2399 ORD PROVIDING CODE OF ORDINANCES BE AMENDED BY ADDING SECTION TO BE NUMBERED 31-30ORDINANCE NO. 2399 . AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY ADDING A SECTION TO BE NUMBERED 31-30, PROVIDING FOR THE EMERGENCY RATIONING OF CITY OF PARIS WATER; PROVIDING FOR A PENALTY NOT TO EXCEED $200. 00; REPEALING ALL ORDINANCES OR PARTS OF ORDI- NANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF JULY 12, 1978. WHEREAS, the City Council of the City of Paris did meet in Special Emergency Session to consider the Water Department's ability to meet the demands of its customers; and, WHEREAS, it is found that the Water Department cannot meet the unrestricted demands of its customers and therefore an emer- gency exists; and, WHEREAS, emergency measures must be taken to insure that the citizens of Paris are afforded fire protection; NOW, THERE- FORE, BE IT ORDA INED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section 1. That a state of emergency is hereby declared. Section 2. That the Code of Ordinances of the City of Paris be amended by adding Section 31-30, to read as follows: "Section 31-30. Emergency rationing of water. The City Council at any duly constituted meeting may declare a state of emergency when the Water Department of the City cannot meet the demands of its customers. When such an emergency has been declared, it shall be unlawful for any water customer to make outside use of city water for such period of time as the Council may set, and thereafter it shall be unlawful for any water customer with an even address number to make outside use of city water on odd numbered days of the month and for any water customer with an odd address number to make outside use of city water on even numbered days of the month until such time as the City Council declares the state of emergency to cease. " Section 3. Any person violating any of the provisions of this ordinance shall be guilty of a Class "C" Misdemeanor, and upon conviction shall be fined in any sum not to exceed $200. 00. Section 4. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed. 1978. Section 5.
