AN ORDINANCE PROVIDING FOR THE EXTFNSION OF CFRTAIN
BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS, TFXAS, AND THE
ANNExATION OF CERTAIN TERRITORY CONSISTING OF 457.58 ACRES)
MORE OR LFSS, LVHICH IS LESS THAN TEN PER CENT (10%) OF THE
TERRITORY INCLUDED WITHIN ITS PRE.SENT CITY LIMITS, WHICH
SAID TNRRITORY LIFS ADJACENT TO AND AATOINS THE PRFSENT
BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS, TEKL-LS, AND
PROVIDING ZONING CLASSIFICATIONS FOR THE SAME.
Whereas, a public hearing before the City Council of the
City of Paris, Paris, Texas, where all interested persons were
provided with an opportunity to be heard on the proposed
annexation of the following described territory:
Situated in the County of Lamar and State of Texas,
and described as follows:
BEGINNING at the point of intersection of the North
Right-of-Way Line of Spur 139 with the North East City
Limit Line as established by Ordinance No. 1617, dated
February 11, 1963, said line being 600 feet North from
and parallel to the center line of the existing traffic
lane of Loop Highway 286 N. E., which is the outside
traffic lane of the proposed four lane divided Loop 286
N. E.
THENCE in an Easterly direction along the North
Right-of-Way Line of Spur Highway 139 a distance of
2300 feet, more or less, to a point where said line
intersects the North East Right-of-Way Line of F. M.
Hi ghway 195 ;
THENCE in a North Easterly direction wit h the North
East Right-of-Way Line of F. M. Highway 195 a distance
of 3700 feet, more or less, to a point that is N 59° W
from the North West Corner of the Buck Rader property;
THENCE S 59° E a distance of 1750 feet, more or
less, crossing F. M. Highway 195 and continuing with
the North East Boundary Line of property conveyed to
Buck Rader and wife, Linda Rader, recorded Book 264,
Page 67, Deed Records, Lamar County, Texas, and
crossing a County Road, being an extension of 36th
St. N. E. and popularly known as Elk Hollow Drive, to
a point in the West Property Line of a 79.28 acre tract
conveyed Robert H. McDougal, et ux, by deed recorded
Book 528, Page 428, Deed Records, Lamar County, Texas;
said point being 466 feet North of McDougal's South
West Corner;
THENC E North along the East Right-of-Way Line of
said County Road and the West Boundary Line of said
McDougal tract a distance of 600 feet to McDougal's
most Westerly North West Corner and the South West
Corner of Boyce Reed's property;
THENC E East with McDougal and Reed's Common Boundary
Line a distance of 512 feet to an ell corner;
THENC E North with McDougal and Reed's Common
Boundary Line 531 feet to the North East Corn er of the
Reed tract; said point lying in the South Boundary Line
of a County Road;
THFNC E East with the South Boundary Line of sai d
County Road a distance of 1812 feet to the North East
Corner of the McDougal tract;
THENCE South a distance of 1606 feet to a point;
THENCE West a distance of 800 feet to a point;
said point being the North East Corner of a 36.54 acre
tract of land conveyed to Paris Fraternal Builders,
Inc. by Boyce Reed and wife, Od.ell Reed, by deed re-
corded Book 510, Page 254, Deed Records, Lamar County,
Texas;
THENCE South along the East Boundary Line of said
36.54 acre tract a distance of 1040 feet to a point in
the South Boundary Line of the Wesley Askins Survey;
THENCE West along said Askins Survey line a dis-
tance of 900 feet to a point that is the North East
Corner of the Joseph Leach Survey and tYe North West
Corner of the D. Welch Survey;
THENCE South with the Common Boundary of said
Leach and Welch Surveys, passing a point that is the
South West Corner of the D. Welch Survey and the North
West Corn er of the Enoch Crow Survey, a distance of
1122 feet to a point;
THENCE East a distance of 1320 feet to the North
East Corner of property conveyed Joe Dodd and wife,
Ina Jackson Dodd, by Virgie Lee Scott, et al, recorded
Book 321, Page 54, Deed Records, Lamar County, Texas;
THENC E South a distance of 2350 feet, more or less,
with the East Boundary Line of the Dodd property to a
point where the same intersects the North Right-of-Way
Line of Pine Mill Road;
THENCE in a South Easterly direction across said
road to the North West Corner of the Bob Singer tract;
THENCE South with Singer's West Boundary Line a
distance of 600 feet to a point;
THENC E continuing with the South Right-of-Way Line
of Pine Mill Road in a South Westerly direction, 1200
feet, more or less, to a point;
THENC E West with said South Right-of-Way Line a
distance of 200 feet to a point in the existing Eastern
City Limit Line as established by the above described
Ordinance No. 1617; said line being 600 feet East from
and parallel to the center line of the existing traffic
lane of Loop 286 N. E., which is the outside traffic
lane of the proposed divided Loop Highway 286 N. E.;
THENC E with said Eastern City Limit Line in a North
Westerly direction 1600 feet, more or less, to the South
Boundary Line of North Park Estates;
THENC E East 820 feet to the South East Corner of
said North Park Estates;
THENCE North 1983 feet to the North East Corner of
said tract;
THENCE West 1275 feet to a point, said point being 10
feet West of the North West Corner of North Park Estates;
THENCE South 1450 feet to a point, said point being
600 feet perpendicular to the center line of the existing
traffic lane of Loop Highway 286 N. E., which is also the
outside traffic lane of the proposed four lane divided
Loop Highway No. 286 N. E.;
THENCE in a North Westerly direction with said City
Limit Line a distance of 6400 feet to the place of
beginning and containing 457.58 acres, more or less.
