ORDINANCE CALLING A REVENUE BOND EI.ECTION
THE STATE OF TEXAS .
COUNTY OF LAMAR ,
CITY OF PARIS ,
WHEREAS, the City Council of said City deems it advis-
able to issue the bonds of said City for the purpose hereinafter
stated; and
WHEREAS, it is hereby officially found and determined:
that a case of emergency or urgent public necessity exists which
requires the holding of the meeting at which this Ordinance is
passed, such emergency or urgent public necessity being that the
proceeds from the proposed bonds are required as soon as possible
and without delay for necessary and urgently needed public im-
provements; that said meeting was open to the public, and public
notice of the time, place and purpose of said meeting was given,
al1 as required by Vernon's Anno Civ. St, Article 6252-17.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That an election shall be held in said City on the
16th day of November, 1971, in the several regular Election
Precincts of said City, and at the several regular Polling
Places, as hereinafter set forth; and the following election
officers are hereby appointed to hold said election at each of
said Polling Places, respectively:
In Ward No. 1 at the Central Fire Station, with
W. J. Johnson, Presiding Judge, and
Mrs. R. H. Lower, Alternate Presiding Judgea
In Ward Noo 2 at the Grand Hotel Lobby, with
Mrs. Hugh Collins, Presiding Judge, and
Mrso Elizabeth Tompkins, Alternate Presiding.Judge.
In Ward No. 3 at the Lamar County Courthouse, with
Mrso W. S. Biard, Presiding Judge, and
Mrso Fred Shaeffer, Alternate Presiding Judgeo
In Ward No, 4 at the Paris High School Gymnasium, with
Mrso H. L. Hollis, Presiding Judge, and
Mrs. Sam Ausmus, Alternate Presiding Judge.
The Presiding Judge of each Election Precinct shall
appoint not less than two qualified election clerks to serve
and assist in conducting said election; provided that in each
instance where the Presicling Judge actually serves as expected,
the Alternate Presiding Judge shall be one of such clerks.
By approving and signing this Ordinance the Mayor of
said City officially confirms his appointment of the aforesaid
election officers to serve at said election; and by passing
this Ordinance the City Council of said City approves and con-
curs in the appointment of the aforesaid election officers.
The City Clerk oF said City is hereby appointed as the
Clerk for absentee voting for said election, and the office of
the City Clerk in the City Hall, Paris, Texas, is hereby desig-
nated as the place at which absentee voting sha11 be conducted
for said electiono For the period absentee voting is permitted
by law, the hours designated for absentee voting shall be from
8:00 A.M. to 5:00 P.M. on each day except Saturdays, Sundays and
official state holidays; and the aforesaid Clerk sha11 keep said
absentee voting place open during such hours for absentee votingo
2. That at said election the following PROPOSITION
shall be submitted in accordance with law:

Sha11 the City Council of the City of Paris,
Texas, be authorized to issue the bonds of said City,
in one or more series or issues, in the aggregate
principal amount of $550,000, with the bonds of each
such series or issue, respectively, to mature serially
in not to exceed thirty years from their date, and to
be sold a.t such prices and bear interest at such rates
as shall be determined within the discretion of the
City Council, for the purpose of improving and ex-
tending said City's Sewer System, with said bonds to
be secured by and payable from a lien on and pledge of
the Net Revenues of said City's Waterworks and Sewer
System? The probable period of usefulness of the
improvements for which the bond funds are to be ex-
pended is fifty yearso
3. That the official ballots for said election shall
be prepared in accordance with the Texas Election Code so as
to permit the electors to vote "FOR" or "AGAINST" the aforesaid
PROPOSITION, which shall be set forth in substantially the
following form:

4. That all resident, qualified electors of said City
shall be entitled to vote at said election.
5. That notice of said election shall be given by
posting a substantial copy of this Ordinance in each of the
Election Precincts of said City and also at the City Ha11, nat
less than fifteen days prior to the date set for said election;
and a substantial copy of this Ordinance also shall be published
on the same day in each of two successive cveelcs in a newspaper
of general circulation published in said City, the date of the
first publication to be not less than fourteen days prior to
the date set for said election.
6. That this Ordinance shall take effect immediately
upon its passageo
