00-AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet m reguiar session at 5:30 p.m. on Monday, June 11, 2012. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meeting on May 31, 2012. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Paris Visitors and Convention Council (12-7-2011) b. Planning and Zoning Commission (5-7-2012) Regular Agenda 7. Public hearing, first reading, deliberate and possibly act on an Ordinance amending Sections 8-108, 8-201 and 12-100 of the City's Zoning Ordinance No. 1710, by limiting the operation of Head Shops to Heavy Industrial and Light Industrial Zoning Districts by specific use permit and adding a new Section 12-100 (54), Head Shops, to the list of uses requiring a specific use permit. 8. Deliberate and act on a variance request, Master Plat, Preliminary Plat and Final Plat for Lots 1 and 2, Block A, D& P Addition, located at 1150 Clement Road. 9. Deliberate and act on a Resolution authorizing final payment and contract closeout with J.B. & L Utility Contractors for the Texas Department of Rural Affairs Sewer System Improvements Project. 10. Deliberate and act on a Resolution approving Change Orders No. 2 and 3 to the contract with Bobby Smallwood Construction Co., Inc. for the Clarksville Street Sidewalk Project. 11. Deliberate and act on a Resolution authorizing final payment and contract closeout with Spann Concrete Construction for the Peristyle Renovation Project in Bywaters Park. 12. Deliberate and act on a Resolution declaring certain personal property surplus and approving the sale of surplus property at a public auction. 13. Deliberate and act on a Resolution appointing members to the various Boards, Commissions and Committees of the City of Paris. 14. Deliberate and act on a Resolution electing the City to become eligible to participate in Tax Abatements and approving the Amended Guidelines and Criteria for Granting Tax Abatements in the City of Paris. 15. Deliberate on code enforcement liens. 16. Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflict with this chapter, to-wit: Ed Darnell v. Union Pacific Railroad and City of Paris, Texas; in the 6`h Judicial District Court of Lamar County, Texas; Cause No. 81476. 17. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 18. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 19. Adjournment.