was held at Paris, Texas, on the 11th day of October, 1971,
which da,te is not more than twenty nor less than ten da.ys prior
to the institution of annexation proceedings; and,
WHFREAS, notice of such public hearing was published in a
newspaper having general circulation in the City of Paris, Texas,
and in the above described territory, on the 24th day of
September, 1971, which d.ate is not more than twenty nor less
than ten days prior to the date of such public hearing; and,
WHER EAS, the total corporate area of the City of Paris,
Paris,Texas, on the first day of January, 1971, was
11,597.5040 acres; and,
WHEREAS, the population of the City of Paris, Paris, Texas,
is in excess of 5,000 and less than 25,000 inhabitants; and,
WHEREAS, the above described territory lies within the
extraterritorial jurisdiction of the City of Paris, Paris, Texas;
and,
WHEREAS, the above described territory lies adjacent to
and adjoins the City of Paris, Paris, Texas; and,
WHEREAS, the above described territory contains 457.58
acres, more or less, which when added to other property annexed
in the year 1971 is less than ten per cent (10%) of the present
acreage contained in the corporate limits of the City of Paris,
Texas; and,
WHEREAS, the above described territory should be pro-
perly zoned as of the date of annexation; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TFXAS :
Section l. The following described land and territory
lying adjacent to and adjoining the City of Paris, Paris, Texas,
is hereby added and annexed to the City of Paris, Paris, Texas,
and said territory hereinafter described shall hereafter be in-
cluded within the boundary limits of the City of Paris, Texas,
and the present boundary limits of said city, at the various
points contiguous to the area hereinafter described, are
altered and amended so as to include sai d area within the cor-
porate limits of the City of Paris, Texas, to-wit:
Situated in the County of Laznar and State of Texas,
and described as follows:
BEGINNING at the point of intersection of the North
Right-of-Way Line of Spur 139 with the North East City
Limit Line as established by Ordinance No. 1617, dated
February 11, 1963, said line being 600 feet North from
and parallel to the center line of the existing traffic
lane of Loop Highway 286 N. E., which is the outside
traffic lane of the proposed four lane divided Loop 286
N. E.
THENCE in an Easterly direction along the North
Right-of-Way Line of Spur Highway 139 a dastance of
2300 feet, more or less, to a point where said line
intersects the North Ea.st Right-of-Way Line of F. M.
