR COUNTY AREA FOR THE MUTUAL
BENEFIT OF CHILDREN, YOUTH, ADULTS, AND SENIOR CITIZENS;
IMPLORING THE TEXAS PARKS AND WILDLIFE DEPARTMENT TO
CONSIDER FAVORABLY THE APPLICATION OF THE CITY OF PARIS
FOR A TEXAS RECREATION AND PARKS ACCOUNT (TRPA) PROGRAM
GRANT IN FURTHERANCE OF THE HERITAGE PARK PROJECT;
AUTHORIZING THE MAYOR, CITY MANAGER, AND ALL
APPROPRIATE CITY STAFF TO ACTIVELY AND AGGRESSIVELY
PURSUE APPROVAL OF SAID GRANT FUNDS AS A MATTER OF
HIGHEST PRIORITY TO THE CITY OF PARIS; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the history of railroading is the history of the development of the United States,
from sea to shining sea on a ribbon of rails; and,
WHEREAS, the Santa Fe Frisco Train Depot in the City of Paris has seen young men and
women of the City of Paris and Lamar County board trains to leave and return from two world wars
and the conflict in Korea; and,
WHEREAS, some of the same young people returned home at the same Depot as fallen
heros, having given the last full measure in sacrifice for their home and country; and,
WHEREAS, the aforesaid Santa Fe Frisco Train Depot is being refurbished in part by a 1.2
million dollar grant from the TxDot Enhancement Program to ultimately be re-designated as the Sante
Fe Frisco Train Depot Transportation Museum as a tribute to the history of railroading in Paris and
elsewhere, and to focus the attention of new generations on the sacrifices and ways of the past which
ultimately lead to our future; and,
WHEREAS, the refurbished museum structure will also ultimately house the Lamar County
Chamber of Commerce to continue to focus attention on the complex; and,
WHEREAS, adjacent to the museum complex, William DeG. Hayden, M.D., has already
completed the refurbishment of another historical structure, preserving the historical ambiance of the
structure and at the same time creating a beautiful community structure now designated as Heritage
Hall to complement the Depot structure; and,
WHEREAS, the other side of the Heritage Hall property is owned by the Lamar County
Historical Society Museum project and is also under renovation with private funds; and,
WHEREAS, the City of Paris, through its Park Master Plan, has listed as a priority the
acquisition of additional parks and recreational land; and,
WHEREAS, as a consequence of the massive private efforts to preserve the historical
significance of the depot complex, and at the same time to create a park complex which would appeal
to all generations, the City of Paris proposes the construction of park related facilities adjacent to and
as part of the Depot project to act as the "glue" to join the various facilities together as part of the
new HERITAGE CENTER; and,
WHEREAS, the new park will consist of approximately four (4) acres of land, the same being
property donated to the City by William DeG. Hayden, M.D.; and,
WHEREAS, the park will not only include the customary park facilities, but will also have
a one-half mile walking track, a picnic pavilion, parking, and a rock landscape theme; and,
WHEREAS, the park project has already received the focus of the entire community, and as
a consequence, included in the walking track will be benches, tables, and historical markers partly
donated and installed by local garden clubs and located every one hundred feet which will delineate
historical facts in Lamar County history; and,
WHEREAS, the completion of this worthwhile and important project will allow the citizens
of and visitors to Lamar County to bask in the shadow of the past and at the same time revel in the
glow of the future; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That an application be made to the Texas Parks and Wildlife Department for a
Texas Recreation and Parks Account (TRPA) Small Program Grant in the amount of $50,000.00,
being approximately 50% of the estimated cost of the Heritage Park project, said total cost being
$100,000.00, with the City of Paris providing $50,000.00 to include in-kind services, private
donations, and funds, which matching share for this application is already available at this time.
Section 3. That Michael E. Malone, City Manager, be, and he is hereby, appointed as the
authorized official of said project and is authorized and directed to execute, on behalf of the City of
Paris, the application for grant in the form attached hereto as Exhibit A.
Section 4. That Terry Townsend, Director of Public Works, be, and he is hereby, appointed
as project director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all
reports, communications, assurances, contracts, and documents necessary for the completion of said
project.
Section 5. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and
directed to serve as the financial officer for said project and to receive and distribute funds for
purposes of the Heritage Park Project.
Section 6. That the site to be know as Heritage Park in the City of Paris, Paris, Texas, for
use as a park site, being an approximately four (4) acre tract located in the 1000 block of Kaufman
Street, is hereby in all things confirmed and rededicated as a public park for historical, public park,
and recreational purposes for current and future generations to enjoy in perpetuity.
Section 7. That the Mayor, City Manager, City Attorney, Public Works Director, Finance
Director, and all other appropriate City staff, be, and the same are hereby authorized and directed to
initiate any and all actions necessary, and that the City Council likewise join, in imploring the Texas
Parks and Wildlife Department to consider favorably the request of the City of Paris for grant funds
in furtherance of this most worthwhile and necessary project.

Texas Recreation and Parks Account Small Grants Program. Here are a {ew of the
details:
What: Small grants not to exceed $50,000 in matching ftmds (50%) for the development of
public outdoor recreation fac~kies. Total funds available for this pilot program are
$500,000.
