AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS,
PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS,
BE AMENDED BY ADDING SECTIONS TO BE NUMBERED 7-20,
7-21, 7-22, 7-23 AND 7-24, PROVIDING FOR THE REGULA TION
OF THE INSTALLATION OF INSULATION; PROVIDING FOR A
PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDI-
NANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING FOR AN EFFECTIVE DATE OF APRIL 1, 1978.
BE IT ORDA INED BY THE CITY COUNCIL OF THE CITY OF
PA R IS :
Section l. That the Code of Ordinances of the City of Paris
be amended by adding sections to be numbered 7-20, 7-21, 7-22,
7-23 and 7-24, to read as follows:
"Section 7 -20. Insulation.
All insulation installed shall meet the minimum
requirements hereinafter enumerated, be installed in
the manner prescribed, by a person licensed to make
installations, who has been issued an insulation permit.
"Section 7 -21. Minimum requirements.
All insulation materials shall meet the minimum
requirements established by the Fire Marshal of the
City of Paris as to:
(1)
Flame spread
(2)
Smoke toxicity
(3)
Starch content
(4)
Ph value
(5)
Moisture content
(6)
Odor emission
(7)
R-value rating
The installer must submit the laboratory analysis from
a nationally recognized laboratory. All insulation shall
arrive at the scene of installation in bags or containers
printed with the manufacturer's identification, laboratory
analysis, weight and precautionary warnings, if any are
applicable.
"Section 7 -22. Installation.
A pre-installation inspection must be made in order
to ascertain the location of all heat producing vents, stacks,
chimneys, recessed light fixtures, ceiling mounted heating
equipment and all other sources which could ignite either
directly or indirectly the insulation material, and the owner
or builder should receive a copy of the installer's inspec-
tion report. The installer shall observe the following
safety precautions:
(1) A minimum clearance of 3 inches should be
maintained around all louvers.
(2) A minimum clearance of 3 inches shall be
provided around and above recessed light
fixtures. Such clearance shall be maintained
by the installation of a collar which is fire
resistive.
(3) Gas or electric heating units which are mounted
on ceiling joists shall be protected by the in-
stallation of 1/8" cement asbestos board which
will extend one foot to either side of the unit.
(4) Exposed chimney flue tiles shall be protected
by a collar giving six inches air space clearance.
(5) Gas heater and water heater vent pipes shall be
protected with a fire resistive collar giving a
minimum of 3 inches air flow space.
"Section 7 -23. Licensing of installers.
Any person desiring to install insulation must be
approved by the Fire Marshal of the City of Paris to do
so. Any person wishing to appeal a decision of the Fire
Marshal with regard to licensing may appeal by requesting
a hearing before the City Council of the City of Paris at
its next regular scheduled meeting. There shall be no
licensing fee requirement.
"Section 7 -24. Insulation Permit.
Any person licensed to install insulation materials
may procure from the Department of Community
Development an insulation permit, which will include the
following:
(1) Location
(2) Type and use of structure
(3) Type of insulation
(4) Amount of insulation"
Section 2. Any person violating any of the provisions of this
ordinance shall be guilty of a Class "C" Misdemeanor, and upon
conviction shall be fined in any sum not to exceed $200. 00.
Section 4. All ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed.
Section 5. This ordinance shall become effective on
April 1, 1978.