Highway 195;
THENCE in a North Easterly direction with the North
East Right-of-Way Line of F. M. Highway 195 a distance
of 3700 feet, more or less, to a point that is N 59° W
from the North West Corner of the Buck Rader property;
THENCE S 59° E a distance of 1750 feet, more or
less, crossing F. M. Highway 195 and continuing with
the North East Boundary Line of property conveyed to
Buck Rader and wife, Linda Rader, recorded Book 264,
Page 67, Deed Records, Lamar County, Texas, and
crossing a County Road, being an extension of 36th
St. N. E. and popularly known as Elk Hollow Drive, to
a point in the West Property Line of a 79.28 acre tract
conveyed Robert H. McDougal, et ux, by deed recorded
Book 528, Page 428, Deed Records, Lamar County, Texas;
said point being 466 feet North of McDougal's South
West Corner;
THENCE North along the East Right-of-Way Line of
said County Road and the West Boundary Line of said
McDougal tract a distance of 600 feet to McDougal's
most Westerly North West Corner and the South West
Corner of Boyce Reed's property;
THFNCE East with McDougal and Reed's Common Boundary
Line a distance of 512 feet to an ell corner;
THENC E North with McDougal and Reed's Common
Boundary Line 531 feet to the North East Corner of the
Reed tract; said point lying in the South Boundary Line
of a County Road;
THENC E East with the South Boundary Line of said
County Road a distance of 1812 feet to the North East
Corner of the McDougal tract;
THENCE South a distance of 1606 feet to a point;
THENCE West a distance of 800 feet to a point;
said point being the North East Corner of a 36.54 acre
tract of land conveyed to Paris Fraternal Builders,
Inc. by Boyce Reed and wif'e, Odell Reed, by deed re-
corded Book 510, Page 254, Deed Records, Lamar County,
Texas;
THENCE South along the East Boundary Line of said
36.54 acre tract a distance of 1040 feet to a point in
the South Boundary Line of the Wesley Askins Survey;
THENC E West along said Askins Survey line a dis-
tance of 900 feet to a point that is the North East
Corner of the Joseph Leach Survey and the North West
Corner of the D. Welch Survey;
THENCE South with the Common Boundary of said

THENCE South a distance of 2350 feet, more or less,
with the Ea,st Boundary Line of the Dodd property to a
point where the same intersects the North Right-of-Way
Line of Pine Mill Road;
THENC E in a South Easterly direction across said
road to the North West Corner of the Bob Singer tract;
THENC E South with Singer's West Boundary Line a
distance of 600 feet to a point;
THENCE continuing with the South Right-of-Way Line
of Pine Mill Road in a South Westerly direction, 1200
feet, more or less, to a point;
THENCE West with said South Right-of-Way Line a
distance of 200 feet to a point in the existing Eastern
City Limit Line as established by the above described
Ordinance No. 1617; said line being 600 feet East from
and parallel to the center line of the existing traffic
lane of Loop 286 N. E. , which is the outside traffic
laxie of the proposed d.ivided Loop Highway 286 N. E. ;
THENCE with said Eastern City Limit Line in a North
Westerly direction 1600 feet, more or less, to the South
Boundary Line of North Park Estates;
TH ENC E East 820 feet to the South East Corner of
said North Park Estates;
THENC E North 1983 f eet to the North East Corner of
said tract;
THENC E West 1275 feet to a point, said point being 10
feet West of the North West Corner of North Park Estates;
THENCE South 1450 feet to a point, said point being
600 feet perpendicular to the center line of the existing
traffic lane of Loop Highway 286 N. E., which is also the
outside traffic lane of the proposed four lane divided
Loop Highway No. 286 N. E.;
THENCE in a North Westerly direction with said City
Limit Line a distance of 6400 feet to the place of
beginning and containing 457.58 acres, more or less.
Section 2. The above described territory and area so
annexed shall be a part of the City of Paris, Texas, and the
property so added hereby shall bear its pro rata part of the
taxes levied by the City of Paris, Paris, Texas, and the in-
habitants thereof shall be entitled to all of the rights and
privileges of all the citizens and shall be bound by the acts,
ordinances, resolutions and regulatims of the City of Paris,
Paris, Texas.
Section 3. The above described property is hereby annexed
under zoning classifications provided for in Zoning Ordinance
No. 1710 of the City of Paris, Paris, Texas, as follows:

Section 4. It is hereby declared to be the intention of
the City Council of the City of Paris that the sections, para-
graphs, sentences, clauses and phrases of this ordinance are
severable, and if any phrase, clause, sentence, paragraph or
section of this ordinance shall bectclared unconstitutional or
invalid by the valid judgment or decree of any court of com-
petent jurisdiction, such unconstitutionality or invalidity
shall not affect any of the remaining phrases, clauses, sen-
tences, paragraphs and sections of this ordinance, since the
same would have been enacted by the City Council without the
incorporation in this ordinance of any unconstitutional or in-
valid phrases, clauses, sentences, paragraphs or sections. It
is further hereby declared to be the intention of the City
Council of the City of Paris to exclude any area or areas de-
scribed in the description of the property to be annexed,
which are not within said City's jurisdiction to annex and
that such area or areas should be carved out of the description
of the property herein described by the valid judgment or de-
cree of any court of competent jurisdiction, in order that such
area or areas would not cause this annexation ordinance to be
found to be invalid, voidable or void.
Section 5. This ordinance shall be published and passed
in the manner provided in Article II, Section 7, of the Charter
of the City of Paris, Paris, Texas.
