17-I - Auto Theft GrantDRAFT LISA\RESOLUTIONS\CURRENT\Auto Theft Supp App 00 June 7, 2001 RESOLUTION NO. __________ _____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE EXECUTION OF A SUPPLEMENTAL APPLICATION FOR AN AUTO MOBILE THEFT PREVENTION GRANT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS , t h e City Council of the City of Paris did heretofore, on the 4th day of May, 2000, in Resolution No. 2000-059, authorize an application to be made to the Texas Automobile Theft Prevention Authority for an Automobile Theft Prevention Grant; and, WHEREAS, the City Council of the Cit of Paris did heretofore, on the 14th day of August, 2000, in Resolution No. 2000-106, accept the Automobile Theft Prevention Program Grant entitled “Northeast Texa s Automobile Theft Task Force,” No. SA-01-T01-09363, for the year beginning September 1, 2000, and ending August 31, 2001, in the total amount of $100,000.00, requiring the City of Paris to provide $41,775.00 in the form of cash and $12,550.00 in th e form of in-kind services; and, WHEREAS, the City of Paris has been made aware that the Texas Automobil e Theft Prevention Authority has additional funding available for automobile theft prevention grants; and, WHEREAS, the City Council of the City of Paris is desirous of processing a supplemental grant application for the Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project beginning September 1, 2000, and ending August 31, 2001, in the amount of $69,000.00, with no match required by the City of Paris, for the purchase of two (2) pickup trucks, one (1) display trailer for public awareness programs, a Ken wood dual band radio with a pyramid N OW, repeater, and supplies such as pens, shirts, and banners fo r public presentations; THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That a supplemental grant application be made to the Texas Automobile Theft Prevention Authority for an Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project beginning September 1, 2000, and ending August 31, 2001, in the amount of $69,000.00, with no match required by the City of Paris. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, the application for grant in the form attached hereto as Exhibit A. Section 4. That the Chief of the Paris Police Department be, and he is hereby, appointed as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for the City of Paris Police Department's continuing participation in the Automobile Theft Prevention Program. Date Signed EXHIBIT A AUTOMOBH.E THEFT PREVENTION AUTHORITY SCHEDULED D (Continued) ~ REQUIRED NARRATIVE: Briefly describe the use of the equipment and the cost of each line item. The two pickups will be used for the daily investigations of auto thefts and auto theft related cases in our seven county coverage areas. Each pickup will cost approximately $26,000.00. The dealers expect a cost increase for the 2002-year models arriving in June, 2002. The funds requested for supplies will be used for pens, shirts, banners, etc. for public presentations. We have not had personalized supplies before. The pens will cost from twenty-eight to forty cents each. The shirts are $25.00 each. A large display banner is $150.00. The company that made our VIN etching equipment is out of business. I would like to order new equipment at a cost approximately $1000.00. All supplies will be used to promote the prevention of auto theR and ATPA. The Kenwood Dual Band radio with a Pyramid repeater is $4000.00. It will be used by the Task Force for daily communication with the law enforcement agencies we assist. The 7' x 14' Wells Cargo Van type display trailer will cost approximately $12,000.00 finished. This will include logo signs, air conditioner, display panels, television and vcr combo. The trailer will be the same as type as the RATT trailer. It will be used for Public Awareness programs in our coverage area and were requested for assistance.
